Draft Meeting Minutes
Tuesday, September 27, 2011
4:30-6:30PM
City Hall, Room 345

There will be public comment on each item.

1. Call to Order and Roll Call

The meeting was called to order at 4:42pm. Commissioners present: Persky, Shackelford, and Armstrong.
Members absent: Nancy Chen.
Staff present: Truong

2. Approval of Minutes (Action Item)

3. Approval of Agenda (Action Item)

Commissioner Shackelford, seconded by commissioner Persky moved to approve the agenda. The agenda was approved unanimously by acclamation.

4. Public Comment on Items not on Agenda (Discussion Only)

There was none.

5. Business (All Items to Follow Discussion and Possible Action)


A. Presentation: The America’s Cup in San Francisco Bay: An Overview Presentation
Presenters: Adam Van de Water, Assistant Project Director – 34th America’s Cup; Office of Economic and Workforce Development; Ariel Ungerleider, Community Outreach Manager, America’s Cup Event Authority

For this item, the presenter was running late from a previous hearing, so the commissioners decided to use this time to brainstorm some questions and ideas on how to provide input on possible youth internships in the America’s Cup Youth Involvement Plan. Commissioners came up with the following questions to ask America’s Cup Event Authority(ACEA):
What is the estimated or exact number of jobs ACEA is planning on providing to youth in San Francisco?
How many internships will be unpaid, volunteer jobs and how many will be paid?
What is the estimated or exact total budget planned for the Youth Involvement Plan – this can include all youth related activities and youth internships?
Will the internships be stipend based? Minimum wage based?
What is the estimated budget for youth jobs?
Of the number of youth internships provided, how many are actual internships where youth can gain meaningful internships? And how many, are direct sales/concession jobs?
What is the timeline of the Youth Involvement plan? When will the finalize plan come out?
Who else is ACEA working with to get feedback and input on the Youth Involvement plan?
What is the timeline for the youth internships? When do you think it will start?
How will ACEA ensure that youth are gaining a valuable experience out of their internship?
How will ACEA remain involve and/or continue to collaborate with youth bodies to ensure they receive feedback and input on the Youth Involvement Plan?
Who is writing the Youth Involvement plan?
Can the Youth Commission read the Youth Involvement plan and provide feedback?

Presenter Ariel Ungerleider then notified staff that she would not make the meeting and would like to reschedule with the youth employment committee.

B. Election of Chair

Commissioner Armstrong was elected Chair. Commissioner Shackelford was elected Vice Chair.

C. Committee meeting date/time change


Commissioners had a discussion about setting up a second meeting time for this committee to come into the Youth Commission office and work together on youth employment issues in San Francisco.

Commissioners also discussed changing the meeting time to 4:45pm, so that commissioner Persky can make it to the meeting on time.

Commissioner Armstrong, seconded by commissioner Persky moved to add a second committee meeting time of 2nd Thursdays, 4:45-6:45pm. The motion was approved unanimously.

Commissioner Shackelford, seconded by commissioner Armstrong moved to change the meeting times to 4:45-6:45pm. The motion was approved unanimously.

The Youth Employment committee will now meet on the 2nd Thursdays and 4th Tuesdays of each month from 4:45-6:45pm in the Youth Commission office.

D. Youth Council: a subcommittee of the Workforce Investment San Francisco board, Youth Commission has 1 vote


Commissioners were updated by staff on the last Youth Council meeting.

Commissioners discussed their role in the Youth Council. The next Youth Council meeting will be taking place on November 16, 2011 from 4:00-6:00 pm. Commissioners Armstrong and Shackelford agreed to attend this meeting with staff.

E. Policy Priorities for FY 2011-2012


Commissioners discussed the importance of setting goals and tasks for one another to carry out in between committee meetings.

Commissioner Shackelford stated it is important to leave a committee meeting with clear actions, so that the next time the committee meets, there will be a time on the agenda to check in on those goals.

Commissioners discussed how to work more closely and effectively with as a team.

Commissioner Armstrong shared how she spent her summer along with commissioner Persky, visiting and meeting with different youth employment programs and staff to get a better sense of the landscape of youth employment in San Francisco.

Commissioners developed the following goals and policy priorities for FY 2011-2012:
• Working on how to make One Stop centers in San Francisco more youth friendly
• Work on youth employment outreach, finding out a way for this committee to not only inform their colleagues and young people of existing youth employment resources, but how to improve outreach of these programs in San Francisco
• Looking into existing youth employment directories and collaborating with TAY on creating a youth directory with employment opportunities for youth
• Developing goals and plans to present to different small businesses and companies on why youth employment is important.
• Continue work with OEWD and ACEA staff to provide input/feedback to the America’s Cup Youth Involvement plan.
• Leaving each meeting with specific tasks, and follow up with one another at the next meeting during Committee member report back, “Job Jots”
• Researching data on youth employment and unemployment, the climate of youth employment programs in San Francisco, and plan for possible resolutions on how to improve these
• Continue looking for ways to improve and increase paid and unpaid internships for youth
• Focus on educational and mentorship aspects of a youth internship

Commissioners agreed to work on a Mission Statement for this committee and come back together at the next committee meeting to draft a final statement to share with their colleagues.

F. Next Steps


Commissioner Shackelford agreed to contact Commissioner Tu Mutch to ask about the Community Outreach plan, how to include a section where commissioners can bring resources and information about existing youth programs, etc. to other young people during their outreach.

Commissioner Armstrong agreed to contact TAY youth advocates to set up a future meeting time and discuss more concretely about TAY’s youth directory plans.

Commissioner Persky agreed to contact Youth Vote Coordinator Peter Lauterborn, and request a presentation on youth employment data received through Youth Vote surveys in the last few years.

Commissioners agreed to set a different meeting with Ariel Ungerleider, America’s Cup Event Authority.

Commissioners Armstrong, Persky, and Shackelford agreed to meet on Thursday, October 13, 2011 from 4:45-6:45pm.

6. Adjournment


The meeting was adjourned at 6:32pm.
