Youth Employment Committee
Draft Meeting Minutes
Tuesday, October 11, 2011
5:30-7:30pm
City Hall, Room 345

There will be public comment on each item.

 

1. Call to Order and Roll Call

The meeting was called to order at 5:31pm. There was quorum. Commissioners present: Armstrong, Persky, Shackelford.
Members absent: Nancy Chen.
Staff Present: Truong.

2. Approval of Minutes (Action Item)

A. Tuesday, September 27, 2011

Commissioner Persky, seconded by Shackelford moved to approve the minutes of September 27, 2011. The motion was approved unanimously by acclamation.

3. Approval of Agenda (Action Item)

Commissioner Shackelford, seconded by Persky moved to approve the agenda. The motion was approved unanimously by acclamation.

4. Public Comment on Items not on Agenda (Discussion Only)

There were none.

5. Business (All Items to Follow Discussion and Possible Action)

A. Mission Statement

Commissioners worked on a committee mission statement. The draft is as follows,

“The Youth Employment Committee strives to meet the unmet needs of San Francisco youth by increasing, improving, and ensuring career development opportunities.”

B. Committee meeting date/time change

Commissioners discussed changing the meeting date and time to fit a few Student Advisory Council members who are interested in joining the youth employment committee.

Commissioner Persky, seconded by Shackelford moved to change committee meeting time to 1st and 3rd Tuesdays of each month. The motion was approved unanimously.

The Youth Employment Committee will now meet on the 1st and 3rd Tuesdays of each month from 4:45-6:45pm in the Youth Commission office.

C. Policy Priorities for FY 2011-2012

Commissioners looked over policy priorities for FY 2011-2012 created from the last meeting of September 27th and discussed the importance of adding the following to the list:
• Working with Student Advisory Council members on the committee on looking at career counseling and services provided for students at schools
• Working on a spreadsheet that tracks youth unemployment data in San Francisco and California to help committee members on research and looking at the scope of youth employment in an organized way
• Looking over Youth Vote data on youth employment and working with Peter Lauterborn, Youth Vote Coordinator

Committee Chair Armstrong then asked her colleagues to review the questions for the America’s Cup presentation on how they will work on youth employment during the event. Armstrong has a meeting with Ariel Ungerleider, staff of the America’s Cup Event Authority on Thursday, October 13, 2011.

D. Researching Youth Unemployment Data

Commissioner Persky suggested inviting Peter Lauterborn, Youth Vote Coordinator, to present to the committee on youth employment data gathered from Youth Vote.

Commissioners then brainstormed questions:

• How many schools have career counselors and/or centers on site? Which schools are they?
• In Youth Vote data, is there a distinction between the number of unemployed youth who want a job to unemployed youth who do not want job?
• What is a common reason for why high school youth are looking for work?
• Which jobs do youth find the most beneficial? Does this correlate with what they desire to do in their future?
• What are obstacles to youth looking for employment?
• What is the comparison between Youth Vote employment data from when it first started to Youth Vote data today?

Commissioner Shackelford then shared that she has contacted commissioner Tu Mutch on how to post youth employment resources and info on the Youth Commission facebook page.

Commissioners discussed how to collaborate with other entities such as Transitional Age Youth on working on a youth employment database. Staff Truong suggested speaking with commissioner Brodwin, who is the Community Outreach officer of the Youth Commission, and is also interested in working on all youth programs and services database.

Commissioners then discussed ways to get information and data on youth employment from different city agencies and currently existing youth employment programs. Commissioner Shackelford volunteered to work on a youth employment data google document so that committee members can keep track of their research.

Commissioner Armstrong suggested looking into the trends of employers hiring youth during the busy holiday seasons to work retail.


E. Next Steps

Commissioners delegated tasks amongst each other and set a meeting for October 25, 2011 at 4:45pm in the Youth Commission office.

6. Adjournment

The meeting was adjourned at 6:41pm.
