1. Call to Order and Roll Call

Chair Armstrong called the meeting to order at 4:52p.m. There was quorum. Commissioners present: Armstrong, Shackelford, Persky. Student Advisory Council members present: Zhang. Staff present: Covington (intern), Truong.

2. Approval of Minutes (Action Item)

 

A. Tuesday, October 11, 2011

Commissioner Shackelford, seconded by Persky moved to approve the minutes of October 11, 2011. The motion was approved unanimously by acclamation.

 

3. Approval of Agenda (Action Item)

 

Commissioner Persky, seconded by Armstrong moved to approve the agenda. The motion was approved unanimously by acclamation.

 

4. Public Comment on Items not on Agenda (Discussion Only)

5. Business (All Items to Follow Discussion and Possible Action)

 

B. Presentation on Youth Vote’s Youth Employment Data. Presenter: Peter Lauterborn, Youth Vote Coordinator, Department of Children, Youth, and their Families.

Chair Armstrong called item 5B out of order. Youth Vote Coordinator, Peter Lauterborn went over youth employment related questions asked on Youth Vote’s Fall 2011 survey with committee members. Committee members asked clarifying questions.

A. Mission Statement

Committee members finalized their mission statement, which states:
The Youth Employment Committee strives to address the unmet needs of San Francisco youth by increasing, improving, and promoting educational and career development opportunities.



C. Youth Navigator Report

Committee members looked over the Youth Navigator Report, a report that outlines findings and recommendations from an evaluation of One-Stop Centers in San Francisco. This report was prepared by the Lavender Youth Recreation and Information Center (LYRIC) in June 2010. Committee members then discussed ways in which they can work on improving the quality of services provided for youth at the One-Stops, as well as the experiences youth have at One-Stops based on the report’s findings, and increase the accessibility of any youth programs and services provided by One-Stops. Members decided to continue to assess the One-Stop centers and added it to the committee’s policy priorities.

D. Policy Priorities FY 2011-2012

Committee members then finalized policy priorities for FY 2011-2012. They are as follows:

• working with the Student Advisory Council members on the committee to assess career counseling and services provided for students at the public high schools
• following up on the Youth Navigator Report, which outlines findings and recommendations from an evaluation of One-Stop Centers in San Francisco, and work on improving the accessibility and quality of services provided for youth at One-Stop Centers
• analyzing the America’s Cup Youth Involvement Plan upon release to ensure that it includes paid and non paid employment and career development opportunities to a wide range of youth in San Francisco
• assuring that the wide range of paid and nonpaid youth employment and education programs offered in this city reaches all young people of San Francisco in a manner that is effective, efficient, and all encompassing of a young person’s career interests
• developing a plan to collaborate with other entities to provide a consistently updated online youth employment directory
• increasing private sector employment and unpaid internships for all young people


E. Next Steps

Commissioner Shackelford suggested that committee members take the time to visit One-Stop centers on their own time to assess how accessible the centers programs and services are for young people. Members agreed to continue reading the Youth Navigator report and to continue their research on teen unemployment data in San Francisco and on a State level. Members discussed ways to survey Student Advisory Council members on their own experiences and access to career counseling and services provided by their high schools. Commissioners Shackelford and Armstrong recommended that the committee should look over the America’s Cup Youth Involvement Plan when it is released, and find a way to evaluate the youth employment opportunities offered in the plan to share back with their colleagues on the full Youth Commission.

The meeting was adjourned at 6:32 p.m.
