1. Call to Order and Roll Call

Committee Chair Armstrong called the meeting to order at 4:50p.m. There was quorum. Commissioners present: Persky, Armstrong. Commissioners absent: Shackelford. Committee members absent: Zhang. Staff present: Covington, Gambucci, Truong.

2. Approval of Agenda (Action Item)

Commissioner Persky, seconded by Commissioner Armstrong moved to approve the agenda.

3. Approval of Minutes (Action Item)

Commissioner Persky, seconded by Commissioner Armstrong moved to approve the minutes of November 15, 2011.

Commissioner Persky, seconded by Commissioner Armstrong moved to approve the minutes of November 1st, 2011.

4. Public Comment on Items not on Agenda (Discussion Only)

There were none.

5. Business (All Items to Follow Discussion and Possible Action)

A. Research, Study, Discuss, Work on 2011-2012 Policy Priorities

Committee members received a presentation from Peter Lauterborn, Youth Vote Coordinator, on the current Youth Vote results on youth employment.

Commissioners asked clarifying questions and discussed the youth employment needs.

Mr. Lauterborn then charged the Youth Employment Committee with coming up with two questions on College and Career classes for the Spring 2012 Youth Vote cycle. The questions need to be turned in to him by the end of January 2012. Mr. Lauterborn also suggested that the committee should collaborate with the San Francisco Youth Employment Coalition on surveying youth employment needs in terms of College and Career classes.

Committee Chair Armstrong then discussed current policy priorities and suggested that members should start the new year with strong actionable goals.

Commissioner Armstrong then directed the committee to the America’s Cup Youth Involvement Plan. Committee members looked through and read the Youth Involvement Plan and came up with the following questions:


• Is there a list of proposed youth job titles, positions, and descriptions?
• What is the estimated number of paid and unpaid teen jobs provided by the America’s Cup?
• How much is the estimated total budget for youth jobs?
• How much is the estimated total budget for youth related activities
• How does the America’s Cup Event Authority plan on leveraging existing youth employment programs in San Francisco?
• The America’s Cup Event Authority stated at the full Youth Commission meeting its plan on utilizing existing youth employment programs in San Francisco, how is the ACEA financially planning for the increase of available youth spots in the existing youth employment programs?
• How is the ACEA planning to work around youth school schedules during the timeline of the event?
• When will the Youth Involvement Plan be finalized?
• What is the ACEA’s outreach plan to youth?
• Will there be a main staff to handle all youth and family related programs and activities? If so, who will this be?
• What is the timeline for the youth internships?
• How will ACEA ensure that youth are gaining a valuable experience out of their internship?

Commissioner Armstrong asked her peers to continue to look over the Youth Involvement Plan and to email any additional questions and or responses to committee staff Phimy Truong.


6. Adjournment

The meeting was adjourned at 6:52 p.m.
