1. Call to Order and Roll Call
Commissioner Yang called the meeting to order at 4:33pm. All members were present: Commissioners Bonner, Brodwin, LaCroix, Tu Mutch, Yang. Staff present: Yedidia.
2. Approval of Agenda (Action Item)
Commissioner LaCroix, seconded by Commissioner Brodwin, moved to approve the agenda. This motion was approved unanimously by acclamation.
3. Public Comment on Items not on Agenda (Discussion Only)
There was none.
4. Business (All Items to Follow Discussion and Possible Action)
A. Checking in and establishing systems for the Executive Committee, and each Officer’s respective duties, roles, and quirks
Executive Committee members agreed to take on the special responsibility of checking in with 3 of their non-Executive Committee colleagues before each Executive Committee meeting, so that all Youth Commissioners are constantly reminded that they should feel free to bring forth items to put on full Youth Commission meeting agendas! It was agreed that the Executive Committee should serve a central “systematic” and “spiritual” function with respect to the Youth Commission as a whole.

The entire Executive Committee reviewed the Legislation Introduced at the Board of Supervisors at the Board’s meeting of September 20, 2011; committee members took note that Commissioner Bonner would be responsible for reading this document each week (it is produced by the Clerk of the Board’s office each Thursday after a Tuesday Board meeting) and discuss with staff and her colleagues on the Youth Commission (both Executive Officers and other Commissioners) what items should be referred to the Youth Commission under SEC IV.124 of the City Charter.
Commissioner Brodwin agreed in principle to develop a Community Outreach Plan, as per the Bylaws, and present it to the entire Youth Commission for adoption at the November 7, 2011 meeting.
Similarly, Commissioner Tu Mutch agreed in principle to develop a Media and Public Relations plan, as per the Bylaws, and present it to the entire Youth Commission for adoption at the November 7, 2011 meeting; Commissioner Tu Mutch said the goal of such a plan would be to make the Youth Commission a household name in San Francisco.
The Executive Committee agreed that it was time for Commissioners themselves—lead by the Executive Committee—to take ownership of the entire institution that is the Youth Commission!
B. Establishing the agenda for the October 3, 2011, regular full Youth Commission meeting.
Committee members agreed to agendize the following three items—in addition to standing items including attendance review, staff and committee reports, and adoption of minutes—for October 3: a presentation on the City’s budget process and fund structure from the Controller’s Office; a resolution introduced by Supervisor Campos calling on the City to make MUNI free for youth; and a second reading/action item of a resolution sponsored by Commissioner Yang declaring the Youth Commission the official lead sponsor of an Immigrant Youth Summit to be held on October 28, 2011.
5. Adjournment
Commissioner Yang adjourned the meeting at 5:57pm.
