1. Call to Order and Roll Call

Commissioner Yang called the meeting to order at 4:21pm. Commissioners present: Brodwin, LaCroix, Tu Mutch, Yang. Commissioners tardy: Bonner (arrived 5pm). Staff present: Yedidia.

2. Approval of Agenda (Action Item)

Commissioner LaCroix, seconded by Commissioner Brodwin, moved to approve the agenda. This motion was approved unanimously by acclamation.

3. Approval of Minutes (Action Item)

A. September 28, 2011

Commissioner LaCroix, seconded by Commissioner Brodwin, moved to approve the minutes to the Executive Committee meeting of September 28, 2011. This motion was approved unanimously by acclamation.

4. Public Comment on Items not on Agenda (Discussion Only)

There was none.

5. Business (All Items to Follow Discussion and Possible Action)

Committee members discussed the Youth Commission staff’s recommendation that the Committee appoint Commissioners Carrion, Persky and Shackelford to the Youth Advisory Council. Commissioner Yang, seconded by Commissioner Brodwin, moved that this be so. This motion was approved unanimously by acclamation.

B. Establishing the agenda for the October 17, 2011, regular full Youth Commission meeting.

Commissioner Yang called item 5B out of order. After discussion, members of the Executive Committee agreed that the agenda to the October 17 meeting would include a presentation from Maria Su, the Director of the Department of Children, Youth and Their Families, on the purpose, duties and function of that department; discussion and approval of the Commission’s FY 2011-2012 Community Outreach Plan, drafted by the Commission’s Community Outreach Officer, Commissioner Brodwin; and, if possible, two pieces of legislation referred from the Board of Supervisors—both (a) a $1.9 million budget supplemental for subsidized childcare that would backfill cuts to the City from the state level and (b) (if possible, because the ordinance is under the 30 day rule and the sponsor might not be ready for it) Supervisor Mar’s proposed banning of alcohol sales at self-checkout sites.

Commissioner Bonner, the Commission’s Legislative Affairs Officer, distributed copies of the October 11, 2011 memo to the Mayor and the Board of Supervisors containing the Commission’s official response to the resolution regarding free MUNI for youth sponsored by Supervisor Campos that had been referred to the Commission from the Board Supervisors and discussed and supported, with critical comments, at the Commission’s October 3 meeting. Commissioner Bonner urged her colleagues to provide her with any/all comments they might have regarding this memo, as she wants these memos to reflect the Youth Commission’s discussions.

Commissioner Brodwin had already largely provided an overview of her Community Outreach Plan during item 5B above, and thus, there was little more to add.

Commissioner Tu Mutch shared that she was looking forward to presenting the Media and Public Relations plan to the Executive Committee at their next scheduled meeting of November 2, 2011 and for approval to the entire Commission at the meeting of November 7, 2011.

All Committee members stated that they had checked in with their colleagues regarding adding agenda items to the October 17 full Youth Commission meeting and that not a one had suggested any additions.

Finally, Daniel Homsey of the City’s Neighborhood Empowerment Network (www.empowersf.org) presented to the Committee regarding the work of the NEN and the fact of the Youth Commission’s assistance in soliciting nominations for the 2010 Neighborhood Youth Leader Award. The Executive Committee agreed to direct Youth Commission staff to do outreach for the 2011 Neighborhood Youth Leader Award.

6. Adjournment

The meeting was adjourned at 6:02pm.
