1. The meeting was called to order at 7:27pm.
2. The agenda was approved.
3. The minutes of the October 19, 1999 meeting were approved
4. Officers' Report

Francisco Castillo met with Tito with Carecen about a tatoo removal program.

Bill Barnes is working on a regional meeting of Youth Commissions.

Kelly Durkee is re-considering all of her time commitments.

5. New Business

   A. Youth Commission Community Meetings

The Executive Committee decided to have community meetings at schools and on the 3^rd Monday of the month. Jewnbug will bring a plan for the next community meeting to the Commission at its next meeting on November 15^th and a plan for the year.

B. Process for selecting Commissioners to speak at public events

Commissioner Castillo suggested that if a particular Youth Commissioner is requested, the Youth Commissioner asks the full Commission if it is okay. If someone contacts the Youth Commission office, staff matches the interest of Youth Commissioners to the event. A check-off list to keep track of who has had an opportunity was suggested.

C. Training for Executive Committee members in their areas of responsibility

EC members were given a sheet with possible trainings that may be helpful for them. EC members will get back to staff about what trainings they want and it is the responsibility of EC members to contact the contacts listed on the sheet.

D. Finalizing Youth Commission Agenda for Monday, November 15, 1999

Resolution supporting Census' outreach to youth; Resolution supporting art and music programs in elementary schools; Speaking at public events; America's Promise Operating Group liaison; Juvenile Justice Initiative; SACNAS; Trigger lock; CalWorks to 4 years

E. Next Executive Committee Agenda (November 16,6:30-8pm)

Commissioners will get items to Susan Kim by Thursday, November 4, 1999
