San Francisco Youth Commission
Meeting Minutes
Monday, April 19, 2010
5:30-8:00pm
City Hall, Room 416

 

There will be public comment on each item.

1. Call to Order
Chair Quesada called the meeting to order at 5:37pm.

Commissioners present: Marshall-Fricker, Carlson, A. Chan, Hirano, Williams, Quintero, LaCroix, Davidson, Quesada, Sanders. There was a quorum.

Commissioners absent (excused): Liang, J. Chan, Jones, Vasquez.

Commissioners absent (unexcused): Deng.

Commissioners tardy: Ellington.

2. Approval of Agenda (Action Item)
Commissioner Hirano moved to approve the agenda, seconded by commissioner Sanders. The agenda was approved unanimously by acclamation.

3. Approval of Minutes (Action Item)
Commissioner Quintero moved to approve the minutes of the meeting of April 5, 2010, seconded by commissioner Hirano. The minutes were approved unanimously by acclamation.

4. Public Comment on Items not on Agenda
Gina Zagata of the San Francisco Municipal Transportation Agency’s TransLink Program provided a brief explanation of Translink, which is “a smart card payment system” accepted across most Bay Area transit agencies.

In the spirit of encouraging public transportation, she provided Youth Commissioners—and offered members of the general public—free Translink cards.

There were no items to report.

6. Old Business

A. Discussion and Possible Action: Resolution 09-10AL10
Resolution in Support of Proposed Ordinance File No. 100103 with the addition of the Tobacco Use Reduction Force’s Amendments (Commissioners Deng, Jones)

Commissioner Hirano moved to support the proposed resolution, seconded by Quintero. The resolution was passed by the following vote:
Ayes—10: Marshall-Fricker, A. Chan, Hirano, Williams, Quintero, LaCroix, Davidson, Quesada, Ellington, Sanders. No’s—1—Carlson.

B. Discussion and Possible Action: Legislation Referred from the Board of Supervisors
Proposed ordinance file no. 100103 (Substitute)
Prohibition on tobacco Sales Within 1,000 Feet of a School (Mayor Newsom)

Commissioner Hirano moved to support the referred proposed ordinance, seconded by Carlson. The referred legislation was supported unanimously by acclamation.

C. It was agreed that recently passed Youth Commission resolution 09-10AL10
“Resolution in Support of Proposed Ordinance File No. 100103 with the addition of the Tobacco Use Reduction Force’s Amendments” would be attached to the Youth Commission’s response to this referred legislation.

D. Discussion and Possible Action: Youth Commission Budget & Policy Priorities FY 10-11 (2nd reading)

There was discussion of the document, led by executive committee members. Tristan Leder, the YouthVote-elected Student Delegate on the Board of Education, spoke to the two education-related priorities.

Commissioner Quesada suggested reversing the order of the bullet points at the beginning of the “Food Access” section.

It was suggested that the document include a page with each commissioners’ name and appointing officer.

Commissioner Carlson moved to pass the Youth Commission’s Budget Priorities for Fiscal Year 2010-2011 “as a living document,” including the suggested amendments made tonight, and such that the document can be further amended as needed by the executive committee and still be considered endorsed by the entire commission. Commissioner Marshall-Fricker seconded this motion. The motion passed unanimously by acclamation.

There was a 10 minute recess.

The meeting resumed at 7:14pm.

7. New Business

A. Discussion and Possible Action: A presentation from queer educators and staff from LYRIC

Members of the Lavender Youth Recreation and Information Center (LYRIC) discussed LYRIC’s history, its employment and education programs and its public policy priorities.

Speakers: Jodi Schwartz, Paulina Almazan, Ayana E., Vanessa Li, Phuong T., Steven Meyer, Anna R., Fareti Ose Hosea, Carlos Martinez.

Commissioner Carlson moved to support the general work of LYRIC, seconded by Davidson. This motion passed unanimously by acclamation.

8. Announcements (This includes Community Events)

Commissioner LaCroix spoke of Jazz Week at San Francisco State University, especially the forthcoming Tuesday, April 20 (8:00pm) Vocal Jazz Concert.

Commissioner Carlson announced that the MTA Board would be meeting to discuss the Agency’s budget for upcoming fiscal years tomorrow, Tuesday, April 20, 2010.

9. Adjournment
With no further business to attend to, the meeting was adjourned at 7:35pm.

The Youth Commission meeting will be held in City Hall Room 416. The formal address of City Hall is 1 Dr. Carlton B. Goodlett Place, San Francisco, CA. The closest accessible BART station is the Civic Center Station at the United Nations Plaza and Market Street. The Commission meeting room is wheelchair accessible. Accessible curbside parking spaces have been designated on the corners of McAllister and Polk, and Grove and Polk. There is accessible parking available within the Civic Center Underground Parking Garage at the corner of McAllister and Polk Streets, and within the Performing Arts Parking Garage at Grove and Franklin Streets.

If you require the use of an American sign language interpreter, a sound enhancement system, or a reader during the meeting, calendars and minutes of the meeting in alternative formats; such arrangements can be made by calling Mario Yedidia at (415) 554-6446, at least 72 hours prior to the meeting. Late requests will be honored if possible.
