Minutes of Meeting of Monday, May 3, 2010

1. Call to Order
Chair Quesada called the meeting to order at 5:37pm.
Commissioners present: Deng, Marshall-Fricker, J. Chan, Jones, A. Chan, LaCroix, Davidson, Quesada, Sanders, Quintero,
Commissioners Absent (excused): Liang, Hirano, Ellington
Commissioners absent (unexcused): Williams, Carlson, Vasquez
Staff present: Julia Sabory.
2. Approval of Agenda (Action Item)
Commissioner LaCroix moved to approve the agenda, seconded by Marshall Fricker. The agenda was approved unanimously by acclamation.
3. Approval of Minutes (Action Item)
Commissioner Jones moved to approve the minutes to the meeting of April 19, 2010, seconded by Quintero. The minutes were approved unanimously by acclamation
4. Public Comment on Items not on Agenda
After calling the item and seeing no one come forward, Chair Quesada closed public comment.
5. Staff Report
Nayad Abrahamian, consultant to the Youth Commission, announced that Youth Lobby Day will be taking place on May 20th and that there is an upcoming Youth Summit in the Ingleside District of San Francisco. She asked that Commissioners follow up with her if they are interested in attending. Julia Sabory, Youth Commission Director, announced that there will be a hearing to discuss low-performing schools in San Francisco at the Board of Supervisors’ and Board of Education’s Select City & School District Committee on May 6, at 3:30pm in City Hall, Room 250 (Board Chamber).

A. Discussion and Possible Action: Presentation on the San Francisco Public Library’s Interim Library Services at Branch Libraries
Presenter: Peter Warfield, Executive Director, Library Users Association

Mr. Warfield, Executive Director of the Library Users Association, expressed concerns regarding the San Francisco Public Library’s unwillingness to provide full interim library service when local branches are closed for renovations or rebuilding. At present, six branches are in the process of renovation have a bookmobile serving as a temporary replacement for full library service. Mr. Warfield contended that there are a variety of alternative locations near the library sites that are undergoing rebuilding—including schools, Recreation Centers or vacant store fronts—and that the Public Library could lease one of these locations at a modest price and provide full library service. By point of contrast, the bookmobiles currently in operation provide only 5-8 hours of service per week, per location.
Chair Quesada asked if the library has considered only shutting some libraries at one time rather than eight. Mr. Warfield said that the Library had stated that only four would be closed at one time with the west side of the City having a majority closed right now.
Mr. Warfield presented a Draft Resolution on the issue of Interim Library Service for Branches Closed for Renovation. Chair Quesada recommended that the City Services Committee take up this draft resolution and the question of Interim Library Service in general. Commissioner Deng asked, “What is the current Library Commission’s take on this issue?” Mr. Warfield responded by assuring the Youth Commission that the Library is well aware of his concerns as well as the Supervisors.
Public Comment:
An individual who asked to remain anonymous came forward to voice support for Mr. Warfield’s efforts.
Bradley Wiedmaier also came forth to share his concerns that the neighbors weren’t informed about branch closures. He stated his support of interim locations and is concerned with the Library Commission and Head Librarian’s lack of willingness to compromise.

Chair Quesada reviewed the content of the Youth Commission’s Budget Priorities for the next fiscal year and, for the benefit of those Commissioners that did not attend the April 28, 2010 Budget & Finance Committee hearing where the Youth Commission presented these priorities, described what transpired that day when hundreds of young people came to City Hall. Commissioner Jones commented that the Youth Commission should follow up with the BOS and Mayor regarding the status of the Budget Priorities, and that, presumably, some of this follow-up can happen on Lobby Day. Youth Commission Director Julia Sabory informed the commission that the committees will now take leadership on following up on the Budget Priorities in the remaining months of this term.
Public Comment:
Peter Warfield stated his support of the Youth Commission’s budget efforts and that he was very impressed with the specificity and ‘straight talk’ that the Commissioners utilized on Wednesday.

The Commission meeting room is wheelchair accessible. Accessible curbside parking spaces have been designated on the corners of McAllister and Polk, and Grove and Polk. There is accessible parking available within the Civic Center Underground Parking Garage at the corner of McAllister and Polk Streets, and within the Performing Arts Parking Garage at Grove and Franklin Streets.
