1. Call to Order
Chair Quesada called the meeting to order at 5:38pm.

Commissioners tardy: Deng (arrived 5:39), Liang (arrived)
Commissioners absent (excused): Vasquez, Sanders

2. Approval of Agenda (Action Item)
Commissioner Quesada moved to consider ítem 6C before ítem 6A, seconded by commissioner Hirano. This motion was approved unanimously by acclamation.

Commissioner Hirano moved to approve the agenda as amended, seconded by commissioner Ellington.

3. Approval of Minutes (Action Item)

Commissioner Jones moved to approve the minutes of the meeting of June 7, 2010, seconded by commissioner LaCroix. The minutes were approved unanimously by acclamation.

4. Public Comment on Items not on Agenda
There was none.

5. Staff Report
Youth Commission staff thanked the Youth Commission for their work during the 2009-2010 year, and reminded commissioners that final public comment on the Department of Children, Youth and Their Families budget for the next fiscal year was currently taking place—and that it would probably continue until mid-evening.

6. New Business

C. Discussion and Possible Action: Legislation Referred from the Board of Supervisors: Proposed ordinance file no. 100675 [Zoning – Presidio-Sutter Special Use District at 800 Presidio Avenue.]

Ms. Scott outlined the Booker T. Washington Community Service Center’s desire expand both the number of youth it serves and the kinds of programming it provides. The zoning ordinance in question would enable Booker T. to build a new community center on the corner of Presidio Ave and Sutter St. The new building would provide programming space for young children, teens and Transitional Age Youth 9TAY). Moreover, the building would include housing—with on-sight support services—for TAY, to be managed by the state-wide housing services provider the John Stewart Company. There has been some community concern that the TAY youth provided with housing on sight will prove to be a danger for the neighborhood, Ms. Scott explained. She and Mark Slutkin of the John Stewart Company suggested these concerns were unfounded, given John Stewart’s sterling track record in managing affordable housing, including its experience managing TAY supportive housing.

Commissioner Jones commented that in his experience growing up in the Western Addition and utilizing the Center, Booker T. has always offered the highest-quality programming.

Commissioner Jones moved to support this proposed ordinance, seconded by commissioner Marshall-Fricker. This motion was approved unanimously by acclamation.

A. Discussion and Possible Action: Resolution of Commendation 09-10 RC 04: In Recognition of Bayview Hunter’s Point for Arts and Technology’s (BAYCAT) Selfless Dedication to the Development of the Youth of the Bayview Hunter’s Point Neighborhood and the Greater San Francisco Bay Area Through Education, Empowerment, and Employment in the Digital Media Arts (Commissioner Quesada)

This was the second reading of this resolution of commendation of BAYCAT, where Commissioner Quesada has helped to provide front-line programming.

There was no public comment.

Commissioner Hirano moved to adopt this resolution of commendation, seconded by commissioner Jones. The motion was approved unanimously by acclamation.

B. Discussion and Possible Action: Legislation Referred from the Board of Supervisors: Proposed charter amendment file no. 100637 [San Francisco Municipal Transportation Agency—Appointments Policy and Other Procedures] (Supervisor Campos; Mirkarimi, Chiu and Mar)

Supervisor Campos introduced this proposed charter amendment of which he is the primary sponsor by stating that, in his estimation, this legislation is the only item that comprehensively considers MUNI’s governance, labor agreements and fiscal management. In brief, this charter amendment would: split appointments to the seven-member Board of Directors between the Mayor and the Board of Supervisors; provide for an independent auditor (here called an “Inspector General”) to conduct internal audits of MUNI; the amendment would require MUNI to follow best practices with respect to work orders; it would create a property tax set-aside for MUNI; change the number of Supervisors needed to reject MUNI’s budget from a super to a simple majority; and compel all MUNI employees to negotiate their wages through collective bargaining.

Commissioners Jones, Hirano, Quesada and LaCroix asked clarifying questions. Commissioner LaCroix distributed a memo reflecting the comments of the Youth Commission’s Land Use and City Services committee’s comments on the proposed charter amendment. In response to Commissioner LaCroix’s suggestion that he consider adding language ensuring youth representation on the MUNI Board, Supervisor Campos said he welcomed such specific language.

There was no public comment.

Commissioner LaCroix moved that the Youth Commission support the proposed charter amendment, and include the memo in the file. Commissioner Hirano seconded this motion and commissioner Marshall-Fricker requested a roll call vote on the item.

Ayes (11)—Deng, Liang, J. Chan, Jones, A. Chan, Hirano, Quintero, LaCroix, Davidson, Quesada, Ellington; No’s (1)—Marshall-Fricker.


7. Old Business

A. Discussion and Possible Action: 2nd Reading: Resolution 09-10 AL 13: Resolution Urging the San Francisco Board of Education to Create a Task Force Charged with Improving Health Education Curriculum in High School and to Propose Possible Improvements in Health Education Throughout K-12 (Commissioner Davidson)

Commissioner Davidson read the entirety of this amended resolution into the public record.

Public Comment:
A member of the Oakland Youth Commission asked if the data included in the resolution was drawn from local or national sources.

Youth Commission Education Policy Coordinator Peter Lauterborn replied that, with few exceptions (noted in the resolution’s footnotes), the data in the resolution was taken from local sources.

Commissioner Hirano moved to adopt the resolution, seconded by commissioner LaCroix. This motion was approved unanimously by acclamation.

8. Announcements (This includes Community Events)
Chantal Reynolds, Youth Leadership Coordinator, led six members of the Oakland Youth Commission in introducing themselves.

Commissioner A. Chan invited commissioners to an organizing meeting this Thursday, June 10 at 6pm at Dolores Street Community Services (938 Valencia Street) regarding President Chiu’s proposed charter amendment that would allow non-citizen San Francisco parents with children in the public school system to vote in School Board Elections.

9. Adjournment
The meeting was adjourned at 6:40pm.
