1. Call to Order

Chair LaCroix called the meeting to order at 11:09am.
Commissioners present: Hirano, Marshall-Fricker, Zukerman, LaCroix, Kaminsky, Herzstein, Benezra, Liang, Beaulac, Chan, Yang, Sun, Lin
Commissioners tardy: Fierro, Nauer, Perez.
Commissioners absent: Hewitt.
Staff present: Yedidia.

2. Approval of Agenda (Action Item)

Commissioner Kaminsky, seconded by commissioner Marshall-Fricker, moved to approve the day’s agenda. This motion was approved unanimously by acclamation.

3. Public Comment on Items not on Agenda

There was none.

4. Executive Committee & Staff Report

5. Workshop on the City Charter and the Five Tools of the Youth Commission (responses to legislation referred from the Board of Supervisors, resolutions, meeting with appointing officers, budget priorities, youth outreach) (Discussion Only)

Presenter: Youth Commission staff

Staff Mario Yedidia and Chair LaCroix led Youth Commissioners through a didactic presentation and question-and-answer session regarding the centrality of the Charter (Chair LaCroix characterized it metaphorically as the “heart” of City government) to the Youth Commission’s five tools of affecting public policy: responding to legislation referred from the Board of Supervisors and the Mayor’s Office (as provided for in Charter SEC 4.124); researching, writing and adopting resolutions that formally articulate the Youth Commission’s positions on various issues; meeting with appointing officers; developing budget priorities for the subsequent fiscal year; and doing outreach to young people through the City.

6. Workshop on the Annual City Budget Process (Discussion Only)

Presenter: Youth Commission staff

Staff Mario Yedidia walked the Youth Commission through the timeline of the City’s annual budget process, making frequent reference to the “Guide to the Budget Process” produced by the Controller’s Office a few years ago. There were procedural and technical questions, and a lively and upbeat discussion.

No official action was taken.

7. Adjournment

Chair LaCroix adjourned the meeting at 4:00pm.
