1. Call to Order
Chair LaCroix called the meeting to order at 5:19pm.

Commissioners tardy: Chan, Lin.

2. Approval of Agenda (Action Item)
Commissioner Herzstein, seconded by commissioner Kaminsky, moved to approve the agenda. This motion was approved unanimously by acclamation.
3. Approval of Minutes (Action Item)

Commissioner Hirano, seconded by commissioner Yang, moved to approve the minutes to the meeting of January 3, 2011. This motion was approved unanimously by acclamation.
Commissioner Herzstein, seconded by commissioner Kaminsky moved to approve the minutes to the meeting of January 29, 2011. This motion was approved unanimously by acclamation.
Commissioner Yang, seconded by commissioner Sun, moved to approve the minutes to the meeting of February 7, 2011. This motion was approved unanimously by acclamation.
Commissioner Zukerman, seconded by commissioner Yang, moved to approve the minutes to meeting of February 22, 2011. This motion was approved unanimously by acclamation.

5. Legislation Referred from the Board of Supervisors (Action Item)
A. Planning Code, Police Code, Business and Tax Regulations Code – Limited Live Performance Permits (Supervisor Mirkarimi; Wiener, Mar, Campos)

Mr. Selna, legislative aide to District 5 Supervisor Mirkarimi, began by mentioning the neighborhoods that constitute District 5—the Western Addition, the Haight, the Inner Sunset. These neighborhoods are home to many small businesses (including restaurants, coffee shops, bars, and that like) that, should they want to host live performances, are currently required to obtain a place of entertainment permit—which costs a significant amount of money.
The legislation before the Youth Commission creates a new category of entertainment permit—namely, the Limited Live Performance Permit—for establishments for which entertainment is a secondary purpose of the venue that would live music until 10:00pm.
Commissioners Kaminsky, Benezra, Herzstein, Zukerman, Fierro, LaCroix offered up questions.
Commissioner Kaminsky, seconded by commissioner Zukerman, moved to support this ordinance. This motion was approved unanimously by the following roll call vote: Ayes (15) — Zukerman, Marshall-Fricker, Sun, Hewitt, Perez, Fierro, Hirano, Beaulac, Nauer, Yang, Benezra, Herzstein, Kaminsky, LaCroix, Lin.
Commissioner Herzstein concluded this item by urging that the memo from the Youth Commission to the Board of Supervisors and the Mayor regarding the commission’s support of this legislation include the fact that the ordinance excludes pre-recorded, DJ music—and that, for many young people, this is a significant musical, cultural and entertainment reality.

B. Resolution urging the Mayor and Board of Supervisors to prioritize providing more affordable housing for transitionally aged youth, particularly their support of the goal set forth by the Mayor’s Office of Housing of building 400 new units of low-income housing for this population of by the year 2015. (1st Reading)

Commissioner Benezra read the first draft of her resolution into the public record.
Comments were offered up by commissioners Kaminsky, Marshall-Fricker, Nauer, Fierro.
Subsequently, commissioners discussed the possibility of holding a public hearing on the status of the City’s housing plan for transitional aged youth. Commissioners Hirano, Fierro, Benezra, LaCroix, Herzstein and Kaminsky volunteered to meet and discuss the utility of such a hearing.
No official action was taken.
8. Staff Report (Informational Item)
Staff Mario Yedidia invited all commissioners to participate in the hiring process for the Youth Commission’s vacant position of the Coordinator of Youth Development and Administration. Interviews were forthcoming next week; commissioners were welcome to participate in those, and/or read the resumes of all the applicants. Finally, he updated commissioners on the process for appointing Youth Commissioners for the next (2011-2012) term, in which many current commissioners have been participating—ideally, the entire process would be completed by June 1.

A. Resolution expressing the San Francisco Youth Commission’s support for the homeless LGBTQ youth population and their rights and calling on the City to improve provision of housing, services, and the implementation of Chapter 12N of the Administrative Code. (1st Reading)

Commissioner Chan provided some context for her resolution—namely, the time she has been spending (along with commissioners Benezra and Hirano) with homeless- and at-risk of homelessness-LGBTQ youth at the LGBTQ Center’s meal night (which happens every Tuesday). Indeed, much of this resolution—it’s criticism of the lack of resources for homeless LGBTQ youth and of the current resources and programs available for youth—is borne out of conversations at meal night, commissioner Chan said.
Commissioner Chan then read her resolution into the public record.
Questions and comments were posed by commissioners Yang, Herzstein, Zukerman.
