A. Resolution urging the Board of Supervisors of the City and County of San Francisco to establish the Skateboarding Task Force that will provide policy recommendations and advice to the Board of Supervisors, the Recreation and Park Department, the Police Department and the San Francisco Unified School District with regards to the expansion and creation of skateboarding policies and activities in the City and County of San Francisco [Commissioner Arreguin]

A. Discussion and possible action re: Authorization of absences for Commissioners Fosselman (May 6 Meeting), Commissioners Jacot-Bell and Campeau (May 20th Meeting)

B. Resolution Urging His Honor, the Mayor, the Board of Supervisors, the Department of Human Services, the Local Homeless Coordinating Board and The Mayor’s Office of Homelessness to Implement and Modify the Existing Homeless Service Benchmarks, Particularly With Regards to Affordable Housing and Substance Abuse Prevention, and Urging the Creation of a New Homeless Advisory and Policy Committee With Sole Jurisdiction on Homeless Policy Coordination and Recommendation to the Mayor and Board Of Supervisors and With Designated Representation From the Homeless Youth and Foster Care Youth Population. C. Resolution Urging the Board of Supervisors of the City and County of San Francisco to Analyze and Modify Existing Contracts With Homeless Advocacy Organizations and Service Providers and Implement a Homeless Services Oversight Committee Comprised of Representatives of, the Board of Supervisors, the Department of Human Services, the Department Public Health, the Mayor’s Office of Homelessness and the Local Homeless Coordinating Board and Community Representatives to Ensure the Proper Designation and Usage of Monies for the Benefit of the Homeless Population Through These Service Agencies. G. Discussion and possible action re: Referral from the Board of Supervisors, File 020553: Resolution Urging the Department of Public Works to Engage in All Efforts to Reduce the Level of Graffiti Citywide, Including Providing Awards for Information Leading to the Arrest of Graffiti Perpetrators and Adopting a Model Similar to the One Being Utilized in San Jose, California and Utilizing Graffiti Abatement Models, Such as the One Administered in San Jose, California, in Order to Contact Telephone, Billboard, Garbage, Newspaper and Other Business Entities That May Have Graffiti on Their "Property" and to Develop an Agreement With Them, Which Requires That These Businesses Maintain Their Respective Property That They Immediately Abate it and to Collaborate With the San Francisco Police Department to Expand and Enhance Public School Outreach at the Middle and High School Level Regarding the Consequences of Tagging Public or Private Property

11. New Business

A. Discussion and possible action re: Referral from the Board of Supervisors, File 020851: Resolution authorizing the execution and delivery of certificates of participation to finance the acquisition, improvement, construction and/or reconstruction of a new juvenile detention facility to replace the existing San Francisco Juvenile Hall; approving the form of a property lease between the City and County of San Francisco (the "City") and a trustee relating to certain City-owned property (as further described in this Resolution); approving the form of a project lease between the City and a trustee (including certain indemnities contained therein); authorizing the selection of a trustee; approving the form of a trust agreement between the City and a trustee (including certain indemnities contained therein); approving the form of an official notice of sale and notice of intention to sell for the certificates of participation; approving the form of an official statement in preliminary and final form; approving the form of a continuing disclosure certificate; authorizing the filing of a validation action validating the execution and delivery of the certificates of participation; authorizing the reimbursement of certain expenditures; authorizing the payment of costs of issuance; adopting findings under the California Environmental Quality Act and findings pursuant to the City Planning Code Section 101.1; and ratifying previous actions taken in connection therewith.

B. Discussion and possible action re: Referral from the Board of Supervisors, File 020852: Resolution authorizing the Mayor’s Office of Criminal Justice to accept and expend a grant in the amount of $15, 075,000 from the Board of Corrections (BOC) for the purpose of entirely replacing San Francisco’s 52 year old juvenile hall with a modern facility that is humane and secure, while increasing its capacity to enhance focus on the rehabilitation of the youths detained there.

C. Discussion and possible action re: Resolution Commending Youth Making a Change (YMAC) on their 10th Anniversary [Commissioners Valdez and Villaluna]
