the Dept. of Children, Youth, and their Families, and City Departments associated with youth
issues to incorporate a platform encouraging family communication in their mission statements,
public outreach projects, and media campaigns and urging the Mayor and the Board of Supervisors
to appropriate specified funds in the City’s annual budget for departments to promote family
