1. Call to Order and Roll Call: The meeting was called to order at 4:20 p.m. Commissioners Present: Bolden-Kramer, Castillo, Devine, Geodzhayev, Matranga, Strohlin, Talton-Alunan (7). Tardy: Cottonham and Ervin (2). Absent: Arreguin, Barker, Barnes, Baxter, Bonilla, Lau, Pang, Yee (8). Staff present: Susan Kim, Jessica Smith and Mario Balcita.
2. Motion to approve agenda: Item 8a was removed from the agenda.
3. Motion to approve minutes of January 3, 2000: Were not approved due to lack of quorum
4. Committee Report Backs:
A. Education and the Workforce: Commissioner Castillo reported back from this committee. They are researching information regarding after school programs for elementary school students. Committee members are trying to find out where there is a great need for such programming. The committee is working in collaboration with Census 2000 to educate youth regarding its effect on schools and other state funded youth programming.
B. Juvenile Justice and Public Safety: Commissioner Bolden-Kramer reported back for this committee. Committee members are creating a statewide hearing with other Youth Commissions to educate youth about violence prevention. A member of the public suggested that Commissioners educate more parents and 18 to 25 year old voters about gang prevention. Another member of the public suggested getting more people age 18 to 25 registered to vote.
C. Public Health, Social Services & the Environment: Commissioner Devine reported back for this committee. The committee is working on educating youth about child abuse and violence in relationships. The committee is working on creating a Condom Distribution Day in Schools to educate youth about safer sex and abstinence. In collaboration with the Department of the Environment, the committee is working on an art and essay contest for youth. Members of the community organization SLUG talked about what they do, environmental education and planting in the community. LEJ also reported back on the Environmental education they do in the Bayview area.
D. Housing, Transportation & Land Use: Commissioner Cottonham reported back for this committee. The committee is working on Lobby Day on May 24th to give youth the opportunity to talk to state legislators about housing in California. The lobby day is a chance for youth to be face to face with members of the State Assembly and Senate to lobby for their support for affordable housing policy. Communities talked about gentrification in the Mission District, as well as nationally. of youth
E. Culture and Urban Environment: Commissioner Talton-Alunan reported back for the committee. The committee members are researching after school art programs in the schools, working in collaboration with YMAC on Youth Space (a city wide youth-led recreational space), Psycho City (a legal place for youth to express themselves through graffiti), and a skate park. Members of the public wanted to know how to get added to a mailing list to get involved with the Youth Commission. Commissioner Castillo suggested to the members of the public to get involved by joining a committee of the Youth Commission or coming to a regular commission meeting.
F. Diversity and Cultural Competency: Mario Balcita, a staff person with the Youth Commission, reported back for the committee. Mr. Balcita reported that the committee is working on translating HIFY's Adolescent Provider guide into a variety of different languages. A member of the community spoke about the lack of shared youth spaces of different backgrounds. Commissioner Bolden-Kramer updated everyone on the status of the LGBTQQ Youth Task Force. The Task Force is looking for members.
5. Public Comment: Infusion One a youth leadership development program is having a Community Partnership Forum at the Bayview Opera House on Saturday January 29th and Commissioner Castillo will be a keynote speaker. An intern from Census 2000 is holding a Town Hall meeting on February 19th to educate youth about the importance of Census 2000.
6. Staff Report: There was no staff report at this time.
7. Executive Committee Report: There was no report back from the Executive Committee.
8. New Business:
A. Discussion and possible action re: Food and Clothing Drive in San Francisco Schools. This item was removed from the agenda.
B. Discussion and possible action re: Convenor check in with committee members for an update on research and tasks accomplished. Commissioners felt this item was covered in the committee report backs and did not discuss this item any further.
9. Setting next meeting's agenda: No one had anything to add to next meeting's agenda.
10. Announcements: Youth Line is hiring new listeners. On Monday January 17th at ODC on South Van Ness and 17th streets, Youthspeaks is holding an event to commemorate the life of Dr. Martin Luther King. On January 21st at the Cell Space there will be an event regarding Prop 21 with music, poetry and hip hop.
