1. Call to Order and Roll Call: The meeting was called to order at 5:10 p.m. Commissioners Present: Arreguin, Bolden-Kramer, Castillo, Devine, Geodzhayev, Matranga, Pang, Strohlin, Yee (9). Tardy: Ervin, Cottonham (2). Absent: Barker, Bonilla, Lau, Talton-Alunan (4). Staff present: Susan Kim, Jessica Smith and Mario Balcita.
2. Motion to approve agenda: Motion to move item 7C after Executive Committee report because the person who is speaking o n this item has to leave. Motioned seconded and approved.
3. Motion to approve minutes of February 7, 2000: Minutes were approved.
4. Executive Committee Report: Commissioner Castillo spoke about the history of the Youth Commission.
5. Item 7C Discussion and possible action re: Presentation by a Police Department representative on community programs in the Western Addition and positive relationships between police and youth: Officer Matt Paliamo represented the Western Addition Police Department. Officer Paliamo spoke about the issues of drug trade and youth involvement. Officers do go to schools in the area to talk about drugs with students. There is a new Captain at the station he works out of and he is trying to put more police on foot in the area to ensure safety. Commissioner Bolden-Kramer asked, what method do you use to educate youth? Officer Paliamo said he goes to classrooms twice a week. Commissioner Devine asked the officer, what is the station to connect in the community? The officer stated the station outs more officer on detail to saturate the community. A community member asked what was the procedure for complaints? Officer Paliamo answered by saying you can call the station and file a complaint. If it is deemed worthy, the officer will have to attend a hearing where consequences will be determined. The person who files the complaint has to show up at the hearing. Even if the officer does not have a hearing the complaint will be on her/his record. A community member stated the officers should have information about organizations and job referrals to give to young people they encountered. Aide to Supervisor Katz thought this was a good idea and was willing to work with a commissioner to make this happen. Andrea a community member said, it’s important to educate the police officers how to talk with young people. The commissioners thanked the officer for coming to the meeting.
6. Committee Report Backs:
A. Education and the Workforce: Commissioner Yee spoke on this item. The committee is working on After School Programs in elementary schools and child care for low income families. Kaira from Revitalizing Education And Learning (REAL) announced the organization is hiring. Commissioner Castillo talked about Census 2000.
B. Juvenile Justice and Public Safety: Commissioner Strohlin spoke on this item. The committee is putting on an event on February 24, 2000 from 6 - 9pm at the Civic Auditorium called Hear Us Don’t Fear Us. Its a rap session about juvenile justice. There will be a resource fair and speakers.
C. Public Health, Social Services, and the Environment: Commissioner Arreguin announced the Art/Essay contest the commission is sponsoring in collaboration with the Department of the Environment. Commissioner Devine Announced the Health Fair the committee is organizing on March13, 200 from 9am - 3pm. There will be a resource fair and the committee is looking for organizations to be involved.
D. Housing, Transportation and Land Use: Commissioner Geodzhayev spoke on this item. He announced The Youth Commission Lobby Day on May 24, 2000. People interested should sign the sign-up sheet being passed around. The lobby day will be focused on SB 510 and AB 398. A community member asked if this was during school. There will be permission slips for youth who are under the age of 18. Representatives from Youthline said they could help with outreach and we can access their database.
E. Culture and Urban Environment: Commissioner Devine spoke on this item. The committee is working with Youth Making A Change (YMAC) on Youth Space. The meetings for youth Space are at the Ark of Refuge, 6th and Howard on the 1st and 3rd Wednesdays of each month. The plan for Youthspace is to have youth run businesses and recreational activities. The committee is also working on Art and Music After School Programs for youth in public schools.
7.Public Comment: Kaira form REAL said she is happy to see community meetings because it allows youth to attend the meetings. She also stated, she would like to see a youth television channel dedicated to San Francisco’s Youth. A community member announced that Youth Center on 18th avenue was open for meetings. Another community member said the women’s building is open for meetings as well.
8. Staff Report: Susan Kim spoke on this item. She announced that HRC is looking for a Youth Commissioner to sit on the Youth And education Committee. The Board of Education set a resolution to limit police in schools. Looking for an interested commissioner to help. Commissioner Castillo and Strohlin stated they were interested. Gloria Young will send the Board of Supervisors roll call to Commissioner Devine. Commissioner Baxter and Barnes resigned form the Commission. Susan will be leaving her position as Director at the end of the month.
9. New Business:
A. Discussion and possible action re: Legislation referred by the Board of Supervisors, File 000150: Ordinances amending Administrative Code Section 86.2. Commissioner Strohlin read the resolution. Motion to approve. Motion seconded. Motion Passes.
B. Discussion and possible action re: Presentation by Elaine Shen with Television Race Initiative.
Elaine was not present at the meeting. Commissioner Strohlin said the organization is doing an event on March 1st at Ben Franklin. They will be screening a documentary on the Fillmore.
C. Discussion and possible action re: Resolution commending Susan Kim, Director of the Youth Commission, for her work. Motion to approve resolution. Motion seconded and passed
10. Discussion and possible action re: Setting next meeting agenda. Commissioner Bolden-Kramer requested to put a presentation by Commercial Free Classrooms
11. Announcements. Announcement were made about community events in the Mission on March 4th. Commissioner Strohlin will be tabling for the Commission. There will be a youth Film festival on March 3rd. February 26th is a night of Unity in Oakland. March 11th there will be an Urban Slam Jam.
