1. Call to Order and Roll Call: The meeting was called to order at 5:11 p.m. Commissioners Present: Arreguin, Bonilla, Devine, Ervin, Geodzhayev, Lau, Matranga, Pang, Strohlin, Talton-Alunan, Yee (11). Absent: Bolden-Kramer, Cottonham, (2).Tardy: Castillo (1) Staff present: Jessica Smith, Mario Balcita

2. Motion to approve agenda: Items 8C Tabled (Commercial Free Schools) & 9D Tabled (Discussion with Tom Martin). Agenda Approved

3. Public Comment: There was no public comment.

4. Staff Report: Jessica Smith announced that DPH is applying for a grant to create a Bay Area Youth Violence Network. Looking for a letter of support by May 5th. The Million Mom March is happening on Mother’s Day to push congress to enact better gun laws. Are any Commissioners interested? The Youth Commission sponsored Youth Lobby Day is coming up on May 24th. Literacy for environmental Justice is interviewing different organizations to design their own High School. Who’s available to participate in an interview? Commissioners Strohlin, Castillo, Matranga and Arreguin expressed interest. Who is applying for the new commission term? Commissioners Matranga, Arreguin, and Bonilla stated they would like to participate in another term. Tom Martin put in a request for Commissioners Strohlin and Lau to meet with the mayor. Colleen Montoya was hired as the Youth Commission Advisor.

5. Executive Committee Report: Commission Arreguin addressed the Commission regarding attendance. He is looking into getting Youth Commission meetings on CityWatch. Commissioner Strohlin announced the next community meeting will be held at Washington High School from 4-6. Various Commissioners expressed concern regarding the earlier time of the meeting. Commissioner Strohlin said she will look into a time change. She also spoke about 2 events where she did Youth Commission outreach tables. Commissioner Castillo announced the Mayor’s Committee 2000 is meeting on May 4th in the Hearbst Theater.

6. Committee Report Backs:
          A. Juvenile Justice and Public Safety: June reported that the committee is meeting with city departments , Office of Citizen Complaints, and Youth Guidance Center. The committee is organizing a hearing in June about Proposition 21 and looking into crating a hotline for youth to call about Prop 21.
          
B. Education and the Workforce: Karissa reported about he committee’s meeting with Frank Chong, Department of Children, Youth and their Families, and a representative from CPAC. The conclusion for the meeting was the committee needs to do more research. Maybe they should create a Task Force to look at after care programs for elementary schools.
          
C. Public Health, Social Services, and the Environment: Jesse reported that the committee canceled the Health Fair: 1 Life 2 Live. There was very little response from Community Based Organizations. The committee concluded the process was still beneficial even though the Health Fair is canceled. It was a learning experience.
          
D. Housing, Transportation, and Land Use: The Lobby Day is on May 24th and the committee is asking everyone to do outreach.

          E. Culture and Urban Environment: Cathy announced that the city wide skate park will begin construction in the middle of May.

7 Old Business:
          B. Discussion and possible action re: Resolution Supporting HOMEY and RAP. There were many comments regarding this item. It was decided by Commissioner Arreguin to meet with some Commissioner to work out some of the wording in the resolution and bring it back at the next meeting.
           D. Discussion and possible action re: Legislation By Amos Brown regarding Skateboard protective gear. The Culture and Urban Environment Committee decided to set up a meeting to make a recommendation about this legislation.

8. New Business:
A. Discussion and possible action re: Presentation by Urban Service Project. The project is recruiting for its Fall Corps. The Organization is looking for youth 18 - 25. The organization consists of 42 youth from diverse backgrounds. Each person gets work experience at a Community Based Organization or School doing service learning projects.

B. Discussion and possible action re: Santa Ana youth Commission Peer Exchange. The Commission decided to participate in the exchange and Commissioner Bonilla, Matranga and Arreguin decided to work on the proposal.

C. Discussion and possible action re: District Budget Hearings. Commissioner Strohlin said the Mayor is encouraging Youth Commissioners to attend district budget hearings. The meetings are not scheduled but will happen in the middle of May and June.

E. Discussion and possible action re: A Commendation for Queer Youth Homeless Youth Day. Commissioner Arreguin was approached by Erik Schnabel from LYRIC about an awareness day about Queer Homeless Youth. It will be held on May 8th with a press conference, candle light vigil and a celebration event. Commissioner introduced a commendation and asked for the commissioners approval. All approved and signed the commendation.

9. Discussion and possible action re: Setting next meeting agenda. Public Health Committee member Max asked to put a presentation from Peer Resources.

10. Announcements. Efrain from Coalition for Care and Fair schools announced a hearing regarding Racism in schools at Mission High School on May 13th from 11:30am - 6pm. Commissioner Strohlin announced Upset the Set Up in Berkeley and the San Francisco Conservation Corps. Is hiring for its youth in action program.
