Minutes

1. Call to Order and Roll Call: The meeting was called to order at 5:05 pm by Commissioner Howard-Johnson. Commissioner’s Present: Allison, Bonilla, Fosselman, Howard-Johnson, Lantz, Martin, Meksavan, Smith, Valdez, Vedad. Tardy: Arreguìn-Ferñandez, Matranga, Villaluna. Staff Present: Ron McCan, Colleen Montoya
2. Motion to approve agenda: Commissioner Geodzhayev made a motion to move public comment to Item 5 of the agenda. Commissioner Fosselman seconded the motion. The item was moved and the agenda was approved.
3. Approval of the Minutes of September 18th: Minutes Approved.
4. Staff Report: Colleen talked about the retreat scheduled for 10/7 at the Columbia Park Boys & Girls Club. She announced that the lunch will be potluck and passed around a sign up sheet, and that there would be an optional Dinner following the retreat at The Sausage Factory (18th & Castro). Commissioners Allison & Martin will be unable to attend the retreat. Colleen then asked for volunteers to do a presentation at Aptos Middle School. Commissioners Smith and Lantz are interested, and will follow up for more information. She also talked about Commissioner Lantz acting as a Youth Commission Liaison to the Board of Education. Colleen noted that this was not an officer position. Suggestions were made on alternative ways of obtaining minutes from the Board of Education meetings as they run very late.
5. Public Comment: Leona Wright from the OMI Beacon Center announced that there will be a District 11 Candidates Forum sponsored by the Campaign for Kids on 10/18 at James Denman Middle School. The Forum will be focused on youth issues. She asked if any of the Commissioners were interested in volunteering. Commissioners Asberry, Fosselman, Smith, Vedad and Villaluna volunteered. Leona will follow up with more information.
Elizabeth Gettelmen from DCYF announced that there is a program to hire 11 youth to do evaluations of the 120 Children’s Fund Programs to receive money. More information will follow at the next meeting.
6. Officer Report:
A. Report re: YLI training held Saturday, September 23, 2000
Commissioner Howard-Johnson reported that he attended the Marin Youth Commission’s training on meeting facilitation. It was very similar to the SF Youth Commission’s Beginning of the Year retreat.
B. Report re: Bay Area Media Director’s Luncheon Held Tuesday, September 26, 2000
Commissioner Allison Reported that she attended the Bay Area Media Director’s Luncheon, which was a gathering of media people from around the Bay Area sponsored by KPIX she spoke about the Youth Commission and the upcoming "Silent Survivor ShoutOut". She will be doing a 30 minute interview on a radio show this coming Wednesday.
C. Update re: Board of Supervisors meeting held Monday, September 25, 2000
Commissioner Valdez reported that he is reviewing legislation from the Board of Supervisors for any youth related issues and will report any findings to the Commission.
D. Discussion re: Executive Committee clarifying the Attendance Policy
Commissioner Villaluna announced that the Executive Committee will discuss clarifying the attendance policy at the next meeting. All Commissioners are invited to attend.
7. Old Business:
A. Discussion and possible action re: "Silent Survivors Shout Out" Domestic Violence Event.
The Event will be held on Wednesday 10/25 at the Bill Graham Civic Auditorium Room 305. From 5-6:30pm. Commissioner Villaluna asked each Commissioner to contact their appointing Supervisors and invite them, as well as to do outreach for the event.
B. Discussion and possible action re: YouthVote 2000
The Press Conference to announce the results of YouthVote will be held on Tuesday, October 31st. Commissioner Fosselman is working on this event and will follow with more information.
8. New Business
A. Discussion re: Presentation by Amy Ackerman, Deputy City Attorney, on the Sunshine Ordinance and 2000 Election Activity
Amy Ackerman presented on the Sunshine Ordinance and issued a handout to the Commissioners. She also covered information about the upcoming elections, and noted that if Commissioners had questions about anything, to feel free to contact her in her office.
B. Discussion and possible action re: Creation of Youth Commission Scholarship Fund
[ This item was tabled by Commissioner Bonilla until the next meeting]
C. Discussion re: Youth Commission Timeline Review
The Commissioners reviewed the history of the Youth Commission and asked questions about key events in the timeline.
D. Discussion and possible action re: "Current Issues Facing San Francisco Youth" Questionnaire
Colleen explained the questionnaire and asked that the Commissioners interview 3-5 youth and bring the results to the 10/7 retreat.
E. Discussion re: Board of Education Student Delegate Candidates Forum
Commissioner Lantz attended the forum. He noted that most of the candidates were students from Lowell High School. He also noted that candidates often contradicted themselves and made false promises. He also stated that most of the candidates were not concerned with issues facing middle school students.

7. Announcements:
· Commissioner Villaluna announced that she attended the Juvenile Probation Commission meeting on 9/21. Parking was discussed for a long time. She will obtain minutes from the meeting for anyone who is interested.
· There will be a Youth Speaks event on 11/7 focusing on lowering the voting age.
· There is a rally/protest about the toxic fire burning in the Bayview/Hunter’s Point Shipyard on Friday 10/6
· There will be a citywide Youth Poetry Festival at Glide on 10/15
· The Cell Space is holding a Filipino Unity Day on 10/22
