1. Call to Order and Roll Call: Commissioner Valdez called The meeting to order at 5:15 p.m. Commissioners Present: Allison, Arreguin (TARDY), Jacot-Bell (TARDY), Campeau, Chang, Fosselman (TARDY), Geodzhayev, Kwong, Martin, Olawale, Ramos, Valdez, Vedad, Villaluna. Absent: Commissioners Lantz and Mejia Staff Present: Ron S. McCan, Colleen Montoya
2. Motion to approve agenda: There was a motion to approve the agenda. Motion Approved.
3. Approval of the Minutes of January 7 & 22, 2002: There was a motion to amend the 1/7 minutes to show Commissioner Ramos was absent. Motion Approved. Minutes Approved. There was a motion to amend the minutes of 1/22 to show Commissioner Villaluna was absent and Commissioner Vedad was present. Motion Approved. Minutes Approved
4. Staff Report
Colleen reminded everyone that the next meeting will be held on February 25, 2002 from 5to 7pm. Location to be announced.
Ron passed out the Youth Commission Meeting Calendar for the month of February. He also had everyone sign a thank you card for St. James Episcopal Church for the use of their hall for the mid-year retreat.
5. Officer Report
Commissioner Valdez - Chair: Commissioner Valdez reminded everyone about the meeting with the Committee conveners on 2/13 at 6pm in the Youth Commission Office. He also reported on his meeting with Margaret Brodkin about Speak Up For Kids Day.
Commissioner Villaluna - Community Affairs Officer: Commissioner Villaluna is working on a calendar of monthly events for the Commission.
Commissioner Lantz - Operations Officer: Commissioner Lantz was absent from this meeting.
Commissioner Allison - Media & Public Relations Officer: Commissioner Allison is working on getting a youth column in some of the local newspapers.
Commissioner Arreguìn - Government Affairs Officer: Commissioner Arreguin updated the Commission on the Board of Supervisors new committee structure. He also updated the Commission of all the youth related legislation from the board.
6. Committee Report
Education Committee: The Education Committee met with Supervisor Ammiano about Phoenix High School. They will be on the Board of Supervisors/Board of Education joint Committee on March 20th.
Public Health Committee - The Public Health Committee Visited Lowell and McAteer High Schools wellness centers. They will be meeting with Cathy Garza from Supervisor Newsom’s office to begin working on the wellness center hearing.
Youth Recreation & Services Committee - The Youth Recreation & Services Committee met with Elizabeth Goldstein and submitted policy recommendations. A great deal of the things the Committee recommended are things that Rec & Park are currently working on. The Committee will be working closely with the department in the coming months.
Youth Justice Committee - The Youth Justice Committee is working on having their recommendations from their hearing completed by the end of February.
Housing Committee - The Housing Committee had no report.
Public Comment: There was no public comment.
8. Announcements:
- Commissioner Villaluna will be performing at the V-Day event on 2/12 at the Masonic Auditorium
- Commissioner Chang’s Drum Corp will be performing at the WWII event this Saturday and at the Chinese New Year Parade on 2/23.
- Commissioner Arreguin is receiving an award from the Senate Youth Program in Sacramento on Wednesday
- Commissioner Martin won her school’s science fair and will be moving on to the CityWide Science Fair. More info to follow.
9. Legislation Introduced:
A. Discussion re: Amending the Youth Commission Bylaws Section II: Purpose and Duties and Section IV: Offices [Commissioner Arreguin]. Commissioner Arreguin gave a detailed description of his proposed amendments.
10. Old Business:
A. Discussion and possible action re: Youth Commission Mid-Year Retreat Held Friday, January 18th and Saturday, January 19th 2001 at St. James Episcopal Church. Commissioner Valdez reported back on the mid- year retreat
11. New Business:
A. Discussion and possible action re: Kura Cohen and Laniesha Thomas, Literacy for Environmental Justice, presentation on their efforts to draft Good Neighbor Ordinance legislation. Kura and Laniesha from Literacy for Environmental Justice came and spoke about their recent survey about Healthy Food and Tobacco in stores in the Bayview/Hunter’s Point District. They invited the Commission to attend a meeting with LEJ. LEJ meets at 620 Third Street at Hollister on Tuesdays and Thursdays from 4pm to 6pm.
B. Discussion and possible action re: Letter urging the Board of Supervisors, Mayor, and Department of Recreation & Park to Support the Team Up For Youth program [Commissioner Chang]. There was a motion to change the phrase "women coaches" to "Female coaches". Motion Approved. There was a motion to approve the letter. Motion Approved.
C. Discussion and possible action re: Authorization of Absences for Commissioners Jacot-Bell, Geodzhayev and Ramos (January 7th meeting), Commissioners Allison, Arreguin, Jacot-bell, Fosselman, Geodzhayev, Martin, Mejia, Olawale, Ramos and Villaluna (January 22nd meeting).
D. Discussion and possible action re: A Youth Commission Special Meeting to be held on February 25, 2002 to discuss the City Budget and its impact on youth. Colleen informed the Commissioners that the staff will be contacting various departments and inviting them to speak at the meeting on the 25th. The location of the meeting will be announced at a later date.
E. Discussion and possible action re: Citizen Advisory Committee’s request to cosign a letter to the Mayor regarding the Children’s Baseline budget. This item was tabled.
F. Discussion and possible action re: Resolution commending the Sutro Annex Neighborhood Group for their contributions to the youth of the Richmond District as well as the Richmond District community as a whole, ultimately resulting in the construction of the Richmond Recreation Center [Commissioner Lantz]. This item was tabled.
12. Adjournment: The meeting was adjourned at 7:15pm.
