1. Call to Order and Roll Call: Commissioner Valdez called the meeting to order at 5:05 p.m. Commissioners Present: Allison, Arreguin, Jacot-Bell, Chang, Fosselman, Geodzhayev, Kwong, Lantz, Martin, Olawale, Ramos, Valdez, Vedad (TARDY), Villaluna. Absent: Commissioners Campeau and Mejia Staff Present: Nicole Derse, Colleen Montoya
2. Motion to approve agenda: There was a motion to Omit Item 4 (Staff Report) from the agenda. Motion Approved. There was a motion to Omit Item 5 (Officer Report) from the agenda. Motion Approved. There was a motion to approve the agenda as amended. Motion Approved.
3. Approval of the Minutes of February 4, 2002: There was a motion to approve the minutes. Motion Approved.
6. Committee Report:
Youth Justice Committee - The Youth Justice Committee Committee completed budget recommendations based on the Juvenile Probation Department’s proposed 2002-03 Budget. Commissioner Jacot-Bell presented their recommendations to the Finance Committee of the Juvenile Probation Commission at their hearing on February 19, 2002. Commissioner Olawale read the committee’s recommendations to the full Youth Commission.
Public Health Committee - The Public Health Committee completed budget recommendations based on the Department of Public Health’s proposed 2002-03 Budget. Members of the committee presented their recommendations to the Health Commission at their hearing on February 19, 2002. Commissioner Martin read the committee’s recommendations to the full Youth Commission. Commissioner Martin acknowledged the work of committee member Lindsay Berger.
Youth Recreation & Services Committee - The Youth Recreation & Services Committee is beginning to look at the Department of Recreation and Parks proposed 2002-03 budget. The committee plans to work closely with the Department. Commissioner Chang read a letter from the committee, addressed to Mayor Brown, regarding the committee’s concern over the proposed Recreation and Park Department’s Annual Budget for 2002-03.
Executive Committee: The Executive Committee is working very hard to plan Speak Up For Kids Day, scheduled for March 27, 2002. They invite the rest of the Youth Commissioners to work with them on planning the event.
Education Committee: The Education Committee is continuing to work on Phoenix High School. They will be on the joint City and School District Committee agenda on March 20th.
Housing Committee - The Housing Committee had no report.
7. Public Comment on Items not on Agenda: A representative from Team Up For Youth thanked
the Youth Commission for their letter of support for the Team Up For Youth program. She announced the three neighborhoods where the program will be piloted: South Hayward, the San Antonio neighborhood in Oakland, and the Tenderloin neighborhood in San Francisco.
8. Announcements:
- Commissioner Ramos announced a rally in Bayview/Hunter’s Point about the hazardous power plant in the neighborhood. The rally is April 20, from 11:00-5:00 pm in Indian Basin Park.
- Commissioner Ramos also announced an Eliminate SAT Rally in Berkeley. The rally is on March 12th at 12:00 pm.
- Commissioner Arreguin announced that the Cesar Chaves celebration will take place on March 24th.
- Commissioner Villaluna told everyone that she will be creating bi-weekly calendars with outreach information and community events. This week’s calendar will go out to everyone in the Wednesday update.
-Commissioner Valdez informed everyone that the planning group for the District Community Meetings met on February 20, 2002. He gave everyone the future dates for the District Meetings as this group decided: District 6- April 6, 2002, District 2- April 20, 2002, District 4-May 11, 2002, District 10- May 25, 2002, District 8- June 8, 2002 at 4:30 pm in the Youth Commission office.

11. New Business
A. Discussion and possible action re: Presentation by Corina Mazon, Office of the Controller, on the Children’s Baseline. There was a motion to move item 11 G. before item 11 A. Motion approved. Corina Mazon informed the Youth Commission of the history of the Children’s Baseline, which was created by Proposition D in the November 2000 Election. She explained that the City must spend a minimum amount, a baseline amount, on children and youth services and programs.
B. Discussion and possible action re: Citizen Advisory Committee’s request to cosign a letter to the Mayor regarding the Children’s Baseline Budget. Veronica from the Citizen Advisory Committee read the letter that was voted on by the Citizen Advisory Committee. She asked for the Youth Commission’s support of the letter and the effort to maintain funding for programs which impact children and youth. Commissioners Arreguin and Kwong expressed concern about the letter’s language regarding no cuts to children and youth programs. Commissioner Villaluna made a motion to pass the letter. Commissioner Valdez seconded the motion. Joe Wilson, Coleman Advocates for Children and Youth, spoke in favor of the motion. In favor: Commissioners Allison, Jacot-Bell, Chang, Fosselman, Geodzhayev, Lantz, Martin, Olawale, Ramos, Valdez, Vedad, Villaluna Opposed: Commissioners Arreguin, Kwong. Motion approved.
C. Discussion and possible action re: Presentation by Margaret Brodkin, Executive Director of Coleman Advocates for Children and Youth, on Speak Up For Kids Day to be held on March 27, 2002. Joe Wilson attended the meeting on behalf of Coleman Advocates for Children and Youth. He expressed his enthusiasm about the Youth Commission’s co-sponsorship of the 2002 Speak Up For Kids Day.
D. Discussion and possible action re: Resolution Urging the Office of the Mayor, and Members of the San Francisco Board of Supervisors, to Support and Participate in the 5th Annual Speak Up For Kids Day at City Hall. Commissioner Valdez read the resolution and made a motion to approve the resolution. Commissioner Villaluna seconded the motion. Motion approved unanimously.
E. Discussion and possible action re: Presentation by the Department of Human Services on their proposed 2002-03 Fiscal Year Budget. Phil Arnold from the Department of Human Services presented an overview of the DHS Budget. He talked about the impact that proposed DHS Budget cuts could have on programs and services for children and youth. Commissioners Arreguin, Allison, and Villaluna expressed concern about items that were not included in the listing of children and youth programs. Phil Arnold said that he would get the Youth Commission the revised information.
F. Discussion and possible action re: Presentation by the Juvenile Probation Department on their proposed 2002-03 Fiscal Year Budget. Ed Lopatin from the Juvenile Probation Department presented an overview of the JPD Budget. He talked about the impact that proposed JPD Budget cuts could have on programs and services for children and youth. He invited the Youth Commissioners to attend future Juvenile Probation Commission meetings. Commissioners Jacot-Bell and Villaluna expressed concern about the proposed cuts to the food budget at Youth Guidance Center and Log Cabin Ranch. Commissioner Arreguin expressed concern about the cut to community providers’ contracts within the budget.
G. Discussion and possible action re: Presentation by Gloria Young, Clerk of the Board of Supervisors, on The Department of the Clerk of the Board of Supervisors proposed 2002-2003 Fiscal Year Budget. Gloria Young, Clerk of the Board of Supervisors, presented the Department of the Clerk of the Board of Supervisors’ budget. She explained the proposed cuts to the budget and talked specifically about cuts in the Youth Commission budget to office supplies and staff savings.
H. Discussion and possible action re: Presentation by the Department of Recreation and Parks, on The Department of Recreation and Parks proposed 2002-2003 Fiscal Year Budget. Mary King from the Department of Recreation and Parks presented an overview of the Department Budget. She talked about the impact that proposed Department Budget cuts could have on programs and services for children and youth. Commissioners Arreguin and Valdez expressed concern over the potential closure of recreation facilities on Mondays. Commissioner Valdez was concerned about cuts to teen programming. Commissioner Arreguin expressed concern over the closing of recreation facilities and asked for information regarding the process of deciding which facilities are closed. Commissioner Valdez requested a copy of the attendance records for all recreation facilities in San Francisco.
I. Discussion and possible action re: Presentation by the Department of Children, Youth, and their Families on their proposed 2002-03 Fiscal Year Budget. Tajel Shah from the Department of Children, Youth, and their Families presented an overview of the DCYF Budget. She talked about the impact that proposed DCYF budget cuts could have on programs and services for children and youth. Commissioner Valdez expressed concern about the proposed cut to the summer jobs programs. Commissioner Arreguin also had questions regarding the funding for the Delinquency Prevention Commission, Technical Assistance grants given to community based organizations, and the funding of the high school based wellness centers. Joe Wilson, Coleman Advocates for Children and Youth, said that there was not enough specificity in the DCYF budget. He urged the Youth Commission to make a statement about the need for greater specificity from the Department of Children, Youth, and their Families regarding their budget.
J. Discussion and possible action re: Presentation by the Department of Public Health on their proposed 2002-03 Fiscal Year Budget. James Alexander, Budget Manager for the Department of Public Health presented an overview of the DPH Budget. He talked about the impact that proposed DPH budget cuts could have on programs and services for children and youth. Commissioner Villaluna expressed concern about the potential closure of Ark of Refuge. Commissioner Allison expressed concern over the potential elimination of inpatient pediatric services at San Francisco General Hospital and the effect on children and youth covered by the Healthy Kids program. James Alexander said he would respond to her concerns. Commissioner Arreguin expressed concern about the potential cuts to substance abuse, residential and outpatient treatment, and prevention services for youth. James Alexander said that the Health Commission went on record opposing the proposed cuts to their budget. Joe Wilson, Coleman Advocates for Children and Youth, commended the Youth Commission for their sophistication in dealing with each of the Department’s Budgets. He recommended that the Departments pay closer attention to programs sooner and better address why programs aren’t succeeding before cutting them.
