1. Call to Order and Roll Call: Commissioner Valdez called the meeting to order at 5:04 p.m. Commissioners Present: Allison, Jacot-Bell, Kwong, Lantz, Martin, Olawale, Ramos, Valdez, Villaluna. Absent: Commissioners Arreguin, Campeau, Chang, Fosselman, Geodzhayev, Mejia, and Vedad Staff Present: Nicole Derse, Colleen Montoya, Ron McCan

2. Motion to approve agenda: There was a motion to table Items 11 F. and 11 G. (Bylaws changes) Motion Approved. There was a motion to move Item 11 I. Ahead of Item 11 A. Motion Approved. There was a motion to approve the agenda as amended. Motion Approved.

3. Approval of the Minutes of February 25, 2002: There was a motion to approve the minutes. Motion Approved.

4. Staff Report: Nicole asked for a volunteer to serve as the Youth Commission representative on the Youth VOTE planning committee. Commissioner Olawale expressed interest. Nicole reminded everyone about the District 11 Youth Summit on March 23. She also asked for volunteers to help with Linking San Francisco’s Youth Peace, Youth Power Conference on March 13. She told everyone that she is compiling binders for each of the committees. She told everyone that Literacy for Environmental Justice was looking for Youth Commissioners to train them on writing legislation. Commissioners Lantz, Villaluna, Olawale, and Jacot-Bell expressed interesting in working with them.

Colleen reminded everyone of our next training scheduled for Saturday, March 23 from 10:00 am-12:30 pm on Media and Public Relations.

Ron gave an update on Speak Up For Kids Day and encouraged everyone to get involved. He also told everyone that we are "spring cleaning" the office and reminded everyone to clean out their mailboxes.

5. Officer Report:

Chair- Commissioner Valdez talked about the Committee Convener meeting which we would like to have every 6 weeks. He updated the Youth Commissioners on the Mayor’s Youth Summit and invited everyone to his meeting with Seth Steward to discuss the Youth Commission’s involvement. He gave an update on the 3% set aside committee. He also informed everyone that the Youth Commission’s District Meetings are coming together. The District 6 Meeting will be held on April 6, 2002.

Operations Officer- Commissioner Lantz had no report.

Community Affairs Officer- Commissoner Villaluna told everyone that she is working on developing a targeted outreach plan based on the groups the Youth Commission has identified. She passed around a sheet asking for additions to the listed groups of youth. She told everyone that we would be emailing her Community Calendar with the Wednesday update this week. She told everyone about MOVE’s youth event at Cellspace on Friday, March 15.

Media & Public Relations Officer- Commissioner Allison informed everyone that she will be meeting with John Avalos from Coleman Advocates for Children & Youth to discuss the media strategy for Speak Up For Kids Day.

Government Affairs Officer- Commissioner Arreguin was absent.

6. Committee Report:

Youth Justice Committee - The Youth Justice Committee reported on their meeting discussing the recent Juvenile Probation Commission and their frustrations with the process.

Public Health Committee - The Public Health Committee reported that they are working with Supervisor Newsom’s office and the Board of Supervisors’ Health and Human Services Committee to schedule the Wellness Center hearing. The tentative date is March 21, 2002.

Youth Recreation & Services Committee - The members of the Youth Recreation & Services Committee were absent, so they had no report.

Executive Committee: The Executive Committee did not have quorum at their last meeting. They discussed the March 23 training, the letter of support for the Young Men at Risk Summit, Youth Commission vacancies. They agreed that they wanted to see the Proposed 2002-03 Fiscal Year Budgets for the Commission on the Status of Women, the Arts Commission, and the Police Department.

Education Committee: The Education Committee is continuing to work on Phoenix High School. Members attended a Task Force meeting on County Community Schools and will continue to attend those meetings.

Housing Committee - The Housing Committee had no report.

7. Public Comment on Items not on Agenda: Mark Sanchez, Board of Education member, told the Youth Commissioners about the current status of closing McAteer High School. He informed them of a meeting with 11th graders at McAteer to discuss options. He also told everyone that there is a proposal to lower the graduation credit requirements for several SFUSD high schools.

8. Announcements: The Youth Commissioners announced various community events.

9. Legislation Introduced: There was no Legislation Introduced.

10. Old Business:

A.           Discussion and possible action re: Resolution commending the Sutro Annex Neighborhood Group for their contributions to the youth of the Richmond District as well as the Richmond District community as a whole, ultimately resulting in the construction of the Richmond Recreation Center {Commissioner Lantz} Commissioner Lantz read his resolution and made a motion to approve the resolution. Motion approved unanimously.

B. Discussion and possible action re: Report Back from the Youth Commission’s February 25th Meeting, There was a motion to table this item because Commissioner Arreguin was absent and had requested that the item be placed on the agenda. Motion approved unanimously.

11. New Business:

A. Discussion and possible action re: Presentation by Christina Goette, Youth Power
Coordinator, on Youth Power’s Program Update and Recommendations. Christina shared the results of Youth Power’s youth survey on violence, safety, and community in Bayview/Hunter’s Point and the Mission neighborhoods of San Francisco.

B. Discussion and possible action re: Presentation by Kate Herold on the Marin County
Youth Commission. Staff member Kate Herold and several Youth Commissioners from Marin County shared information with the Youth Commissioners about their program and recent events. The San Francisco Youth Commission invited the Marin County Youth Commission to join them for an informal reception after the meeting.

C. Discussion and possible action re: Referral from the Board of Supervisors, 020351, Resolution supporting the San Francisco Board of Education’s resolution establishing an autonomous small school policy for the San Francisco Unified School District. Representatives from Small Schools for Equity presented information on the benefits of smaller schools. They asked the Youth Commission to write an amendment to the referral commending SFUSD and the Board of Education for the steps they’ve already taken to implement small schools. There was a motion to add a statement to the referral requesting that, in the future, all legislation regarding San Francisco schools be sent to the Joint City and School District Committee for a recommendation before it is voted on by the full Board of Supervisors. Motion approved unanimously. There was a motion to support this resolution with the attached statement. Motion approved unanimously.

D. Discussion and possible action re: Referral from the Board of Supervisors, 020352. There was a motion to table this item. Motion was approved unanimously.
E. Discussion and possible action re: Referral from the Board of Supervisors, 020353. There was a motion to table this item. Motion was approved unanimously.

F. Discussion and possible action re: Amending the Youth Commission Bylaws Section II, Article G: Purpose and Duties {Commissioner Arreguin}. Tabled.

G. Discussion and possible action re: Amending the Youth Commission Bylaws Section IV, Article A: Titles; and Article B: Duties of Officers {Commissioner Arreguin}. Tabled.

H. Discussion and possible action re: Authorization of Absences for Commissioners Lantz and Mejia (February 4th meeting), Commissioners Campeau and Mejia (February 25th meeting). There was a motion to table this item. Motion approved unanimously.

I. Discussion and possible action re: Resolution Commending Theresa Gallegos for Being Elected President of the Citizens Advisory Committee Along With Her Continuous Efforts to Improve the Lives of Children in the City and County of San Francisco {Commissioner Valdez}. Commissioner Valdez read his resolution. Theresa Gallegos thanked the Youth Commission for their recognition of her work. There was a motion to approve the resolution. Motion approved unanimously.
