Youth Commission

1. Call to Order and Roll Call: Commissioner Lantz called the meeting to order at 5:10 p.m. Commissioners Present: Allison, Arreguin, Jacot-Bell, Chang (TARDY), Lantz, Martin, Olawale, Ramos, Valdez, Vedad and Villaluna. Absent: Commissioners Campeau, Fosselman, Geodzhayev and Kwong Staff Present: Nicole Derse, Colleen Montoya, Ron McCan

2. Motion to approve agenda: There was a motion to approve the agenda as amended. Motion Approved.

3. Approval of the Minutes of March 18, 2002: There was a motion to approve the minutes. Motion Approved.

4. Staff Report:

Colleen gave an update on the Youth Commission visit to Taiwan. She informed the Commission that Commissioners Kwong, Villaluna and Valdez will be traveling with Frank Darby of the Clerk of the Board of Supervisors Office and herself.

Ron informed the Commission that the Office will be undergoing its spring cleaning on May 15th - all day. He also announced that the staff will begin working on the Youth Commission Application, and if anyone has any ideas or suggestions, please let the staff know.

Nicole announced that there are numerous outreach opportunities coming up. She also introduced Stacey Delario from Community Network for Youth Development, and gave a brief summary of how the staff has been working with CNYD over the past 6 months.


5. Officer Report:

Chair- Commissioner Valdez reported on his presentation about the Youth Commission to the Human Rights Commission last week. He also reminded the Commission about the District 6 Community Meeting on 4/6 at 1pm - 201 Turk Street.

Operations Officer- Commissioner Lantz had no report.

Community Affairs Officer- Commissioner Villaluna passed around a sign up sheet for upcoming outreach opportunities. She also asked Commissioners to fill out an availability form so presentations can be scheduled at times when Commissioners are available. Commissioner Villaluna also passed around the final proof for the new Youth Commission poster.

Media & Public Relations Officer- Commissioner Allison gave a report back on Speak UP For Kids Day and the press coverage around the event, and the Commission’s Media workshop by the Spin Project.

Government Affairs Officer- Commissioner Arreguin gave an update on legislation by the Board of Supervisors.


6. Committee Report:

Youth Justice Committee - The Youth Justice Committee reported that they have been working with Tony Litock from the Bayview Youth Accountability Board. They also reported that they will not comment on the recent appointment to the Juvenile Probation Commission.

Public Health Committee - The Public Health Committee reported that the wellness center hearing date is tentatively set for April 18, 2002.

Youth Recreation & Services Committee - The Youth Recreation & Services Committee reminded everyone about the skateboard hearing on April 11, 2002 at Wallenberg High School.

Executive Committee: The Executive Committee had no report.

Education Committee: The Education Committee is working on issues surrounding Phoenix High School.

Housing Committee - The Housing Committee had no report.


7. Public Comment on Items not on Agenda: There was no public comment.


8. Announcements: The Youth Commissioners announced various community events.


9. Legislation Introduced: There was no Legislation Introduced.


10. Old Business:

A. Discussion and possible action re: Letter regarding the definition of Administrative Budget funding for the Department of Children, Youth and Their Families proposed 2002-2003 Budget [Commissioner Arreguin]. There was a motion to approve this item. Motion Approved.



11. New Business:

A. Discussion and possible action re: Presentation by Youth Impact representatives re: Youth Impact project goals and potential collaboration. Members of the Youth Impact program and staff presented on Youth Impact’s upcoming projects. They noted that they would like to work with the Commission more on future projects, such as YouthVote.

B. Discussion and possible action re: Resolution Urging the San Francisco Board of Supervisors, and Other Invested Parties, to Examine and Implement Integrated Mental Health/Substance Abuse Programs in Concurrence with Supportive Housing [Commissioner Allison]. There was a motion to amend line 14 of this resolution to include LGBTIQQ (Lesbian, Gay, Bisexual, Transgender, Intersexed, Queer and Questioning. Motion Approved. There was a motion to approve this item. Motion Approved.

C. Discussion and possible action re: Report back on Speak Up For Kids Day Held on March 27, 2002. Colleen facilitated a brainstorm of the plusses and deltas of the event.

D. Discussion and possible action re: Youth Commission Trip To Taiwan for Global Youth Service Day April 25-29, 2002. Colleen followed up with more details for the trip.

E. Discussion and possible action re: Youth Commission Budget Advocacy Next Steps. The Commission feels pretty good about the process the Commission is taking around the budget. This item will be placed on the Executive Committee agenda for further discussion.

F. Discussion and possible action re: Authorization of absences for Commissioners Campeau and Lantz (February 25th Meeting), Commissioner Vedad (March 4th Meeting), Commissioners Martin, Ramos and Vedad (March 18th Meeting). Commissioner Lantz (2/25 mtg.): excused; Commissioner Vedad (3/4 mtg.): unexcused; Commissioner Martin (3/18 mtg.): unexcused; Commissioner Ramos (3/18 mtg.) excused; Commissioner Vedad (3/18 mtg.): excused.


12. Adjournment: The meeting was adjourned at 7:15 pm.
