1. Call to Order and Roll Call: Commissioner Valdez called the meeting to order at 5:05 p.m. Commissioners Present: Allison, Jacot-Bell, Chang, Geodzhayev, Kwong, Lantz, Martin, Olawale, Ramos, Valdez, Vedad and Villaluna (TARDY). Absent: Commissioners Arreguin, Campeau, Fosselman Staff Present: Nicole Derse, Colleen Montoya, Ron McCan
2. Motion to approve agenda: There was a motion to approve the agenda as amended. Motion Approved.
3. Approval of the Minutes of April 1, 2002: There was a motion to approve the minutes. Motion Approved.
4. Staff Report:
Colleen gave an update on the Youth Commission visit to Taiwan. She reminded all of the Taiwan participants about the meeting on April 16. She also reminded everyone about the visit from youth from the Close Up Foundation on April 16 at 4:00 pm. She told everyone that the Youth Commission’s end of the year celebration would be scheduled for June 22. She also informed everyone about the sudden loss of Gregoire Hobson, staff person in the Clerk’s office.
Nicole announced that there are numerous outreach opportunities coming up. She told everyone that there would be no more scheduled trainings this year, but that everyone is encouraged to attend the Youth Commission District meetings.
5. Officer Report:
Chair- Commissioner Valdez reported on his successful District 6 Community Meeting held on April 6, 2002.
Operations Officer- Commissioner Lantz informed the Commission that Commissioners Geodzhayev, Fosselman, and Vedad had exceeded their allowed absences. He read the Youth Commission bylaws which mandates that, after three unexcused absences, the Commission needs to calendar to certify the Commissioner’s resignation. Commissioner Lantz told everyone that a certification of resignation for Commissioners Geodzhayev, Fosselman, and Vedad would be on the next agenda.
Community Affairs Officer- Commissioner Villaluna was absent at the time of her report.
Media & Public Relations Officer- Commissioner Allison gave a report back on the media coverage received for the Youth Commission’s hearing on skateboarding issues held on April 11, 2002.
Government Affairs Officer- Commissioner Arreguin was absent.
6. Committee Report:
Youth Justice Committee - The Youth Justice Committee reported that they would be meeting with Public Defender Elect Jeff Adachi on April 22.
Public Health Committee - The Public Health Committee reported that the wellness center hearing would take place on April 18, 2002 in Room 263.
Youth Recreation & Services Committee - The Youth Recreation & Services Committee reported back on their successful hearing on skateboarding issues held on April 18, 2002.
Executive Committee: The Executive Committee reported on their letter of support for the Young Men at Risk Summit.
Education Committee: The Education Committee is working on issues surrounding Phoenix High School. They told everyone that they would be speaking at the Joint City and School District Committee meeting on April 17, 2002.
Housing Committee - The Housing Committee had no report.
7. Public Comment on Items not on Agenda:
Kendra Nichols and Ron from the American Friends Service Committee presented on their program that engages students in conversations about militarism.
Representatives from Legal Services for Children’s Youth Task Force spoke about their program.
8. Announcements: The Youth Commissioners announced various community events.
9. Legislation Introduced:
A. Discussion re: Resolution Condemning Pedophilia and the Advocacy of Pedophilia Due to its Severe Psychological Harms Towards Children and Youth and the Negative Impacts Pertaining to the Normalization of Pedophilia [Commissioner Kwong]. There was discussion amongst Commissioners. The item will be placed on the next agenda to be voted on.
B. Discussion re: Resolution Urging the San Francisco Unified School District
(SFUSD) to Reinstate Summer School Core Programs For All Public High Schools to Serve the Needs of All Students Currently Not Covered by the SFUSD’s Summer School Plan for the 2002 Summer [Commissioner Kwong] There was discussion amongst Commissioners. The item will be placed on the next agenda to be voted on.
10. Old Business: There was no Old Business.
11. New Business:
A. Discussion and possible action re: Presentation by Tajel Shah, Planner & Policy Analyst, Department of Children, Youth and Their Families, on the Community Needs Assessment required by Proposition D. Tajel Shah presented the results of the Community Needs Assessment based on the input they have received thus far. Commissioner Allison questioned Tajel about the implementation of the Community Needs Assessment. Commissioner Chang asked that the demand for skate parks be included in the Community Needs Assessment. Commissioner Kwong asked that programs that encourage abstinence amongst youth be included in the Community Needs Assessment. Commissioner Villaluna asked that transitional housing for youth under 18 years are included in the Community Needs Assessment. Commissioner Valdez said that he wanted to form an adhoc committee to look at the Community Needs Assessment and write a resolution about it. Tajel Shah said that she could accept public comment on the Community Needs Assessment until May 15.
B. Discussion and possible action re: Presentation by Rosario Navarette, Interim Executive Director, Commission on the Status of Women on their proposed 2002-2003 Fiscal Year Budget. Rosario was unable to attend the meeting. Colleen said she would try to reschedule her presentation.
C. Discussion and possible action re: Resolution Urging the Department of Human Services (DHS) and the Private Industry Council (PIC) to maintain and continue the funding of the Jobs in the Media Program [Commissioner Villaluna]. There was a motion to approve the resolution. The motion was seconded. There was discussion amongst Commissioners. The following people spoke in support of the Resolution: Jewnbug (received written Public Comment), Joe, Isabel Estrada, Connie, Matt, TJ Johnston, Leroy Moore, Elrado Dejora. The motion was approved unanimously.
D. Discussion and possible action re: Resolution Commending the Taiwan National Youth Commission for its work on Global Youth Service Day, and being the Host for the San Francisco Youth Commission Commissioner Valdez made a motion to amend the resolution to include Youth Recognition Day. He withdrew his motion. There was a motion to approve the resolution. The motion was seconded. The motion was approved unanimously.
E. Discussion and possible action re: Authorization of absences for Commissioners Campeau (February 25th Meeting), Commissioners Fosselman, Geodzhayev and Kwong (April 1st Meeting) Commissioners Campeau and Fosselman were absent. Commissioner Geodzhayev’s absence was not excused. Commissioner Kwong’s absence was excused.
12. Adjournment: The meeting was adjourned at 7:15 pm.
