1. Call to Order and Roll Call: Commissioner Lantz called the meeting to order at 5:10 p.m. Commissioners Present: [5:00] Commissioners Allison, Berger, Brown, Chang, Cottrell, Fichelson, Gin, Powell, Ramos [5:10] Commissioner Chan [5:20] Commissioner Koeppel, Mourning Absent: Commissioner Virgen Staff Present: Nicole Derse, Colleen Montoya, Ron S. McCan, Karen Bugante (Intern)

2. Motion to approve agenda: There was a motion to approve the agenda. Motion Approved.

3. Approval of the Minutes of August 14th, 15th, 16th and 17th , 2002: There was a motion to approve the minutes. Motion Approved.

4. Staff Report:

Colleen welcomed the Commissioners to the first meeting of the term. She asked everyone to see her before they left the meeting to sign papers from the Mayor’s Office.

Nicole also welcomed Commissioners to the first meeting. She reminded everyone that the Commission will be having its first training on October 5th at from 10-4pm. She also asked people to check in with her about forms that are still needed from the retreat.

Ron reminded everyone that the agendas are available online on Thursday mornings. he also asked everyone to remember to check their mailboxes in the office at least once a week.

5. Committee Report:

Youth Justice Committee - Commissioner Gin reported that they took care of some logistics at their last meeting. The Committee is looking to schedule a meeting at Youth Guidance Center. This year the committee will be focusing on outreach.

Public Health Committee - Commissioner Berger reported that the Committee hasn’t met yet, but will continue to work on the wellness center issue this term. She also reported that she attended the Mental Health Board meeting and spoke about the committees work with the wellness centers.

Youth Recreation & Services Committee - The Youth Recreation & Services had no report. Will be meeting on Tuesday 9/10 at 4:30pm.

Education Committee: The Education Committee will be meeting on the second and fourth Wednesday of every month.

Housing Committee - The Housing Committee will be meeting on Tuesday 9/17

6. Public Comment on Items not on Agenda:

Members from SOYAC (Serving Our Youth and Community) came and spoke out on their efforts to get Sony Metreon / Lowes Theaters to create a student/youth admission fee (comporable to the prices at AMC Theaters). They collected 1000 signatures and met with Joey Nardone on August 1, 2002 to discuss the issue, but he had no interest in working to lower the rates for students.

Mia & Hakim from CellSpace came to inform the Commission about the potential closure of CellSpace. CellSpace cannot hold events until their facility is brought up to code. Without renting their space to organizations for events, there is no way for them to raise funds to pay for the repairs. Colleen informed Mia about the one time funding available from DCYF, and gave her the information. Mia can be contacted at (415) 648.7562 or at mia@cellspace.org.

8. Old Business
there is no Old Business at this time.

9. New Business

A. Discussion re: Introduction to the City & County of San Francisco, Presentation by Amy Ackerman, Deputy City Attorney. Amy explained some of the City Department basics, the Sunshine Ordinance, and reviewed rules of conduct for campaigning & election season. B. Discussion re: Youth Commission’s 2002/2003 Executive Committee Elections. Colleen reviewed the election process and deadlines for submitting nominations. Elections will be held at the next Youth Commission meeting.


C. Discussion and possible action re: Update on Youth VOTE 2002-Youth VOTE is a collaboration between the Youth Commission, Youth Making A Change, and the Student Advisory Council of the San Francisco Unified School District. Karen thanked everyone for their participation in Youth Vote. Currently, the coalition is in the process of compiling all of the candidates and proposition info and creating one-page statements. She also passed out a draft of the questions for the youth survey. Commissioners gave an update on their research. Nicole passed out flyers and asked Commissioners to spread the word.

- "Voices of Hunter’s Point" film tomorrow at the Commonwealth Club - admission is free
- "Silence is Violence" Event on Saturday
- June Jordan Memorial on Sunday 9/15 at 1pm - Willard Auditorium in Berkeley
- The Commission sang Happy Birthday to Leah!!!
