1. Call to Order and Roll Call: Commissioner Allison called the meeting to order at 5:03 p.m. Commissioners Present: Commissioners Allison, Berger (TARDY), Brown, Chan, Chang, Cottrell, Fichelson, Gin, Koeppel, Lantz, Mourning, Powell, Ramos, Virgen, Villaluna Absent: Commissioner Mattimore Staff Present: Nicole Derse, Colleen Montoya, Ron S. McCan

2. Motion to approve agenda: There was a motion to approve the agenda. Motion Approved.

3. Approval of the Minutes of September 23, 2002: There was a motion to approve the minutes. Motion Approved.

4. Staff Report: The staff gave announcements on upcoming meetings and events.


5. Committee Report:

Youth Justice Committee - The Youth Justice Committee reviewed their goals, and met with CARC.

Public Health Committee - The Public Health Committee is working on the current issues in the wellness centers.

Youth Recreation & Services Committee - The Youth Recreation & Services is working on handing out applications for the Skateboarding Task Force. They also announced they will be working on the Sony Metreon project.

Education Committee: The Education Committee will be working on getting police officers out of schools and trying to get more counselors in schools.

Housing Committee - The Housing Committee has been working on research for Youth Vote and putting a question on the Youth Vote ballot.

Executive Committee - The Community Affairs Officer discussed outreach plan ideas, The Government Affairs Officer is working to develop a plan to work with the Supervisors and Aides, the Operations Officer is taking suggestions for an October event for the Commission, Media & Public Affairs Officer has been working with various committees to write press releases, and the Chair passed out an availability form and asked Commissioners to schedule a time when they can meet with their Supervisor.


6. Public Comment on Items not on Agenda:

Sonja and Juan from the Young Workers Project spoke about their program and asked the Commission to work with them on various projects. They can be reached at (415) 487-6426 or via e-mail at workingyouth@hotmail.com.


7. Legislation Introduced [There will be no action taken on these items]

A. Resolution urging the San Francisco Board of Supervisors to urge the California state legislature to restate the original language of the master plan of 1989, that gave guaranteed admission to students in top rank amongst all public high school graduates, into the master plan of 2002 [Commissioner Ramos-Castro]. Commissioner Ramos-Castro introduced her Resolution.


8. Old Business

A. Discussion and possible action re: Update on Youth VOTE 2002-Youth VOTE is a collaboration between the Youth Commission, Youth Making A Change, and the Student Advisory Council of the San Francisco Unified School District. Commissioner Mourning gave a report on the Board of Education Forum, Commissioner Gin reported on the Student Delegate Forum, and Commissioner Villaluna reported back on the District 8 Candidate Forum. Mission High and Lowell have signed up the whole school to do Youth Vote, and all of the Social Studies classes at Washington have signed up as well.


9. New Business

A. Discussion and possible action re: Authorization of Absence for Commissioner Virgen (September 9th meeting). There was a motion to excuse Commissioner Virgen’s absence. The motion was approved unanimously.

B. Discussion and possible action re: Presentation by Vincent Kukua - Coalition to Defend Affirmative Action and Integration and Fight for Equality By Any Means Necessary (BAMN) on the proposed Masterplan for California Education for University and State Colleges. Vincent Kukua gave a presentation about the Masterplan for California Education for University and State Colleges. He also answered questions pertaining to Commissioner Ramos- Castro’s Resolution that was introduced at this meeting.

C. Discussion and possible action re: Resolution commending the students, teachers, and advocates of phoenix high school in their activism and organizing to get a new school site [Commissioners Ramos-Castro and Villaluna] There was a motion to approve this Resolution. The motion was approved unanimously.

D. Discussion and possible action re: Resolution commending Cellspace as a youth friendly arts/entertainment space [Commissioner Villaluna]. There was a motion to approve this Resolution. The motion was approved unanimously.

E. Discussion re: Presentation by Community Action Live - Youth Leadership Institute - on the Alcohol Policy Report. Yanna, Justin and Phoenix from Community Action Live SF presented the results of the survey the conducted at various liquor stores in San Francisco.

F. Discussion and possible action re: Holding the Youth Commission meeting to be held on Monday, October 21, 2002 in recognition of Domestic Violence Awareness Month [Commissioner Villaluna]. There was a motion to approve this item. The motion was approved unanimously. Commissioner Allison would like to invite La Casa de las Madres to speak during this item. Commissioner Gin said she would contact SF Women Against Rape (SFWAR) to come and speak as well. Commissioner Brown also said that she would be interested in speaking during this item as well.


10. Items for next Agenda
- Commissioner Allison would like to add something about the SF Alcohol policy

-Commissioner Brown would like to add something about the Young Worker’s Project

-Commissioner Villaluna would like to add the Larkin Street recommendations.
