1. Call to Order and Roll Call: Commissioner Allison called the meeting to order at 5:05 p.m.

Commissioners Present: Commissioners Allison, Bretschneider, Chan, Chang, Fichelson, Gin, Koeppel, Lantz, Mattimore, Mourning, Powell, Virgen, Villaluna Commissioners Absent: Commissioners Berger, Brown, Ramos Staff Present: Nicole Derse, Colleen Montoya, Ron S. McCan

2. Motion to approve agenda: There was a motion to approve the agenda. Motion Approved.

3. Approval of the Minutes of November 4, 2002: There was a motion to amend the minutes to show that the Education Committee is investigating the S.R.O. issue, not working on the issue. Motion Approved. There was a motion to approve the minutes. Motion Approved.

4. Staff Report:

The Staff updated the Commission on various upcoming events.

5. Committee Report:

Youth Justice Committee - The Youth Justice Committee met with the Education Committee regarding the Police in Schools hearing on 12/11.

Public Health Committee - The Public Health Committee is working on the confidentiality issues in the wellness centers. They will present a Resolution at the next meeting

Youth Recreation & Services Committee - The Youth Recreation & Services Committee met with SOYAC, SOMAC and OASIS and discussed the Metreon campaign.

Education Committee: The Education Committee met with the Youth Justice Committee regarding the Police in Schools hearing on 12/11.

Housing Committee - The Housing Committee debriefed took a tour of the Ark of Refuge Center.

Executive Committee - The Executive Committee met last week and discussed ways to motivate Commissioners to research legislation.

6. Officer Report-

Chair - Commissioner Allison would like to set up check-in's with individual Commissioners. She also invited Commissioners to attend a meeting with Supervisor Maxwell on Friday at 4pm.

Operations Officer - Commissioner Lantz reminded people to be mindful of their attendance.

Government Affairs Officer - Commissioner Gin reminded everyone to check in with their Supervisors and the Mayor's Office of Neighborhood Services.

Community Affairs Officer - Commissioner Villaluna asked Commissioners to set up meetings with her regarding outreach.

Media & Public Relations Officer - Commissioner Fichelson is working on the Press Releases for Youth Recognition Day.

7. Announcements: The Commissioners announced various upcoming events.

8. Public Comment on Items not on Agenda:

Craig from Infusion One - would like Commissioners to participate in a panel discussion at their Youth Summit in April. Contract Infusion One for more information.

9. Legislation Introduced [There will be no action taken on these items]

There was no legislation introduced.

10. Old Business
There was no Old Business

11. New Business

A. Discussion and possible action re: Authorization of Absence for Commissioners Brown and Cottrell (November 18th meeting). Commissioner Brown: excused. Commissioner Cottrell: excused.

B. Discussion and possible action re: Authorization of Leave of Absence for Commissioner Brown. There was a motion to approve a leave of absence until 1/6. Motion Approved.

C. Discussion and possible action re: Resolution urging the San Francisco Police Department (SFPD) to work with the Thurgood Marshall Task Force, Students, Parents, Teachers, and Thurgood Marshall Academic High School (TMAHS) community in addressing law enforcement response to the incident that occurred on October 11, 2002 [Commissioner Gin]. There was a motion to approve this item. Lieutenant Vivian Williams from SFPD gave public comment. Motion Approved.

D. Discussion and possible action re: Northern California Region Youth Commission meeting to be held in the spring of 2003. Colleen talked about the idea of hosting a regional Youth Commission meeting. She passed out questionnaires, and asked the Commissioners to fill them out and return them to her.

E. Discussion and possible action re: The Second Annual Youth Recognition Day to be held on Monday, December 9, 2002. Commissioners signed up for various jobs for Youth Recognition Day.

F. Discussion and possible action re: Youth Commission follow-up on Action Items. There was a brief discussion on Commissioners following up on business from Youth Commission meetings, and meeting with their Supervisors.
