1. Call to Order and Roll Call: Commissioner Allison called the meeting to order at 5:00 p.m. Commissioners Present: Commissioners Allison, Berger, Bretschneider, Chan, Chang, Fichelson (TARDY), Gin, Koeppel, Lantz, Mattimore, Mourning, Powell, Ramos (TARDY), Virgen, Villaluna Commissioners Absent: Commissioners Brown and Cottrell Staff Present: Nicole Derse, Colleen Montoya, Ron S. McCan, Karen Bugante (Intern)
2. Motion to approve agenda: There was a motion to approve the agenda. Motion Approved.
3. Approval of the Minutes of November 4, 2002: There was a motion to amend the minutes to show that the Education Committee is investigating the S.R.O. issue, not working on the issue. Motion Approved. There was a motion to approve the minutes. Motion Approved.
4. Staff Report:
The Staff updated the Commission on various upcoming events.
5. Committee Report:
Youth Justice Committee – The Youth Justice Committee met with the Education Committee regarding the Police in Schools hearing on 12/11.
Public Health Committee – The Public Health Committee is working on the confidentiality issues in the wellness centers. They will present a Resolution at the next meeting
Youth Recreation & Services Committee – The Youth Recreation & Services Committee gave an update on the Skateboarding Task Force. They discussed the results of YouthVote 2002 and will hold a hearing on 1/15 regarding programming at recreation Centers.
Education Committee: The Education Committee met with the Youth Justice Committee regarding the Police in Schools hearing on 12/11.
Housing Committee – The Housing Committee debriefed their tour of the Larkin Street Drop-in Center. They will be visiting The Ark of Refuge Center next week.
Executive Committee – The Executive Committee met last week and discussed ways to motivate Commissioners to research legislation.
6. Officer Report-
Chair – Commissioner Allison would like to set up check-in’s with individual Commissioners.
Operations Officer – Commissioner Lantz reminded people of the attendance policy, and went over current tardies.
Government Affairs Officer – Commissioner Gin encouraged everyone to go out and research upcoming legislation before the meetings. She announced that she will be meeting with Supervisor Maxwell at 4: 30 on 12/6, and encouraged folks to attend. She also updated Commissioners on the After Hour Premises legislation.
Community Affairs Officer – Commissioner Villaluna reported that she is waiting for Graphic Designers at the reproduction department to send a proof of the bus stop ads.
Media & Public Relations Officer – Commissioner Fichelson is working on the Press Releases for Youth Recognition Day.
7. Announcements: The Commissioners announced various upcoming events.

9. Legislation Introduced [There will be no action taken on these items]

10. Old Business
A. Discussion and possible action re: Update on Youth VOTE 2002—Youth VOTE is a collaboration between the Youth Commission, Youth Making A Change, and the Student Advisory Council of the San Francisco Unified School District. Karen gave an update on the results. Commissioner Fichelson gave a report back on the Press Conference. There will be a meeting on 11/14 at 4:30 pm to wrap up Youth Vote.
11. New Business
A. Discussion and possible action re: Authorization of Absence for Commissioners Powell and Ramos (November 4th meeting). Commissioner Powell: Excused, Commissioner Ramos: Excused.
B. Discussion and possible action re: Presentation by Jim LeCuyer on the discrimination against African-American, Latino and English Learner students on the High School exit Exam and the STAR (CAT6) Exams [Commissioner Gin]. Jim LeCuyer presented the information on these two tests. John Watkins and Melissa Chabran gave public comment. Commissioner Gin will present a Resolution on this item at the next meeting.
C. Discussion and possible action re: Presentation by Jonathon Watkins from the ACLU of Northern California, on the Racial Profiling Report, and the failure of the San Francisco Police Department to address racial profiling [Commissioner Gin]. John Watkins presented the report to the Commission, and asked the Commission to write a Resolution supporting the ACLU’s findings. Commissioner Gin will present a Resolution on this item at the next meeting.
D. Discussion and possible action re: Referral from the Board of Supervisors, File 021857: Ordinance amending Section 1601 of Article 26 of the San Francisco Health Code to change title of the Article to emphasize the lead poisoning prevention aspect of the Article; amending the definitions for various lead hazards in Section 1603 of Article 26 of the San Francisco Health Code to conform with the newly promulgated lead levels from the United States Environmental Protection Agency (USEPA) and the California Department of Health Services (CDHS) for Dust-Lead Hazard; conforming the terms used in the Article to those used by USEPA and CDHS; amending the definitions for “Case-Managed Child,” “Elevated Blood Lead Child” and “Lead –Poisoned Child” to conform with the new requirements from the California Department of Health Services regarding case-management of lead-poisoned children, and making conforming changes to Sections 1601, 1602, 1604, 1617, and 1626. There was a motion to support this item. Motion Approved.
E. Discussion and possible action re: Youth Commission 2002-2003 Outreach Plan [Commissioner Villaluna]. Commissioner Villaluna went over the Outreach Plan and expectations for the year. There was a motion to approve this item. Motion Approved.
F. Discussion and possible action re: Youth Commission Holiday Activity [Commissioner Villaluna]. There was a motion to hold a Youth Commission Holiday Party with White Elephant Gift Exchange after the December 16th Meeting. Motion Approved.
