Minutes

1. Call to Order and Roll Call: Commissioner Howard-Johnson called The meeting to order at 5:05 pm. Commissioner’s Present: Arreguìn-Ferñandez (Tardy), Bonilla, Fosselman, Geodzhayev, Howard-Johnson, Lantz, Lockett, Matranga, Meksavan, Absent: Commissioners Allison, Martin, Smith, Valdez, Vedad, Villaluna Staff Present: Ron S. McCan, Colleen Montoya

2. Motion to approve agenda:

3. Approval of the Minutes of February 5th: Minutes approved.

4. Staff Report:

Colleen updated the Commissioners on the status of the Youth Empowerment Coordinator position. The position is posted with no closing date. Colleen encourages all Commissioners to get the word out the about position. She also reminded the Commissioners about the upcoming YLI training.

5. Officer Report :

Commissioner Howard-Johnson, Chair - Commissioner Howard-Johnson reported that he will be interning with the Youth Commission as part of a school project from May 7th to June 10th.

Commissioner Villaluna, Operations Officer - Commissioner Villaluna was absent from this meeting.

Commissioner Valdez, Government Affairs Officer - Commissioner Valdez was absent from this meeting.

Commissioner Allison, Community Affairs Officer - Commissioner Allison was absent from this meeting.

Commissioner Fosselman, Media & Public Relations Officer - Commissioner Fosselman was absent from this meeting.

6. Committee Report:

Education Committee - Commissioner Lantz reported that the Education Committee is working on their report.

Culture & Urban Environment - Commissioner Meksavan reported on their town hall meeting. In attendance were youth from the Experiment in Diversity Program, as well as program coordinators from LYRIC and the Columbia Park Boys & Girls Club.

Public Health Committee - Commissioner Matranga reported that the Public Health Committee is working on their report.

Housing Committee - Commissioner Geodzhayev reported that the Housing Committee will be sending out a survey to youth agencies to forward to their youth about homeless issues. The information collected will be used for their report.

Executive Committee - Commissioner Howard-Johnson reported that the Executive Committee has moved their regular meetings to the first and third Wednesdays of the month, from 7 to 8 p.m.

7. Commission Business:

A. Discussion and possible action re: Noah Levy, San Francisco’s Promise, on National Youth Service Day, to be held on Saturday, April 21, 2001. Noah presented on the National Youth Service Day Event, and asked the Commissioner’s for some ideas in creating this event. He will contact interested Commissioners at a later date and invite them to participate in the planning committee.

B. Discussion and possible action re: Francisco Castillo, Mission Economic Development Association, on the 24th Street BART Plaza Community Design Plan. Francisco asked the Commissioners to brainstorm some key elements and ideas that would make the 24th Street Bart Plaza a more youth friendly place. Francisco issued out maps and asked the Commissioners to draw what they wanted, and submit them to the Commission office.

C. Discussion and possible action re: NTanya Lee, Youth Making a Change, on Speak up for Kids Day. This item was tabled until the next meeting due to lack of quorum.

Discussion and possible action re: Youth Commission’s Speak Your Mind Series follow up and Action Planning.

D. Discussion and possible action re: Creation of LGBTQ Youth Task Force. This item was tabled until the next meeting due to lack of quorum.

E. Discussion and possible action re: Referral from the Board of Supervisors, File 010258.

F. Discussion and possible action re: Referral from the Board of Supervisors, file 010260.
This item was tabled until the next meeting due to lack of quorum.

H. Discussion and possible action re: Resolution supporting the Department of Public Health’s universal healthcare for children initiative. This item was tabled until the next meeting due to lack of quorum.

I. Discussion and possible action re: Resolution commending Assemblyman Kevin Shelley for his domestic violence bill. This item was tabled until the next meeting due to lack of quorum.

J. Discussion and possible action re: Resolution urging the Board of Supervisors to create an ordinance that would waive fees for children 17 and under at all City pools. This item was tabled until the next meeting due to lack of quorum.

K. Discussion and possible action re: Resolution urging the Recreation and Parks Department to assess the current and needed recreational programs and facilities in District 3. This item was tabled until the next meeting due to lack of quorum.
