Minutes

1. Call to Order and Roll Call: Commissioner Howard-Johnson called The meeting to order at 5:15pm. Commissioner’s Present: Allison, Arreguìn-Ferñandez, Bell, Bonilla, Fosselman, Geodzhayev, Howard-Johnson, Martin, Meksavan, Smith, Villaluna Absent: Commissioners Lantz, Lockett, Matranga, Valdez and Vedad Staff Present: Nicole Derse, Ron S. McCan, Colleen Montoya

2. Motion to approve agenda: Motion Approved. Agenda approved.

3. Approval of the Minutes June 4th: Minutes Approved.

4. Staff Report:

Nicole handed out permission slips for the San Francisco/Oakland Youth Commission trip to Great America on Wednesday, 6/20. She also updated the Commissioners on the status of the application process.

Colleen spoke about the end of the year event, and gave 2 possible dates for the barbecue. She also talked about upcoming exit interviews for this term.

5. Officer Report :

Commissioner Howard-Johnson, Chair - Commissioner Howard-Johnson announced that he graduated from the Branson School on Tuesday 6/29. He also reported that he attended the Board of Education meeting with Commissioner Lantz and Nicole and presented the Education Committee report.

Commissioner Villaluna, Operations Officer - Commissioner Villaluna updated everyone on their attendance record, and reminded everyone that the final meeting will be on July 9, 2001.

Commissioner Valdez, Government Affairs Officer - Commissioner Valdez was absent from this meeting.

Commissioner Allison, Community Affairs Officer - Commissioner Allison reported that the Commission was invited to march in the Pride parade with Assemblywoman Carol Migden’s Office. Interested persons should see Tanene for more information.

Commissioner Fosselman, Media & Public Relations Officer - Commissioner Fosselman had no report.

6. Committee Report:

Education Committee - Commissioner Lantz announced that the Education Committee’s report is complete, and they will be holding a press conference on 6/26.

Culture & Urban Environment - Commissioner Meksavan reported that they met with Cathy Garza from Supervisor Newsom’s office to discuss the Wellness Centers and the drug issues facing SF youth.

Public Health Committee - Commissioner Bonilla reported on his resolution on today’s agenda.

Housing Committee - Commissioner Arreguìn-Ferñandez reported that the Housing Committee is in the process of completing their report.

Juvenile Justice Committee - Commissioner Villaluna reported on the Juvenile Justice Press Conference held this morning.

Executive Committee - Commissioner Howard-Johnson reported that the Executive Committee will begin working on the 2000-2001 term annual report soon.

7. Old Business:

A. Discussion and possible action re: Authorization of Absences on May 24, & June 4, 2001 for Commissioners Bonilla & Fossleman and on June 4, 2001 for Commissioners Valdez & Vedad. Commissioner Bonilla (5/21-6/4): Excused, Commissioner Fosselman (5/21) Excused, (6/4) Unexcused (Commissioner Bell opposed/Meksavan Abstain). Commissioners Valdez & Vedad were both absent from this meeting.


8. Public Comment: There was no public comment.








9. New Business:

A. Presentation by: Tajel Shah, Department of Children, Youth, and Their Families re: DCYF update and Youth Commission’s resolution supporting funding of High School Wellness Centers passed on 6/4/2001. Tajel updated the Commission on the status of the Wellness Centers through a power point presentation, and asked the Commission to contact her with any questions. B. Presentation by: Sharon Dolan, HIFY (Health Initiatives for Youth) re: Adolescent Health Working Group and the Office of Adolescent Health. Sharon came and spoke about the history and background of the creation of an Office of Adolescent Health at the Department of Health, and answered questions from the Commission.

C. Discussion and possible action re: Resolution urging the Board of Supervisors to support and fully fund (budget of $100,000) Supervisor Leno’s resolution to create an Office of Adolescent Health within the Department of Public Health [Commissioner Allison] Commissioner Allison presented this item. There was a motion to approve this item. Motion approved. (Commissioner Bonilla abstained from voting due to a conflict of interest)


D. Discussion and possible action re: Resolution urging the Board of Supervisors and the Mayor to collectively allocate $400,000 to the Excelsior Health Center [Commissioner Bonilla] Commissioner Bonilla presented this item. There was a motion to approve this item. Motion Approved.

E. Discussion and possible action re: Referral from the Board of Supervisors, File 011085 authorizing the Department of Human Services to accept and expend a grant in the amount of $349,380 from the U.S. Department of Health and Human Services, Administration on Children, Youth, and Families for the implementation of the San Francisco Collaboration to Address Domestic Violence and Child Maltreatment.
          There was a motion to approve this item with recommendations attached. Motion Approved


F. Discussion and possible action re: Referral from the Board of Supervisors, File 011087 authorizing the Department of Human Services to accept and expend a grant in the amount of $300,000 from the Stuart Foundation for the implementation of San Francisco Children’s Faith Initiative. There was a motion to forward this referral with no comment attached. Motion Approved.

G. Discussion and possible action re: Referral from the Board of Supervisors, File 011089 authorizing the Department of Human Services to accept and expend a grant in the amount of $500,000 from the Anne E. Casey Foundation for the implementation of the San Francisco Family-to-Family Initiative. There was a motion to approve this item. Motion approved.


H. Discussion and possible action re: Referral from the Board of Supervisors, File 011091 authorizing the Department of Human Services to accept and expend a grant in the amount of $20,000 from the Zellerbach Family Fund for the implementation of the San Francisco Club Siblings Camp. There was a motion to approve this item. Motion approved.

I. Presentation by: Mutima Imani, Simplexity. Mutima congratulated the Commission on the completion of a successful year, and reminded them to think of the community at large and how their role can create change in a building like City Hall.
