      Minutes

      DATE: Monday, November 19, 2001

      TIME: 5:00 pm

      PLACE: City Hall, Room 416

      1. Call to Order and Roll Call: Commissioner Valdez called The meeting to order at 5:10pm. Commissioners Present: Allison, Arreguìn, Jacot-Bell , Chang, Campeau, Fosselman, Kwong, Lantz, Martin, Mejia, Olawale, Ramos, Valdez, Vedad Absent: Commissioners Geodzhayev and Villaluna Staff Present: Nicole Derse, Ron S. McCan, Colleen Montoya, Patricia Ancheta (Intern)

      2. Motion to approve agenda: There was a motion to approve the agenda. Motion Approved.

      3. Approval of the Minutes of November 5, 2001: There was a motion to approve the minutes. Motion Approved.

      4. Staff Report:

      Colleen announced the resignation of Commissioner Attai and explained the process of finding his replacement. She also reminded everyone about Youth Recognition Day on December 3rd, and asked everyone to arrive at 3:30 p.m. to help assist with the event. She also asked everyone to keep the weekend of January 12 open as a possible date for the mid-year retreat.

      Ron announced that Business Cards have arrived. Please check in with Ron to receive them.

      Patricia announced that there will be a YouthVote wrap up meeting on 11/20 at Coleman Advocates new location at Bayview Bank building (23rd & Mission) at 4pm.

      Nicole gave a big thanks to everyone who participated in the last training. She reminded everyone that the next training is on Diversity, and will be held on 12/15. Nicole also announced that the Commission will be giving a presentation at the Sunnydale Boys & Girls Club on 11/28. Anyone interested in participating should see Nicole. She also showed the proof for the new Youth Commission poster and asked for comments.

      5. Officer Report:

      Commissioner Valdez - Chair: Commissioner Valdez asked all officers to keep their reports brief. He also did a brief report back on Saturday’s training, and announced that there will be a make up for those who were unable to attend, and proposed two dates: 11/26 and 11/29. He also commended the Youth Justice committee on their hearing.

      Commissioner Villaluna - Community Affairs Officer: was absent from this meeting.

      Commissioner Lantz - Operations Officer: Commissioner Lantz had no report.

      Commissioner Allison - Media & Public Relations Officer: Commissioner Allison reported that the Marin Youth Commission, who is holding a concert promoting Youth Rights, contacted her. They would like the SF Youth Commission to participate. Commissioner Allison will have the Marin Youth Commission contact our staff with the details.

      6. Committee Report:

      Education Committee - The Education Committee is moving their visit to Phoenix High School to next week. They will announce the date at a later time.

      Public Health Committee - The Public Health Committee is working on drafting questions for a questionnaire for agencies that work with Domestic Violence.

      Youth Recreation & Services Committee - The Youth Recreation & Services Committee has selected parks as the committees focus for the year. They are still waiting for a response to the recommendations sent to the Presidio Trust.

      Youth Justice Committee - The Youth Justice Committee reported back on the hearing

      Housing Committee - The Housing Committee will be looking into volunteering at a kitchen serving the homeless during the holidays.

      7. Public Comment: There was no public comment on items not on the agenda

      8. Announcements:

      · Meeting on the Youth Services Website 11/29 at Columbia Park Boys & Girls Club - 450 Guerrero

      · Neighborhood Parks Council event - 11/30 at Glen Park 9-2am

      · YouthVote was featured on the front page of the SF Independent

      9. Old Business:

        A. Discussion and possible action re: Resolution commending the efforts made by the Office of National Drug Policy to combat drug & substance abuse problems affecting youth. This resolution was introduced by Commissioner Kwong, who made a motion for approval. The motion was passed.

        B. Discussion and possible action re: Resolution urging the San Francisco Public Health Dept., the Dept. of Children, Youth, and their Families, and City Departments associated with youth issues to incorporate a platform encouraging family communication in their mission statements, public outreach projects, and media campaigns and urging the Mayor and the Board of Supervisors to appropriate specified funds in the City’s annual budget for departments to

        promote family communication in public outreach campaigns. This resolution was

        introduced by Commissioner Kwong, who made a motion for approval. The motion was

        passed.

      10. New Business

        A. Discussion and possible action re: Authorization of absences for Commissioners Jacot-Bell, Campeau, Fosselman and Lantz (November 5th). Commissioner Jacot-Bell: Excused; Commissioner Campeau: Excused; Commissioner Fosselman: Excused; Commissioner Lantz: Excused.

        B. Discussion and possible action re: Election of the Youth Commission Government Affairs Officer. Commissioner Arreguin was the only candidate running for this position. There was a motion to elect Commissioner Arreguin. In favor: Commissioners Allsion, Arreguin, Jacot-Bell, Campeau, Chang, Fosselman, Kwong, Lantz, Martin, Olawale, Ramos, and Valdez. Opposed: Commissioners Mejia & Vedad. The motion is passed.

        C. Discussion and possible action re: Presentation on the youth employment landscape in San Francisco, Kar Yin Tham, Planner & Policy Analyst, Department of Children, Youth, and their Families. Kar Yin presented on the youth employment resources in San Francisco, and asked the Commissioners what their opinions are as far as resources are concerned. She invited the Commission to the next Employment Allies meeting on 11/29 at 3pm in room 201 of City Hall.

        D. Discussion and possible action re: Board of Supervisors resolution urging the San Francisco Unified School District to honor their explicit promise to the voters of the City & County of San Francisco and the Board of Supervisors before they receive the remaining portion of the 1997 Proposition A Bonds. Supervisor Yee sent a memo to the Youth Commission office requesting that this item be tabled until the next Youth Commission Meeting (12/3) when a representative from his office can attend. Commissioner Chang made the motion to table the item. Commissioner Jacot-Bell seconded the motion. Commissioners’ Allison, Arreguin and Valdez are opposed to tabling this item due to the fact that Supervisor Yee did not send the resolution to the Commission for recommendation. After a vote, the item was not tabled. Nicole gave a brief report on the item and the discussion that took place at the last joint Board of Supervisors/Board of Education Committee meeting Commission voted unanimously to place the item back on the next agenda and to have the following response sent to Supervisor Yee:

        The San Francisco Youth Commission strongly urges Supervisor Leland Yee and the San Francisco Board of Supervisors to postpone the discussion of Resolution # 011507, urging the San Francisco Unified School District to honor their explicit promise to the voters of San Francisco and the Board of Supervisors before they receive the remaining portion of the 1997 Proposition A bonds, until the youth of San Francisco and the Youth Commission have had proper and sufficient input on this item.

      11. Adjournment: The meeting was adjourned at 7:00p.m.
