      Minutes

      DATE: Monday, December 3, 2001

      TIME: 6:00 pm

      PLACE: City Hall, Room 416

      1. Call to Order and Roll Call: Commissioner Valdez called The meeting to order at 6:00 pm. Commissioners Present: Allison, Jacot-Bell , Chang, Campeau, Fosselman, Geodzhayev, Lantz, Martin, Olawale, Valdez, Vedad Absent: Commissioners Arreguìn, Kwong, Mejia, Ramos Staff Present: Nicole Derse, Ron S. McCan, Colleen Montoya

      2. Motion to approve agenda: There was a motion to approve the agenda. Motion Approved.

      3. Approval of the Minutes of November 19, 2001: There was a motion to approve the minutes. Motion Approved.

      4. Staff Report:

      Colleen spoke with John Avalos from Coleman Advocates about "Speak Up For Kids Day" , and the budget advocacy meeting at Coleman next week. Colleen will follow up with more information on both events at a later date.

      Nicole reminded everyone about the Leadership Training on Saturday 12/15 on Diversity. She also noted that this is part one of 2 part series. She also attended a planning meeting for the 2002 Dr. Martin Luther King Jr. Day event. The planning committee will be meeting once a month. Please see Nicole for more information.

      5. Officer Report:

      Commissioner Valdez - Chair: Commissioner Valdez spoke about his keynote address at the SOMA Youth Summit. He also thanked all the Commissioners for attending Youth Recognition Day.

      Commissioner Villaluna - Community Affairs Officer: Commissioner Villaluna reminded everyone about doing outreach for the Commission. She asked everyone to contact her about the outreach they have done

      Commissioner Lantz - Operations Officer: Commissioner Lantz asked all Commissioners to turn in their proposed bylaw changes no later than Thursday so they can be on the January Agenda.

      Commissioner Allison - Media & Public Relations Officer: Commissioner Allison reported that she will be working with producers from Los Angeles on a film about Vision Perception Disability.

      Commissioner Arreguìn - Government Affairs Officer: Commissioner Arreguìn was absent from this meeting, however, he e-mailed his officer report to the office, and will be attached to the minutes of this meeting.

      6. Committee Report:

      Education Committee: The Education Committee is pleased to announce that Commissioner has joined their committee. They also announced that Supervisor Daly will be joining the Committee on their visit to Phoenix High School.

      Public Health Committee - The Public Health Committee is working on drafting questions for a questionnaire for agencies that work with Domestic Violence.

      Youth Recreation & Services Committee - The Youth Recreation & Services Committee announced that Justin Fichelson has joined the Committee. They are currently working on issues surrounding Harding Park.

      Youth Justice Committee - The Youth Justice Committee debriefed their hearing their hearing at their last meeting.

      Housing Committee - The Housing Committee will be looking into volunteering at a kitchen serving the homeless during the holidays.

      7. Public Comment:

      Sala Chandler - Sala is a talk show hostess for children and youth ages 5 and up. She was pleased with the Youth Recognition Day Event. She came to speak to the Commission about the rise of violence in the Western Addition due to the lack of knowledge. She would like the Commission to help do positive work in the community.

      9. Old Business:

        Discussion and possible action re: Board of Supervisors resolution urging the San Francisco Unified School District to honor their explicit promise to the voters of the City & County of San Francisco and the Board of Supervisors before they receive the remaining portion of the 1997 Proposition A Bonds. The Commissioners had a lengthy conversation about this item. Commissioners were disappointed because there was no one there to speak on either side of the legislation. After much deliberation, the Commission voted to table this item until the next meeting. Commissioner Allison urged everyone to do their research on this item so that a decision can be reached at the next meeting.

      10. New Business

        A. Discussion and possible action re: Certificates of Honor presentation to the 11 recipients of the First Annual Youth Recognition Day. There was a motion to approve this item presented by Commissioner Valdez. Motion approved.

        A. Discussion and possible action re: San Francisco Bay Area Independent Media Center re: Alternative media and the Youth Commission’s use. Mark & Leo from Bay Area Independent media Center presented on their services and encouraged the Youth Commission to use them as a resource when planning events and getting the word out about projects.

        B. Discussion and possible action re: Changing the Youth Commission meeting time from 5-7:00pm to 5-7:30 pm. Commissioner Lantz made a motion to change the meeting time from 5-7:30 pm. Commissioner Villaluna seconded the motion. Motion failed.

        C. Discussion and possible action re: Youth Commission Holiday Activity. Colleen talked about a holiday event for the Commission. She noted that this event needed to planned by members of the Commission. Commissioner Villaluna anounced that she will organize a "White Elephant" gift exchange after the next meeting. Commissioner Lantz announced that he will look into getting a Food Bank Donation bin for the office.

      11. Adjournment: The meeting was adjourned at 8:00p.m.
