Minutes

1. Call to Order and Roll Call: Commissioner
Valdez called The meeting to order at 5:00 pm. Commissioners Present:
Arreguin, Chang, Geodzhayev, Kwong, Lantz, Martin, Mejia , Ramos, Olawale,
Valdez, Vedad, Villaluna Absent: Commissioners Allison, Jacot-Bell,
Fosselman, and Campeau Staff Present: Nicole Derse, Ron S.
McCan
2. Motion to approve agenda: There
was a motion to approve the agenda. Motion Approved.
3. Approval of the Minutes of December
17, 2001: There was a motion to approve the minutes. Motion Approved.
4. Staff Report:
Colleen was absent from this meeting, however
sent her report through Ron. Colleen wanted everyone to know that the Audit,
Labor, & Government Efficiency Committee will be having a Hearing to
study the service coordination between various commissions and agencies
serving children, youth, and families, including the Delinquency Prevention
Commission, Youth Commission, Children and Families Commission, Juvenile
Probation Commission, and DCYF. She asked for a Commissioner to attend with
a staff person. She also noted that the Library will be starting a Library
improvement advisory group, and asked if any commissioners were interested
in participating in the group. She also noted that there have been a couple
of recent incidents regarding people’s privacy being invaded in the office.
The staff has been very generous with our offices, computers, radios, etc.
and we would like to continue to be, however in order to do so we need to
be able to trust everyone to respect our privacy and to be considerate when
using our work areas. Please respect our space, just as we respect yours.
If you are using a staff person’s desk or office, be thoughtful and respectful.
Nicole thanked everyone who attended the diversity
training on Saturday, and informed everyone that there will be a part two
of this workshop at the mid-year retreat. Nicole also informed the Commission
that she has to leave town due to unforeseen circumstances. She will return
on January 2nd.
5. Officer Report:
Commissioner Valdez - Chair: Commissioner
Valdez spoke about the "Speak On It" Event held at the ZEUM, where
he read the Youth Commissions September 11th Statement.
Commissioner Villaluna - Community Affairs
Officer: Commissioner Villaluna reminded everyone about doing outreach
for the Commission. She passed around a form for everyone to write down
the type of outreach they have done. She also spoke about her presentation
with Commissioner Ramos at the Sunnydale Boys & Girls Club.
Commissioner Lantz - Operations Officer:
Commissioner Lantz had no report.
Commissioner Allison - Media & Public
Relations Officer: Commissioner Allison was absent from this
meeting.
Commissioner Arreguìn - Government
Affairs Officer: Commissioner Arreguìn announced that his officer
hours will be the second/fourth Tuesday of every month from 4-6pm. He announced
that Supervisor Peskin will be adopting the family communications resolution
authored by Commissioner Kwong.
6. Committee Report:
Education Committee: The Education
Committee visited Phoenix High School, and will be scheduling a meeting
with Supervisor Daly to discuss their visit.
Public Health Committee - The Public
Health Committee had no report.
Youth Recreation & Services Committee
- The Youth Recreation & Services Committee announced that they have
been working on issues surrounding Harding Park.
Youth Justice Committee - The Youth
Justice Committee debriefed their hearing at their last meeting.
Housing Committee - The Housing Committee
is working on scheduling a visit to Huckleberry House.

Discussion and possible action re:
Board of Supervisors resolution urging the San Francisco Unified School
District to honor their explicit promise to the voters of the City &
County of San Francisco and the Board of Supervisors before they receive
the remaining portion of the 1997 Proposition A Bonds. Supervisor
Yee & Tony Irons were both present to speak to the Commission about
this item. John Avalos from Coleman Advocates for Children & Youth
read a statement from Margaret Brodkin, Executive Director of Coleman
Advocates. After much deliberation the Commission voted unanimously against
the resolution because there is no priority order as stated in the Bonds
List, and Matching State Funds would be jeopardized.
10. New Business
A. Discussion and possible action
re: Letter urging the Board of Supervisors to Support the Harding Park
restoration and the First Tee Program [Commissioner Arreguin] Commissioner
Arreguin presented this item. There was a motion to approve this letter.
The motion was passed unanimously.
B. Discussion and possible action
re: Youth Commission Collaboration in Speak Up For Kids Day. John
Avalos described the goals of Speak of Kids Day and talked about some
possible roles the Youth Commission could play. The Commission voted unanimously
to collaborate with Coleman Advocates on Speak Up For Kids Day.
C. Discussion and possible action
re: Youth Commission Community Meetings.
Nicole reminded the Commissioners that they
voted to do Community Meetings, and that the Commission should begin to
discuss what these meetings will look like.
D. Discussion and possible action
re: Authorization of Absences for Commissioners Geodzhayev and Villaluna
(November 19th meeting), and Commissioners Arreguin,
Kwong, Mejia and Ramos (December 3rd meeting).
Geodzhayev: Excused; Villaluna: Excused; Arreguin: Excused; Mejia: Excused;
Ramos: Excused. Commissioner Kwong had left the meeting.
11. Adjournment: The meeting was adjourned
at 7:30p.m.
