San Francisco Youth Commission

Minutes

DATE: Monday, January 6, 2003

TIME: 5:00 p.m.

PLACE: City Hall, Room 416

1. Call to Order and Roll Call: Commissioner Allison called the meeting to order at 5:00 p.m. Commissioners Present: Commissioners Allison, Berger, Bretschneider, Chan, Chang, Gin, Koeppel, Mattimore, Mourning, Powell, Ramos, Villaluna Commissioners Absent: Commissioners Brown, Fichelson and Virgen Staff Present: Nicole Derse, Colleen Montoya, Ron S. McCan

2. Motion to approve agenda: There was a motion to approve the agenda. Motion Approved.

3. Approval of the Minutes of December 16, 2002: There was a motion to approve the minutes. Motion Approved.

4. Staff Report:

Board of Education Commissioners Chin, Kelly, and Lipson will be sworn in Tomorrow, Tuesday, January 7, 6:00 pm, Tenderloin Community School, Golden Gate and Van Ness

The Board of Supervisors will be sworn in on Wednesday, January 8, 12:00 pm, Board of Supervisors Chambers, Reception to follow in Supervisor Daly's office

Martin Luther King, Jr. Day is approaching on Monday, January 20th. Glide Memorial Church has pulled together a coalition to organize the City's MLK Day celebration. If you are interested in helping plan this event, you can attend the next meeting on THURSDAY, JANUARY 9, 2003 at noon at Glide Church, 330 Ellis St., Freedom Hall. The Commission can also organize to attend the event together. Who is interested in marching/attending the ceremony together? A bunch of Commissioners did it last year and it was a lot of fun.

Don't forget about the exciting Mid Year Retreat on January 24th and January 25th at Coleman Advocates - 459 Vienna Street at Persia.

5. Committee Report:

Youth Justice Committee - The Youth Justice Committee will be meeting on 1/13. The Phillip Burton High School paper wrote an article on the Police in Schools Hearing. There is a copy in the office for the Commission to read.

Public Health Committee - The Public Health Committee met Wednesday 12/18 at 4:30pm in room 278 regarding redirecting wellness center funding.

Youth Recreation & Services Committee - The Youth Recreation & Services Committee will be conducting a survey at Recreation Centers and High Schools to find out what type of programming youth want at Recreation Centers in their neighborhood.

Education Committee: The Education Committee met and decided to do more research before taking action on findings from the Police in Schools Hearing. The district announced that the Phoenix High school move will not happen due to lack of funding.

Housing Committee - The Housing Committee is working on picking a project for the term.

Executive Committee - The Executive Committee met last week and discussed the Agenda for this meeting.

6. Officer Report-

Chair - Commissioner Allison will be working on a variety of legislation in the coming weeks. She encourages Commissioners to work with her.

Operations Officer - Commissioner Lantz went over the list of upcoming Commission activity.

Government Affairs Officer - Commissioner Gin will be in the office on Wednesday 1/8 from 3:30-5:30pm. She also thanked Angela Calvillo in Supervisor Ammiano's office f or her assistance with the Graffiti legislation.

Community Affairs Officer - Commissioner Villaluna updated the Commission on the status of the Bus Stop posters. She also announced upcoming outreach opportunities.

Media & Public Relations Officer - Commissioner Fichelson was absent.

7. Announcements: The Commissioners announced various upcoming events.

8. Public Comment on Items not on Agenda:

There was no legislation introduced.

10. Old Business

A. Discussion and possible action re: Youth Commission Budget Advocacy for the 2003/04

Fiscal Year. Commissioner Bretschneider reported on the two budget meetings he attended

at the Recreation & Parks Department. He encourages Commissioners to attend one of the

meetings and speak out to protect the Latchkey Program. Nicole announced that there is

going to meeting on 1/23 from 6-8pm at Coleman Advocates with Ben Rosenfield regarding

the City Budget. Commissioners Allison, Berger, Cottrell, Gin, and Villaluna are all interested

in attending.

11. New Business

A. Discussion and possible action re: Authorization of Absence for Commissioner Lantz (December 16th meeting) In favor: Commissioners Berger, Bretschneider, Chan, Chang, Cottrell, Lantz, Mattimore, Mourning and Ramos Opposed: Commissioners Allison, Gin, Koeppel, Powell, and Villaluna. Commissioner Lantz is excused.

B. Discussion and possible action re: Resolution urging the San Francisco Board of Supervisors to urge the San Francisco Board of Education to investigate and implement alternative forms of assessment and explore all legal options for circumventing statewide high stakes testing requirements and to eliminate the usage of the High School Exit Exam [Commissioners Cottrell, Mattimore and Powell]. There was a motion to add the following statement to the resolution: WHEREAS, in San Francisco, High School exit Exam results show that 66.7% of Pacific Islander students failed the math portion of the exam; and, The motion passed. There was a motion to approve this item. Motion Approved.

C. Discussion and possible action re: Creation of a joint committee between members of the San Francisco Youth Commission and the San Francisco Unified School District's Student Advisory Council [Commissioners Gin and Cottrell]. There was discussion on this item with members of the Student Advisory Council (SAC). Commissioners Gin & Cottrell will work on drafting a proposal for both the Youth Commission and Student Advisory Council to approve.

D. Discussion re: Report back from focus group at Youth Guidance Center [Commissioners Gin and Villaluna]. Commissioners Gin and Villaluna reported on their focus group that they held at YGC.

E. Discussion and possible action re: Mid Year Retreat Planning [Commissioner Lantz]. Commissioner Lantz read the list of workshop topics that were discussed at the Executive Committee meeting. Commissioners then gave suggestions of things they would like to do at the retreat. The staff then went over the details for the retreat.

F. Discussion and possible action re: Introduction by the office of Supervisor Bevan Dufty. Supervisor Dufty introduced himself to the Commission. He admitted to having an ambitious agenda for San Francisco's Youth. He encourages Commissioners to visit his office.

G. Discussion and possible action re: Introduction by the office of Supervisor Fiona Ma. Supervisor Ma introduced herself to the Commission. She is excited to work with the Youth Commission, and will have her staff attend meetings.
