San Francisco Youth Commission

Minutes

DATE: Monday, January 21, 2003

TIME: 5:00 p.m.

PLACE: City Hall, Room 421

1. Call to Order and Roll Call: Commissioner Allison called the meeting to order at 5:00 p.m. Commissioners Present: Commissioners Allison, Berger, Bretschneider, Brown (TARDY), Chan, Chang, Koeppel, Mattimore (TARDY), Mourning, Powell, Ramos, Villaluna Commissioners Absent: Commissioner Gin Staff Present: Nicole Derse, Colleen Montoya, Ron S. McCan

2. Motion to approve agenda: There was a motion to approve the agenda. Motion Approved.

3. Approval of the Minutes of January 6, 2003 There was a motion to approve the minutes. Motion Approved.

4. Staff Report: The Staff gave final details about the Mid-Year Retreat, as well as updating the Commissioners on other upcoming events.

5. Committee Report:

Youth Justice Committee - The Youth Justice Committee met with Chief Jesse Williams regarding the Juvenile Probation Department's Budget.

Public Health Committee - The Public Health Committee met with Amy Ackerman regarding the Wellness Centers

Youth Recreation & Services Committee - The Youth Recreation & Services Committee met with representatives

Education Committee: The Education Committee attended the Board of Education meeting and read the High Stakes Testing Resolution that was passed by the Commission at its last meeting. The Board of Education passed a similar resolution that day as well. The committee is still waiting for the district to answer questions from the Police in Schools hearing.

Housing Committee - The Housing Committee is working on picking a project for the term.

Executive Committee - The Executive Committee met last week and discussed the Agenda for this meeting, as well as the Mid-Year Retreat.

6. Officer Report-

Chair - Commissioner Allison will be working on a variety of legislation in the coming weeks. She encourages Commissioners to work with her. She would also like to schedule a check in with anyone who hasn't had one with her this term.

Operations Officer - Commissioner Lantz gave a report back from the Martin Luther King Jr. Day event.

Government Affairs Officer - Commissioner Gin was absent from this meeting.

Community Affairs Officer - Commissioner requested that Commissioners send her their outreach numbers so they can be calculated before the Mid-Year Retreat. She also announced upcoming outreach opportunities.

Media & Public Relations Officer - Commissioner Fichelson reported that he will be working on the Youth Commission Press Packets over the next few weeks..

7. Announcements: The Commissioners announced various upcoming events.

9. Legislation Introduced [There will be no action taken on these items]

There was no legislation introduced.

10. Old Business

A. Discussion and possible action re: Youth Commission Budget Advocacy for the 2003/04 Fiscal Year. Nicole informed the Commission that she contacted the Departments that the Commission requested budget presentations from. She will report any incoming information regarding the presentations. The Commission requested to add the Community College Board to the list of possible presenters. Commissioner Cottrell reported on a strategizing meeting on San Francisco Public Education.

11. New Business

A. Discussion and possible action re: Authorization of Absences for Commissioner Lupe Virgen [January 6] and Commissioner Justin Fichelson [January 6]. Commissioner Virgen: EXCUSED. Commissioner Fichelson: EXCUSED.

B. Discussion and possible action re: Presentation by Adam Van de Water, Office of Legislative Analyst, on recent census data for the City and County of San Francisco. Adam presented Census information, and answered questions about the presented information.

C. Discussion and possible action re: Amendment to the Youth Commission Bylaws: Section VI-Attendance. Adding a section that will enforce the attendance policy in the case of scheduled trainings and/or retreats [Commissioner Villaluna]. There was a motion to approve this item. In Favor: Commissioners Allison, Berger, Bretschneider, Cottrell, Koeppel, Mattimore, Mourning, Virgen, Villaluna Opposed: Commissioners Brown, Chan, Chang, Fichelson, Lantz, Powell and Ramos. MOTION APPROVED.

D. Discussion and possible action re: Resolution urging the San Francisco Board of Supervisors to urge the Governor of California and the California State Legislature to cut prison spending and reinvest that money into funding education [Commissioner Cottrell]. There was a motion to approve this resolution. MOTION APPROVED.

E. Discussion and possible action re: Youth Commission's role at the Youth At Risk Summit to be held in April 2003. Craig from Infusion One came and spoke in public comment on December 2, 2002. He spoke about the Infusion One Youth Summit that will be held April 11-12, 2003. They would like the Youth Commission to assist with planning a panel discussion with Youth and Youth leaders to discuss what they see, feel and hear in their communities. They are anticipating at least 2 meetings (one now and one in the spring) to plan this panel. Mari, Lupe, Jesse, and Phillip are were interested in working on this project at the time, and will follow up with Craig.

F. Discussion re: Report back from the Sexual Exploitation of Youth Task Force [Commissioners Villaluna and Gin]. Commissioner Villaluna reported on the status of the Task Force. There are only two meetings left for this group. Mari will follow up with more information regarding the group's findings.
