  1. Call to Order and Roll Call: Commissioner Lantz called the meeting to order at 5:00 pm. Commissioners Present: Commissioners Allison (TARDY), Berger (TARDY), Brown, Chan, Chang (TARDY), Cottrell, Fichelson, Koeppel (TARDY), Lantz, Mattimore, Mourning, Powell, Ramos, Villaluna. Commissioners Absent: Commissioners Bretschneider, Gin,Virgen Staff Present: Nicole Derse, Ron S. McCan, Colleen Montoya
  2. Approval of the Agenda: There was a motion to remove New Business item 10D. Motion Approved. Unanimously. There was a motion to approve the agenda. Motion Approved unanimously.
  3. Approval of the Minutes of February 3rd 2003: There was a motion to approve the minutes. Motion Approved unanimously.
  4. Staff Report: Colleen went over upcoming meetings and notice for the Commissioners.
  5. Committee Report:

    Youth Justice Committee- The Youth Justice Committee went over their goals at their last meeting and reevaluated them based on their time. They welcomed a new committee member- Kaila O'Neill. They informed the Commission that they would be speaking at the Juvenile Probation Commission meeting at Youth Guidance Center.

    Public Health Committee- The Public Health Committee is continuing to work on the issue of confidentiality at high school Wellness Centers. They plan to speak with students about their experiences with the Wellness Centers' confidentiality policies.

    Youth Recreation & Services Committee- The Youth Recreation & Services Committee has been meeting with youth around San Francisco about recreation facilities. They are working on creating a set of recommendations for the Recreation and Parks Department. They are also researching graffiti laws. They told the Commission that the first meeting of the Skateboarding Task Force was held on February 12, 2003 and that they will continue to follow the Task Force.

    Housing Committee- The Housing Committee has been closely reviewing the Department of Human Services' budget and its effects on children and youth.

    Education Committee-The Education Committee met with the Youth Justice Committee and is continuing to get more information on the funding for the SRO program. They will be meeting with the SFUSD Facilities Director on March 12, 2003 about Phoenix High School.

    Executive Committee- The Executive Committee met to review the agenda for this meeting.

  6. Officer Report:

    Chair- Commissioner Allison was absent at that time.

    Operations Officer- Commissioner Lantz went over the tardy policy and reminded Commissioners that two tardies are counted as an absence.

    Community Affairs Officer: Commissioner Villaluna informed the Commission that the contract for the bus stop posters would be signed this week. She invited Commissioners to present at the Teachers 4 Social Justice Conference on February 22, 2003. She also told everyone that the Sexual Exploitation of Youth Task Force would present their findings at the February 26, 2003 Board meeting.

    Government Affairs Officer: Commissioner Gin was absent.

    Media and Public Relations Officer: Commissioner Fichelson told the Commissioners that he had spoken with a contact at the San Francisco Examiner. He asked Commissioners to keep him informed of their events so that he could help with media coverage. He said that he would be meeting with Ron to begin work on the media packets.

  7. Public Comment on Items not on Agenda:

    Cheryl Scott from the 7 Teepes Youth Program spoke and invited a Youth Commissioner to speak at their upcoming youth conference on February 22, 2003. Commissioners Koeppel and Brown expressed interest.

  8. Legislation Introduced:

    There was no legislation introduced.

  9. Old Business
  1. Discussion and possible action re: Youth Commission Budget Advocacy for the 2003/04 Fiscal Year, including how the Commission will involve youth in the budget process:

    Nicole went over the budget timeline for the Commissioners. Commissioner Lantz reviewed upcoming budget meetings. Commissioner Villaluna reported back on her meeting with State Assembly Member Mark Leno. Committee members updated the Commission on their budget advocacy efforts.

  2. Discussion and possible action re: Youth Commission involvement in Speak Up For Kids Day:

Tanene recapped the situation. Commissioners said that the Youth Commission currently has a lot on their plate. Commissioner Villaluna encouraged Youth Commissioners to attend the March 17th Education Lobbying Day in Sacramento. Commissioners said that they wanted to do some sort of training for youth on how to lobby.

Commissioner Allison proposed asking the Board of Supervisors' Budget Committee to include an item on a future agenda for the Youth Commissioners to present their budget recommendations. The Commissioners would organize youth to come to this meeting as well. There was a motion to approve this action. Motion approved unanimously.

A few Commissioners said they would be interested in supporting Coleman Advocates' efforts around any form of Speak Up For Kids Day. Ron said that we would invite Coleman to contact those Commissioners individually.

  1. Discussion and possible action re: Authorization of Absence for Commissioner Bretschneider (January 24th &25th Meetings) . Commissioner Bretschneider was absent so there was a motion to continue the item. Motion approved unanimously.
  2. Discussion and possible action re: Presentation by Johnnie Carter and Timothy Killikelly from City College of San Francisco, on young voter participation at City College of San Francisco and California State Community Colleges [Commissioner Villaluna]. The guests were unable to make the meeting, so Commissioner Villaluna gave an update on the issue. She said that the presenters would be coming to the April 7, 2003 meeting.
  3. Discussion and possible action re: Referral from the Board of Supervisors, File 030214: Resolution authorizing the San Francisco Public Library to accept and expend a gift in the amount of $52,000 from the Friends and Foundation of the San Francisco Public Library for the James C. Hormel Gay & Lesbian Center. There was a motion to support this referral. Motion approved unanimously.
  4. Discussion and possible action re: Referral from the Board of Supervisors, File 030194: Resolution repealing Resolution Nos. 89-71, 286-71, 359-71, 360-71, 608-71, 14-72, 578-72, 510-73, 934-74, 126-77, 26-78, 704-78, 412-82, 345-89 and 414-89, to dissolve the "Mayor’s Criminal Justice Council." This item was removed from the agenda.
  5. Discussion and possible action re: Update on the Northern California Regional Youth Commission Meeting. Commissioner Cottrell gave an update on the recent meeting with the Oakland Youth Commission. He said that the planning for the summit was going well and that the group would have the details decided soon.
  6. Discussion and possible action re: Youth Commission response to State Education Budget Cuts. Commissioner Brown went over upcoming protests and rallies scheduled in response to the proposed education cuts. There was a motion for the Youth Commission to get special permission to attend the March 17th education lobbying day in Sacramento. Motion approved unanimously.
  7. Discussion and possible action re: Youth Commission District Attorney Candidate Forum. Commissioner Berger discussed the possibility of holding this forum. Commissioners said that their term would end before the ideal time for a candidate forum. There was a motion to encourage next year's Youth Commission to hold a District Attorney Candidate Forum. Motion approved unanimously.
  8. Discussion and possible action re: Mid-year check in regarding Youth Commission Group Needs. The Commissioners discussed what they need from each other to ensure a productive and supportive second half of the term.
