  1. Call to Order and Roll Call: Commissioner Allison called the meeting to order at 5:00 pm. Commissioners Present: Commissioners Allison, Berger, Bretschneider(TARDY), Chan, Chang, Fichelson, Gin, Koeppel, Lantz, Mourning, Powell, Ramos, Virgen, Villaluna. Commissioners Absent: Commissioner Cottrell and Mattimore Staff Present: Nicole Derse, Ron S. McCan, Colleen Montoya
  2. Approval of the Agenda: There was a motion to approve the agenda. Motion Approved unanimously.
  3. Approval of the Minutes of March 3rd : There was a motion to approve the minutes of March 3, 2003. Motion Approved unanimously.
  4. Staff Report: Ron announced Supervisor Newsom’s policy forums to hear from constituents about specific issues. He has invited a Youth Commissioner to participate in an Education Policy briefing. He noted participating in this policy briefing does not at all mean that you are supporting Newsom as a Mayoral candidate. The briefing is on Friday, March 21 from 9:45-11:45 am at the campaign headquarters on Van Ness and California. Ron also announced Infusion One's Youth At Risk Summit on Friday, April 11 and Saturday, April 12. A Youth Commissioner is needed to be on a panel about youth advocacy and youth issues on Friday morning from 10:40 am-12:00 pm. The Superintendent has approved this as a field trip. Ron also announced that the applications for the 2003-2004 Youth Commission, and asked Commissioners to hand them out at their schools and in the community. He also explained the process for those Commissioners who wish to return next term.
  5. Committee Report:

    Youth Justice Committee- The Youth Justice Committee is finalizing their visit to Log Cabin Ranch. They also revised their letter to Chief Jesse Williams.

    Public Health Committee: The Public Health Committee will be holding forums at all of the Wellness Centers. The first forum will be held on 3/24 at Lowell High School.

    Youth Recreation & Services Committee: The Youth Recreation & Services Committee is continuing to work on a recreation center assessment. They also continue to be involved in the budget process for the Recreation & Parks Department and the Muni fare hike.

    Housing Committee: The Housing Committee is working on a resolution regarding transitional housing, and they will present at the next meeting.

    Education Committee: The Education Committee is working on the Phoenix High School issue and the current budget cuts.

    Executive Committee: The Executive Committee met to review the agenda for the March 17th meeting. They also discussed the current attendance issues and Commissioner responsibilities.

  6. Officer Report:

    Chair: Commissioner Allison reported back on a presentation she did with Commissioner Virgen at the Bayview Library. The group is very interested in learning more about economics and jobs. She has scheduled another presentation with them for Tuesday 3/25. She also attended the democratic conference in Sacramento this weekend.

    Operations Officer: Commissioner Lantz asked Commissioners to fill out the outreach data forms that he put in everyone’s box, and return them to Commissioner Villaluna. He also asked committee conveners to keep track of the attendance in their committees.

    Community Affairs Officer: Commissioner Villaluna announced that the Youth Commission Bus Shelter posters are now up in 5 locations around the City. She will be meeting with Nicole regarding the Commission’s 5 year outreach plan, and asked if any Commissioners had ideas or were interested in attending the meeting to contact her.

    Government Affairs Officer: Commissioner Gin asked everyone to return the survey’s that she sent to everyone. She also asked for committee convener’s to turn in their paragraphs asap. She is continuing to work on the Young Worker’s Project hearing on 5/1.

  7. Public Comment on Items not on Agenda: There was no public comment.
  8. Legislation Introduced: There was no legislation introduced.
  9. Old Business

  1. Discussion and possible action re: Youth Commission Budget Advocacy for the 2003/04 Fiscal Year, including how the Commission will involve youth in the budget process:

Mari, Lindsay and Kevin did a report back on the Education Budget Lobby Day in Sacramento.

  1. New Business
    1. Discussion and possible action re: Authorization of Absences for Commissioner Mourning (March 3rd Meeting). There was a motion to approve Commissioner Mourning’s absence. MOTION APPROVED.
    2. Discussion and possible action re: Presentation by Nani Coloretti on the Department of Children, Youth and Their Families 03/04 Proposed Budget and cuts impacting children and youth. Ken Bukowski – Budget & Policy Analyst, DCYF presented DCYF’S proposed budget.
    3. Discussion and possible action re: Referral from the Board of Supervisors: Ordinance adding Administrative Code Section 10.100-367 to establish the "Public Education Special Fund". There was a motion to support this item with the following statement: The San Francisco Youth Commission recognizes and appreciates the efforts made by the Board of Supervisors to include the Student Advisory Council and other youth on city task forces, committees and councils. As far as we know, this is the first time that a member of the Student Advisory Council has been included on a City & County committee. We believe this is a historic statement on behalf of youth leadership. THE MOTION WAS APPROVED.
    4. Discussion and possible action re: Youth Commission letter to the San Francisco Board of Education supporting Resolution 32-25A12: Entering into a Long Term Ground Lease with City College of San Francisco for the Property Located at 106 and 110 Bartlett Street. Commissioner Villaluna presented this item. There was a motion to approve. THE MOTION WAS APPROVED.
    5. Discussion and possible action re: Proposed Education Legislation Packet from Supervisor Tom Ammiano. Commissioners Villaluna and Ramos reported on their conversations with Brad Benson from Supervisor Ammiano’s Office. The Education Committee will follow up closely with Ammiano’s Office regarding hearings and legislation.
