1. Call to Order and Roll Call: Commissioner Cottrell called the meeting to order at 5:00p.m. Commissioners Present: Commissioners Adofoadom, Baires, Champion, Chang, Cottrell, Jimenez, Koeppel, Kuang, Lantz, Lauterborn, Moir, Mourning, Recinos, Shy, Williams Commissioners Absent: Commissioners Fichelson and Lazer-Smith Staff Present: Nicole Derse, Colleen Montoya, Ron S. McCan

2.  Motion to approve agenda: There was a motion to approve the agenda. Motion Approved.

3  Approval of the Minutes from September 15, 2003: There was a motion to amend the minutes to include Commissioner Chang’s name in the list of Commissioners present. Motion Approved.

4.  Staff Report:

  • Thank you again for everyone's participation at Saturday's Media training. And a special thanks to Liam for his leadership and hard work!
  • Thursday at 1:00 at the Budget Committee meeting there will be a Hearing to receive a briefing from the Mayor's Budget Director on recent information on State of California budget cuts and their impact on the City's budget.
  • YLI is holding a Youth Development Summit on Saturday 10/18 from 10-5pm in Marin. The goals of the conference are to Foster connections between youth and adults, cultivate new learning ideas and exchange promising practices in youth development.   • Remember to go out and VOTE tomorrow or tell everyone you know who is 18-or over to go!
  • Business Cards are coming. They will be here in time for the next meeting.
  • The new nameplates were ordered and should be here in time for the next meeting
  • Please see me to take your picture for the website before Friday 10/17.

5.  Committee Reports

Education Committee - Currently working on recommendations for the SAC. Will be attending the Board of Education’s Committee of the Whole meeting on 10/7 at 6pm – 555 Franklin Street.

Housing Committee – Currently working on creating goals for the term.

Public Health Committee - Met with a representative from the Valencia Health Clinic regarding a drop in day.

Youth Justice Committee – Currently looking for projects and setting goals for the term.

Youth Recreation & Services Committee – Currently setting goals, which include improving recreation centers, making recreation centers more fun and providing more diverse events at recreation centers.

Executive Committee – Met regarding the agenda, as well as brainstorming ideas for the term.

6.  Officer Report:

Chair – Commissioner Cottrell attended Coleman’s Budget meeting. He thinks that the Youth Commission should start thinking about its budget advocacy goals early this term.

Government Affairs Officer – Commissioner Lauterborn noted that two items that were in legislation introduced last week (specifically Rescinding the Muni Fare Hike and the Every Child Charter Amendment) were removed from this weeks agenda per the author’s request.

Operations Officer – Commissioner Champion had no report.

Community Affairs Officer – Commissioner Williams would like to meet with each Commissioner to discuss outreach goals. She will be contacting each Commissioner to set up a meeting time.

Media & Public Relations Officer – Commissioner Shy is working on getting the Youth Commission on one of the local government talk shows.

There was no legislation introduced at this meeting

 

 

9.  Old Business

  1. Discussion re: Update on Youth VOTE 2003—Youth VOTE is a collaboration between the Youth Commission, Youth Making A Change, and the Student Advisory Council of the San Francisco Unified School District. Nicole went over the results from the Special election portion of YouthVote. She noted that the rest of the results will be announced at a press conference at the end of the month. Commissioner Shy gave a report back on the Press Conference. Commissioner Baires gave a report back on the Mayor’s Candidate Forum.

 

10.  New Business

  1. Discussion re: Presentation by Tajel Shah, Department of Children Youth and Their Families, on the Children’s Services Allocation Plan. Tajel presented the Children’s Services Allocation Plan and answered questions from the Commissioners.

  2. Discussion re: Presentation by Marc Tognotti on the proposed legislation to create neighborhood assemblies in San Francisco. Marc was unable to stay for this item due to the time. He will come to the next meeting to do his presentation.
  1. Discussion and possible action re: Resolution urging the Board of Supervisors to urge the Board of Education to open a program that meets the needs of the former students of the Urban Pioneer Experimental Academy Charter as a San Francisco Unified School District (SFUSD) Program [Commissioner Lauterborn]. Commissioner Lauterborn introduced this item. There was a motion to approve this item. Motion Approved Unanimously.
