1. Call to Order and Roll Call: Commissioner Cottrell called the meeting to order at 5:00p.m. Commissioners Present: Commissioners Adofoadom, Baires, Champion, Chang, Cottrell, Fichelson, Jimenez, Koeppel, Kuang, Lazer-Smith, Lauterborn, Moir, Mourning, Recinos, Shy, Williams Commissioners Absent: Commissioners Lantz Staff Present: Nicole Derse, Colleen Montoya, Ron S. 2. Motion to approve agenda: There was a motion to approve the agenda. Motion Approved.
3. Approval of the Minutes from October 6, 2003: There was a motion to approve the minutes. Motion Approved.
4. Staff Report:
- Thursday 10/23 at 1PM, The Board of Supervisors Budget Committee will have an initial review of the Department's Budget (that includes us).
- Thursday 10/23 at 5PM, the Civic Action Innovation Fund Kick-off at DCYF
- Colleen has put in a request with the Mayor's scheduler for all Of the Mayor’s Appointees to have a meeting before the end of his term. She'll keep you updated.
- Please try and schedule meetings with staff members when you know you have something to discuss. Also please remember to use our cell phones for emergencies alone.
- You can get your business cards after the meeting but you must schedule an outreach appt. with Shanell first.
5. Committee Reports
Education Committee – Members of the Education Committee attended the Board of Education’s committee of the whole meeting and gave input on the SAC issue. They also spoke about the "There Oughta Be a Law" contest.
Housing Committee – The Housing Committee made a list of goals, the narrowed the list down to things they can accomplish and created an action plan based on their final list. They also had a presentation from a staff member of the STEP program.
Public Health Committee - The Public Health Committee will continue working on the Confidentiality in the Wellness Center issue that the committee worked on last term. They invited Janet Shalowitz, Tajel Shah, Stacey Blakenbaker, and Albert Ng to their next meeting.
Youth Justice Committee – Currently looking for projects and setting goals for the term. Kaila O ‘ Neil has joined the committee as a community member.
Youth Recreation & Services Committee – The Youth Recreation & Services Committee will be focusing on holding an event to unify youth in San Francisco. Tanea and Alyssa have joined the Committee as community members.
Executive Committee – The Executive Committee met regarding the agenda, and discussed the possibility of working towards creating a statewide Youth Commission and a regional Youth Commission Coalition.
6. Officer Report:
Chair – Commissioner Cottrell reviewed the Youth Commission referral process. He also discussed the statewide Youth Commission Project.
Government Affairs Officer – Commissioner Lauterborn Informed Commissioners about the weekly updates that he will be sending out regarding legislation from the Board of Supervisors and other legislative opportunities. He also encouraged Commissioners to talk to him about legislation that they are interested in writing.
Operations Officer – Commissioner Champion reminded the Commission of the tardy policy, and encouraged everyone to "watch your tardies."
Community Affairs Officer – Commissioner Williams would like to meet with each Commissioner to discuss outreach goals. She will be contacting each Commissioner to set up a meeting time.
Media & Public Relations Officer – Commissioner Shy is working on developing a national public relations strategy for the Commission.

8. Legislation Introduced [There will be no action taken on these items]
- Resolution Urging the San Francisco Board of Supervisors to oppose the Signs and Handbills Ordinance [Commissioner Lauterborn]. Commissioner Lauterborn introduced this item.
9. Old Business
- Discussion re: Update on Youth VOTE 2003—Youth VOTE is a collaboration between the Youth Commission, Youth Making A Change, and the Student Advisory Council of the San Francisco Unified School District. Nicole thanked Commissioner Champion and Alyssa white for getting University High School to participate in YouthVote. She reminded Commissioners that there will be a press conference announcing the full results of YouthVote on 10/27.

- Discussion and possible action re: Authorization of Absences for Commissioners Fichelson and Lazer-Smith (10/6 meeting). Commissioner Fichelson: Approved; Commissioner Lazer-Smith: Not Approved.
- Discussion and possible action re: Presentation by Marc Tognotti on the proposed legislation to create neighborhood assemblies in San Francisco. Marc Tognotti presented this item. Interested Commissioners will follow up with Marc for more information.
- Discussion and possible action re: The Youth Funding Youth Ideas (YFYI) Program of the San Francisco Department of Children, Youth, and Their Families (DCYF); Youth Commission's appointments to the Citizen Advisory Committee's YFYI Oversight Subcommittee. Ken Bukowski and Teresa Gallegos presented this item. Commissioner Cottrell will follow up with Teresa to discuss the Commissions follow up on this item in detail.
- Discussion and possible action re: Referral from the Board of Supervisors, File 031405: Charter amendment (Second Draft) to add Sections 16.123-1 through 16.123-10, to establish a Public Education Enrichment Fund. Commissioner Lauterborn introduced this item. There was a motion to support this item. In favor: Commissioners Adofoadom, Baires, Champion, Chang, Cottrell, Koeppel, Kuang, Lazer-Smith, Lauterborn, Moir, Mourning, Recinos, Shy, Williams. Opposed: Commissioners Fichelson and Jimenez. Motion Passed.
- Discussion and possible action re: Resolution urging the San Francisco Board of Supervisors to Place the "Public Education Fund Charter Amendment" on the March 2004 San Francisco Ballot, on the Condition That the SFUSD Exhibits Strong Support for Student Voice [Commissioner Lauterborn]. Commissioner Lauterborn introduced this item. There was a motion to amend the resolution to remove lines 17-24 on page 1, and lines 3-7 on page 2. In favor: Commissioners Fichelson and Jimenez. Opposed: Commissioners Adofoadom, Baires, Champion, Chang, Cottrell, Koeppel, Kuang, Lazer-Smith, Lauterborn, Moir, Mourning, Recinos, Shy, Williams. Motion fails. There was a motion to support this resolution. In favor: Commissioners Adofoadom, Baires, Champion, Chang, Cottrell, Koeppel, Kuang, Lazer-Smith, Lauterborn, Moir, Mourning, Recinos, Shy, Williams. - Discussion and possible action re: Referral from the Board of Supervisors, File 031635: Resolution urging the Department of Public Health to advance universal health care coverage in the City and County of San Francisco by extending health insurance coverage to the uninsured young adults ages 19-24 through the City’s Healthy Kids Program. Commissioner Lauterborn introduced this item. Cathy Garza from Supervisor Newsom’s office and Jim Souse from the Department of Public Health answered questions from the Commission. There was a motion to approve this item. In favor: Commissioners Adofoadom, Baires, Champion, Chang, Cottrell, Fichelson, Jimenez, Koeppel, Kuang, Lazer-Smith, Lauterborn, Moir, Mourning, Recinos, Shy, Williams. Opposed: none. Motion Approved.

There was a motion to have the public Health Committee write a statement of behalf of the Youth Commission to the Board of Supervisors. In favor: Commissioners Adofoadom, Baires, Champion, Cottrell, Fichelson, Jimenez, Koeppel, Kuang, Lazer-Smith, Moir, Mourning, Recinos, Shy, Williams. Opposed: None. Motion Approved.
The Public Health Committee issued the following statement:
The San Francisco Youth Commission supports the resolution urging the Department of Public Health to expand San Francisco's Healthy Kids Program to uninsured youth ages 19-24. It is our responsibility to look out for the health of all San Francisco youth ages 12-23. We believe that this resolution is essential in supporting healthier youth in San Francisco.
San Francisco is one of the most expensive places to live in the nation. Due to high financial demands, many young people in the city cannot afford the price of health care. 44% of San Franciscan ages 19-24 are uninsured. As a result of the age limit that restricts eligibility for Med-Cal, Healthy Families, and other publicly financed programs, there is a huge gap in the accessibility of health care. We believe that this resolution will work to fill this gap.
- Discussion and possible action re: Referral from the Board of Supervisors, File 031680: Resolution urging the San Francisco Unified School District to consult with, and obtain the approval of, the Crestlake Property Owners Association, the Lakeside Homes Association, the Lakeside Property Owner’s Association, the Merced Manor Property Owner’s Association, the West of Twin Peaks Central Council, and the District Seven Advisory Council before implementing a plan to allow homeless individuals to use shower facilities at Lowell High School. Commissioner Cottrell introduced this item. There was a motion to approve this item. In favor: Commissioners Adofoadom, Baires, Champion, Cottrell, Fichelson, Jimenez, Koeppel, Kuang, Lazer-Smith, Moir, Mourning, Recinos, Shy, Williams. Opposed: None. Motion Approved.
There was a motion to approve the following statement:
The San Francisco Youth Commission urges the Board of Supervisors to amend the resolution by adding the Lowell Student Association (LSA), Lowell High School’s student government association, to the list of community organizations that should be consulted on the proposed shower program. We believe the students of Lowell High School should have input in to whether or not their showers are used for the shower program for the homeless.

- Discussion and possible action re: Referral from the Board of Supervisors, File 030869: Ordinance amending the San Francisco Health Code by adding Article 19H to require a permit for tobacco sales and amending the San Francisco Business and Tax Regulations Code by adding section 249.16 to set the fee for the tobacco sales permit. Commissioner Cottrell introduced this item. There was a motion to approve this item. In favor: Commissioners Adofoadom, Baires, Champion, Cottrell, Fichelson, Jimenez, Koeppel, Kuang, Lazer-Smith, Moir, Mourning, Recinos, Shy, Williams. Opposed: None. Motion Approved
There was a motion to approve the following statement:
The San Francisco Youth Commission supports the ordinance to require retailers to purchase a permit for tobacco sales. We believe that it is our job to look out for the health of San Francisco's youth and we think that this ordinance is an important way to support healthier youth in San Francisco.
The smoking rate of youth in San Francisco has increased. 25% of youth in San Francisco can purchase tobacco products illegally. Tobacco permitting is voluntary; only retailers who chose to sell tobacco products need a permit. This permit would penalize the storeowners for selling tobacco products illegally, not the youth.
Currently there is no record of the number of stores selling tobacco products illegally. The permit would keep track of all stores who sell tobacco products. This permit would protect children and youth from these deadly products.
