1. Call to Order and Roll Call: Commissioner Cottrell called the meeting to order at 5:03p.m. Commissioners Present: Commissioners Adofoadom, Baires, Champion, Chang, Cottrell, Fichelson, Jimenez, Koeppel, Kuang, Lazer-Smith, Lantz, Lauterborn, Moir, Mourning, Recinos, Shy, Williams Staff Present: Nicole Derse, Colleen Montoya, Ron S. McCan
2. Motion to approve agenda: There was a motion to approve the agenda. Motion Approved.
3. Approval of the Minutes from October 20, 2003: There was a motion to approve the minutes. Motion Approved.
4. Staff Report:
- Tue Board Mtg: SFUSD Public Education Charter Amendment on agenda #17 - public testimony is allowed!!
- Child Advocacy Strategy For The Run-Off Election - Thursday, November 6th , 12pm at Coleman Advocates - 459 Vienna St. (@ Persia)
- SABE Conference – Student Advisory Board on Education November 8-12

- The staff puts things in your mailbox often. Please make sure that you check your box on a regular basis and that you throw away things you don't need. Please do not use your mailbox as a file cabinet...if you need file space, see Ron.

5. Committee Reports
Education Committee – The Education Committee discussed sending banning military recruitment in schools and the student input issues to the "There Oughta Be a Law" contest. Wayne McDonald from Urban Pioneers will be coming to the next Education Committee meeting.
Housing Committee – The Housing Committee is working on issues surrounding the STEP Program.
Public Health Committee - The Public Health Committee met with Janet Shalowitz from the Adolescent Health Working Group. They are looking into producing a "know your rights day".
Youth Justice Committee – Currently looking for projects and setting goals for the term. They will be meeting with the education committee on Wednesday.
Youth Recreation & Services Committee – The Youth Recreation & Services Committee will be writing a resolution to declare San Francisco in a State of Emergency for recreational activities. They will be holding a hearing on January 15, 2004 to address this issue. They will also be holding interviews for a seat on the Skateboarding Task Force.
Executive Committee – The Executive Committee met regarding the agenda.
6. Officer Report:
Chair – Commissioner Cottrell attended a conference on youth leadership in San Jose with members of the executive committee. They spoke with Senator Alpert regarding the Statewide Youth Commission.
Government Affairs Officer – Commissioner Lauterborn sent out his weekly legislation update.
Operations Officer – Commissioner gave a report back on the Hearing on the Status of Girls she attended hosted by the Commission on the Status of Women.
Community Affairs Officer – Commissioner Williams will be doing a presentation on the Youth Commission 2003-2004 Outreach plan at the next meeting.
Media & Public Relations Officer – Commissioner Shy was on the cover of the Bay Times. He also thanked everyone who participated in the Press Conference last week.

8. Legislation Introduced [There will be no action taken on these items]
- Discussion re: Youth Commission Statement on the Pledge of Allegiance
[Commissioners Kuang, Lantz and Lauterborn]. Commissioner Lauterborn
introduced this item.
9. Old Business
- Discussion re: Update on Youth VOTE 2003—Youth VOTE is a collaboration between the Youth Commission, Youth Making A Change, and the Student Advisory Council of the San Francisco Unified School District. Nicole thanked everyone who participated in YouthVote, and led a debrief on the YouthVote project.
10. New Business
- Discussion and possible action re: Authorization of Absences for Commissioner Lantz (10/20 meeting). Commissioner Lantz: Excused.
- Discussion and possible action re: Referral from the Board of Supervisors, File 1574: Charter Amendment - Board of Supervisors to respond to all orders or requests for the production of City records under designated state and federal laws. Supervisor McGoldrick presented this item and answered questions from Commissioners. There was a motion to support this item. The motion was approved unanimously.
There was a motion to send the following statement to the Board of Supervisors:
In YouthVote 2003, 75% of the 6398 students who participated stated that "they do not support the government limiting their privacy for the sake of national security."
The Youth Commission is dedicated to carrying out the will of its constituency, and therefore urge the Board f Supervisors to put it on the March Ballot in 2004.
The motion was approved unanimously.
- Discussion and possible action re: Resolution Urging the San Francisco Board of Supervisors to oppose the Signs and Handbills Ordinance [Commissioner Lauterborn]. Commissioner Lauterborn presented this item. There was a motion to add a line after line 13 that reads:
WHEREAS, Many posted signs and handbills contribute to the culture and diversity of San Francisco; and,
In favor: Commissioners Adofoadom, Baires, Champion, Chang, Cottrell, Jimenez, Koeppel, Lantz, Lazer-Smith, Lauterborn, Moir, Recinos, and Williams. Opposed: Commissioners Fichelson and Kuang. Absent: Commissioners Mourning and Shy. Motion Approved.
There was a motion to approve this item. In Favor: Commissioners Baires, Champion, Cottrell, Koeppel, Kuang, Lantz, Lazer-Smith, Lauterborn, Moir, Recinos, and Williams. Opposed: Commissioners Adofoadom, Chang, Fichelson and Jimenez. Absent: Commissioners Mourning and Shy. Motion Approved.
