1. Call to Order and Roll Call: Commissioner Cottrell called the meeting to order at 5:00p.m. Commissioners Present: Commissioners Champion, Chang, Cottrell, Fichelson, Jimenez, Koeppel, Kuang, Lazer-Smith, Lantz, Lauterborn, Moir, Mourning, Recinos, Shy, Williams Absent: Commissioners Adofoadom and Baires Staff Present: Colleen Montoya, Ron S. McCan
2. Motion to approve agenda: There was a motion to approve the agenda. Motion Approved.
3. Approval of the Minutes from November 17, 2003: There was a motion to approve the minutes. Motion Approved.

5. Committee Reports
Education Committee – The Education Committee met with Wayne McDonald from Urban Pioneers.
Housing Committee – The Housing Committee will be scheduling a tour of Larkin Street Youth Center in December.
Public Health Committee - The Public Health Committee discussed plans for know your rights day.
Youth Justice Committee – The Youth Justice Committee is brainstorming projects for the term.
Youth Recreation & Services Committee – The Youth Recreation & Services Committee is working on the January 15th hearing.
Executive Committee – The Executive Committee is preparing for their meeting on 12/8 at 6:30 regarding the creation of a Statewide Youth Commission.
6. Officer Report:
Chair – Commissioner Cottrell met with Maureen Sedonan from YLI to discuss the Statewide Youth Commission.
Government Affairs Officer – Commissioner Lauterborn reminded everyone to check in with their appointing officer and be ready to report back to the Commission at the 12/15 meeting. He also reported that the SAC bylaws will be presented to the Board of Education.
Operations Officer – Commissioner Champion will be checking in with Commissioners regarding their attendance. She also reminded Commissioners that leaving meetings early is not ok, and to please plan on staying for the full meeting.
Community Affairs Officer – Commissioner Williams will be scheduling a meeting with Ron Vinson in the Mayor’s Office of Neighborhood Services to discuss ways that the Youth Commission can work with MONS.
Media & Public Relations Officer – Commissioner Shy is working on the Press Releases for Youth Recognition Day on 12/16.

- Discussion and possible action re: Presentation by Edward Harrington, Controller for the City & County of San Francisco, on the City Budget outlook for the 2004-2005 Fiscal Year. Mr. Harrington presented this item, and answered questions from the Commissioners.
- Discussion and possible action re: Referral from the Board of Supervisors, File 031881: Resolution approving the Children’s Services Allocation Plan for the Children’s Fund in accordance with Section 16.108 of the San Francisco Charter. Ken Bukowski, Assistant Director of Budget and Administration, Department of Children Youth & Their Families presented this item and answered questions from the Commissioners. There was a motion to support this item. MOTION APPROVED.
- Discussion and possible action re: Referral from the Board of Supervisors, File 031851: Resolution endorsing the transfer of State general funds from the State to the California Mental Health Directors Association for a contract to provide services to foster care and other Medi-Cal eligible children placed outside of San Francisco, for the period of July 1, 2003 through June 30, 2004. Sai Linc Chan-Su from the Department of Public Health Presented this item and answered questions from the Commissioners. There was a motion to approve this tem. MOTION APPROVED.
- Discussion and possible action re: Resolution declaring a "health crisis for youth" in San Francisco due to a lack of safe entertainment and recreation venues [Commissioner Shy]. There was a motion to amend the whereas statement beginning on line 23 to read:
WHEARAS, San Francisco Youth are compelled to turn to many other municipalities such as Sacramento and other jurisdictions with modern permit laws that allow 18 and over venues to remain open, thus greatly reducing the financial benefit to the City & County of San Francisco; and,
In favor: Commissioners Champion, Cotrell, Fichelson, Jimenez, Koeppel, Kuang, Lantz, Lazer-Smith, Lauterborn, Moir, Mourning, Recinos and Williams. Opposed: Commissioners Chang and Shy. MOTION APPROVED.
There was a motion to approve this resolution. MOTION APPROVED.
- Discussion and possible action re: Resolution commending the International Human Rights Day Celebration and the continuing campaign to ensure the right of all workers to form labor unions. Commissioner Lantz presented this item. There was a motion to approve this item. MOTION APPROVED.
