1. Call to Order and Roll Call: Commissioner Cottrell called the meeting to order at 5:00p.m. Commissioners Present: Commissioners Adofoadom, Baires, Champion, Cottrell, Fichelson, Jimenez, Koeppel, Kuang, Lazer-Smith, Lantz, Lauterborn, Moir , Mourning, Recinos Shy, Williams Absent: Commissioner Chang Staff Present: Nicole Derse, Ron S. McCan.
2. Motion to approve agenda: There was a motion to approve the agenda. Motion Approved.
3. Approval of the Minutes from December 1, 2003: There was a motion to approve the minutes. Motion Approved.

5. Committee Reports
Education Committee – The Education Committee discussed police in schools issue.
Housing Committee – The Housing Committee visited Larkin Street Youth Center. The met with the director and spoke with some of the young people who are currently staying in the shelter.
Public Health Committee - The Public Health Committee is working on the Know Your Rights Day.
Youth Justice Committee – The Youth Justice Committee met with Gary Berringer. They will be joining the JDAI Committees.
Youth Recreation & Services Committee – The Youth Recreation & Services Committee is working on the Recreation Revolution Hearing on 1/15.
Executive Committee – The Executive discussed the Statewide Youth Commission project and the agenda for 12/15.
6. Officer Report:
Chair – Commissioner Cottrell sent a letter to the Mayor’s Transition Team per Mayor Elect Newsom’s request, about how the Youth Commission can work more with the Mayor’s Office.
Government Affairs Officer – Commissioner Lauterborn had no report
Operations Officer – Commissioner Champion reminded everyone that there will be a New Year’s kick off party in the Youth Commission office following tonight’s meeting.
Community Affairs Officer – Commissioner Williams will start checking in with Commissioners about check in’s with community organizations in their districts.
Media & Public Relations Officer – Commissioner Shy is working on the Recreation Revolution Hearing and encourages everyone to attend.

8. Legislation Introduced [There will be no action taken on these items]
- Resolution promoting voter participation in public universities [Commissioner Lauterborn]. Commissioner Lauterborn introduced this item and answered questions from the Commission.

10. New Business
- Discussion and possible action re: Authorization of Absences for Commissioners Moir and Recinos (December 15, 2003). Commissioner Moir: Excused; Commissioner Recinos: Excused
- Discussion and possible action re: Referral from the Board of Supervisors, File No 031992: Ordinance amending Section 596 of the San Francisco Health Code and Sections 37.3, 37.9, 72.1 to 72.3, inclusive and 72. 5 of the San Francisco Administrative Code (in regards to lead hazards). There was a motion to support this item. MOTION APPROVED.
- Discussion and possible action re: Preparing for Know Your Rights Day. Commissioner Williams and Commissioner Champion informed the Commission about doing "Know your Rights" Workshops at the Young Women’s Conference on March 10, 2004.
- Discussion and possible action re: SAC/YC Joint Committee. Commissioner Cottrell reminded the Commission about the SAC/YC Joint Committee, and took names of Commissioners who said they would be interested in sitting on the committee. He will follow up with those individuals once the date has been set.
