1.  Call to Order and Roll Call: Commissioner Cottrell called the meeting to order at 5:00p.m. Commissioners Present: Commissioners Adofoadom, Baires, Chang, Champion, Cottrell, Fichelson, Koeppel, Kuang, Lazer-Smith, Lantz, Lauterborn, Moir, Mourning, Recinos Williams Absent: Commissioners Jimenez and Shy Staff Present: Nicole Derse, Ron S. McCan, and Colleen Montoya.

2.  Motion to approve agenda: There was a motion to approve the agenda. Motion Approved.

3.  Approval of the Minutes from December 1, 2003
: There was a motion to approve the minutes. Motion Approved.

5.  Committee Reports

Education Committee – The Education Committee discussed the irradiated foods issue.

Housing Committee – The Housing Committee is working on creating better outreach to Homeless youth.

Public Health Committee - The Public Health Committee asked others to start thinking about workshops that they would like to present at thee Young Women’s Health Conference.

Youth Justice Committee – The Youth Justice Committee met with Gwendolyn Tucker, Chief Probation Officer of the Juvenile Probation Department.

Youth Recreation & Services Committee – The Youth Recreation & Services Committee deferred their report to item 10F on the agenda.

Executive Committee – The Executive discussed the Statewide Youth Commission project and the agenda for this meeting.

 

6.  Officer Report:

Chair – Commissioner Cottrell met with a representative from Congresswoman Nancy Pelosi’s office and other members of the Youth Commission to discuss possible areas of collaboration. He also met with the chair of the Berkeley Youth Commission.

Government Affairs Officer – Commissioner Lauterborn had no report

Operations Officer – Commissioner Champion reminded everyone about the Mid Year Retreat this coming Saturday 1/24 and Sunday 1/25.

Community Affairs Officer – Commissioner Williams reminded everyone to give their outreach numbers to Nicole after doing presentations.

Media & Public Relations Officer – Commissioner Shy was absent from this meeting.

10.  New Business

A.  Discussion and possible action re: Authorization of Absences for Commissioner Chang (1/5 meeting). Commissioner Chang: Excused.


B.  Discussion and possible action re: Board of Supervisors, File No 032029: Ordinance amending Section 1070.19 of the Police Code to permit bona fide public eating places or places of entertainment that have no liquor license to apply for and receive an extended hours permit from the Entertainment Commission. John Wood from the late Night Coalition gave Public Comment on this item. There was a motion to approve this item. MOTION APPROVED.

C.  Discussion and possible action re: Board of Supervisors, File No 040057: Resolution urging the California State Legislature to pass legislation to modernize laws related to alcohol closing hours. David Owen from Supervisor Peskin’s office presented this item. John Wood from the late Night Coalition spoke in public comment. There was a motion to approve this item. MOTION APPROVED.


D.  Discussion and possible action re: Annual report to the Youth Commission from the Skateboarding Task Force
. Jesse Arreguin from the Skateboarding Task Force presented to the Commission on the current projects of the Task Force.

E.  Discussion and possible action re: Resolution promoting voter participation in public universities [Commissioner Lauterborn]. There was a motion to approve this item. Motion Approved.


F.  Discussion and possible action re: Report back from the "Recreation Revolution" Hearing held on Thursday, January 15, 2004 [Youth Recreation & Services Committee]. The Committee members gave a report on the Recreation Revolution Hearing. There were over 150 people in attendance. The Committee will be holding a follow up meeting on 2/5.


G.  Discussion and possible action re: Youth Commission Mid-Year Retreat to be held on January 24-25, 2004. Colleen went over the details of the retreat and asked everyone to return their release forms ASAP.
