  1. Call to Order and Roll Call: Commissioner Cottrell called the meeting to order at 5:07p.m. Commissioners Present: Commissioners Adofoadom, Baires, Chang, Champion (Tardy), Cottrell, Fichelson, Jimenez (Tardy), Koeppel, Kuang, Lazer-Smith, Lantz, Lauterborn, Moir, Mourning, Recinos, Shy Absent: Commissioners Koeppel and Williams Staff Present: Nicole Derse, Ron S. McCan, and Colleen Montoya.

  2. Motion to approve agenda: There was a motion to approve the agenda. Motion Approved.

  3. Approval of the Minutes from January 20, 2004: There was a motion to approve the minutes. Motion Approved.

  4. Staff Report:

    The Boys and Girls Club is holding a resource fair and they have asked the Youth Commission to table. The event is Friday 2/13 from 4-7pm at 450 Guerrero Street. Commissioner Adofoadom said she would like to table at this event.

    Lyric’s OHMY Conference is this Saturday, February 14th 9-5pm at Horace Mann Middle School – 3351 23rd Street in SF.

    The Office will be closed on Monday 2/16 for President’s Day. The next Youth Commission meeting will be on Tuesday 2/17 in room 278.

    The next leadership training will be held on Saturday 3/16. The topic will be announced at a later date.

  5. Committee Reports

Education Committee – The Education Committee is working on their survey. They also announced that the SAC Bylaws would not be passed for two more weeks due to legal issues.

Housing Committee – The Housing Committee is working on creating better outreach to Homeless youth. The Committee also spoke with members of the Board of Supervisors about the implementation of supportive housing and how the Mayor’s Office of Homelessness will restructure their department.

Public Health Committee - The Public Health Committee had no report.

Youth Justice Committee – The Youth Justice Committee held a joint committee meeting with the Education Committee. They are working on getting their survey into schools.

Youth Recreation & Services Committee – The Youth Recreation & Services Committee is preparing for the "Recreation Revolution Hearing" follow up Thursday 2/12 at 5:30pm.

Executive Committee – The Executive discussed the Statewide Youth Commission project and the agenda for this meeting.

 

  1. Officer Report:

    Chair – Commissioner Cottrell developed a rough outline of what the duties of the Statewide Youth Commission would be. He is also working to send out invitations for a meeting to be held on 2/18 regarding the statewide Youth Commission. He also presented a plaque to Margaret Brodkin, honoring her for 25 years of service as the Executive Director of Coleman Advocates.

    Government Affairs Officer – Commissioner Lauterborn reported that he will be putting legislation updates in everyone’s box, and asked people to check their boxes regularly. He also asked Commissioners to e-mail him with ideas about legislation that they would like to work on.

    Operations Officer – Commissioner Champion had no report.

    Community Affairs Officer – Commissioner Williams was absent from this meeting.

    Media & Public Relations Officer – Commissioner Shy is working on the follow up from the Recreation Revolution.

  1. Youth Commission statement combating sexual assault and abuse in SFUSD schools [Commissioners Lantz & Lauterborn]. Commissioner Lauterborn introduced this item.

10.  New Business

  1. Discussion and possible action re: Authorization of Absences for Commissioner Adofoadom (1/24, 1/25 meeting), Jimenez (1/20 meeting), and Shy (1/20 meeting). Commissioner Adofoadom: 1/24 unexcused, 1/25 excused, Commissioner Jimenez: 1/20 excused; Commissioner Shy: 1/20 excused

  2. Discussion and possible action re: Presentation by Ayoka Turner, Executive Director of YouthSpace, on the status of YouthSpace. Ayoka reported that $50, 000 was at risk of being cut in the upcoming fiscal year, and asked the Youth Commission to be advocates for YouthSpace in upcoming budget conversations.

  3. Discussion and possible action re: Board of Supervisors, File 040112: Resolution ratifying that the Board of Supervisors declares the month of February 2004 as "Prevent Childhood Exposure to Violence Month" in the City and County of San Francisco. There was a motion to support this item. Motion Approved.

  4. Discussion and possible action re: Youth Commission Budget Advocacy for the 2004/05 Fiscal Year, including how the Commission will involve youth in the budget process. Nicole announced that the Youth Commission’s Budget Committee will be meeting on Wednesday 2/11 at 4pm. She also announced upcoming departmental budget meetings. Teresa Gallegos from the CAC spoke in public comment.

  5. Discussion and possible action re: Solutions to prevent sexual harassment in the San Francisco Unified School District [Commissioners Lantz & Lauterborn]. Commissioners Lantz and Lauterborn introduced this item. Commissioners discussed possible ways that the SFUSD could prevent sexual harassment. Alan Wong from the SAC spoke in public comment.

  6. Discussion and possible action re: Youth Commission participation at the Young Women’s Health Conference to be held on March 10, 2004 [Commissioner Champion]. Commissioner Champion would like every committee to be involved with presentations. Male Commissioners are also welcome to facilitate workshops, as long as there is a Female Commissioner with them.

  7. Discussion and possible action re: Youth Commission statement regarding irradiated foods [Commissioner Lauterborn]. Commissioner Lauterborn introduced this item. There was a motion to approve this item. Motion Approved.

13.  Adjournment: Commissioner Lantz requested that the meeting be adjourned in honor of Ms. Judith Cushner, Director of the Laurel Hill Nursery School who passed away on Saturday, February 7, 2004. Ms. Cushner was a pioneer in affordable day care, pre-school and pre-kindergarten. The meeting was adjourned at 7:15pm.
