- Call to Order and Roll Call: Commissioner Cottrell called the meeting to order at 5:00p.m. Commissioners Present: Commissioners Adofoadom, Baires, Champion, Chang, Cottrell, Fichelson, Kuang, Koeppel, Lantz, Lauterborn, Lazer-Smith, Moir, Mourning, Williams and Shy Absent: Commissioners Jimenez and Recinos Staff Present: Nicole Derse, Ron S. McCan, and Colleen Montoya.
- Motion to approve agenda: There was a motion to approve the agenda. Motion Approved.
- Approval of the Minutes from April 5, 2004: There was a motion to approve the minutes. Motion Approved.
- Staff Report:
- Committee Reports
Education Committee – The Education Committee Discussed the Committees priorities.
Housing Committee – The Housing Committee updated the Commission on their current projects.
Public Health Committee - The Public Health Committee attended the Adolescent Health Working Group Steering Committee meeting.
Youth Justice Committee – The Youth Justice Committee will be hosting a hearing in the Bayview at Southeast Community Center on 5/12 to discuss the recent violence in Bayview/Hunter’s Point.
Youth Recreation & Services Committee – The Youth Recreation & Services Committee discussed the Gallery 37 project.
Sexual Harassment Prevention Ad hoc Committee – the Sexual Harassment Prevention Ad hoc Committee is working on setting goals for their Committee.
Executive Committee – The Executive discussed the agenda for this meeting.
- Officer Report:
Chair – Commissioner Cottrell gave a report back on the SFCAN meeting he attended with Mayor Newsom.
Government Affairs Officer – Commissioner Lauterborn announced that he would be out of town during the next meeting. He also said that he is available to assist anyone with any legislation that they would like to introduce.
Operations Officer – Commissioner Champion has no report.
Community Affairs Officer – Commissioner Williams gave a report Coleman Youth Rally, and the new Police Commission appointees. She also noted that she will be attending a conference next week in Houston, Texas on school reform.
Media & Public Relations Officer – Commissioner Shy updated the Commission on current media articles featuring Commissioners. He also announced that the Youth Commission will be publishing its spring newsletter, and requested articles from Commissioners.

- Consent Calendar – There was a motion to approve all items on the Consent Calendar. Motion Approved Unanimously.
- Legislation Introduced [There will be no action taken on these items]
- Resolution urging Mayor Gavin Newsom to make the appointment of School District Liaison a priority [Commissioner Williams]. Commissioner Williams introduced this item.
- Old Business
- Discussion and possible action re: Youth Commission Budget Advocacy for the 2004/05 Fiscal Year, including how the Commission will involve youth in the budget process. Commissioner Cottrell reviewed some major points from the SFCAN meeting he attended. Nicole gave an update on the Board of Supervisors Budget Committee community meeting schedule.
- Discussion and possible action re: Youth Commission Statement regarding The San Francisco Unified School District’s Dream Schools Initiative [Commissioners Baires and Lauterborn]. Commissioner Lauterborn introduced this item. There was a motion to approve this item. In Favor: Commissioners Adofoadom, Baires, Champion, Chang, Cottrell, Fichelson, Koeppel, Kuang, Lantz, Lazer-Smith, Lauterborn, Moir and Shy. Opposed: Commissioner Williams. Motion Approved.
- Discussion and possible action re: Youth Commission appointment to the Childhood Nutrition and Physical Activity Task Force [Commissioner Adofoadom]. Commissioner Adofoadom announced that she was unable to continue being on the Childhood Nutrition and Physical Activity Task Force. Commissioner Mourning noted that she was interested in taking Commissioner Adofoadom’s seat on the task force, as long as the meetings were after school. Commissioner Lauterborn added that he would take the seat if Commissioner Mourning was unable to do so. The staff will find out the meeting schedule and report to the Commission at the next meeting.
- New Business
- Discussion and possible action re: Presentation by Mayor Gavin Newsom. Mayor Newsom spoke to the Commissioners about the budget landscape, and his plans, as well as answered questions from the Commissioners.
- Discussion and possible action re: Presentation by Christine Ragan on the San Francisco Fire Department’s 04/05 Proposed Budget and cuts impacting children and youth. Ms. Ragan presented information on the SFFD’s Budget, and answered questions from the Commissioners.
- Discussion and possible action re: Urging the San Francisco Board of Supervisors to urge Governor Schwarzenegger and the California State Legislature not to cut funding for Temporary Aid to Needy Families [Commissioner Baires]. Commissioner Baires introduced this item. There was a motion to approve this resolution. Motion Approved Unanimously.
- Discussion and possible action re: Resolution urging the San Francisco Board of Supervisors to urge the State of California to pass SCA-19 and lower the voting age to 14. [Commissioner Cottrell]. Commissioner Cottrell introduced this item. There was a motion to approve this item with amendments. In Favor: Commissioners Adofoadom, Baires, Cottrell, Jimenez, Lauterborn, Moir, Mourning, Shy and Williams. Opposed: Commissioners Champion, Chang, Fichelson, Kuang, Lantz. Motion Approved.
- Discussion and possible action re: Resolution commending the statewide rally in Sacramento on May 1, 2004 to protest the Governor's choice of cutting education spending while continuing to fund the California Youth Authority (CYA) [Commissioner Cottrell]. Commissioner Cotrell introduced this item. There was a motion to approve this item. Motion Approved Unanimously.
- Discussion and possible action re: Resolution Commending the Feminist Majority, the National Organization for Women (NOW), NARAL Pro-Choice America and Planned Parenthood Federation of America for organizing the March for Women’s Lives in response to the "Partial-Birth Abortion Ban" [Commissioners Williams and Champion]. Commissioner Williams introduced this item. There was a motion to approve this item. In Favor: Commissioners Baires, Champion, Cottrell, Fichelson, Koeppel, Lantz, Lauterborn, Moir, Mourning, Shy and Williams. Opposed: Commissioners Adofoadom and Kuang. Motion Approved.
- Discussion and possible action re: Resolution commending Elizabeth Goldstein for all the years she has contributed to the Recreation and Parks Department and to the youth of San Francisco [Commissioner Chang]. Commissioner Chang introduced this item. There was a motion to approve this item. Motion Approved Unanimously.
- Discussion and possible action re: Letter urging the Mayor to prioritize the selection of a new General Manager of the Recreation and Parks Department. Commissioner Cottrell introduced this item. There was a motion to approve this item. Motion Approved Unanimously.
- Discussion and possible action re: Authorization of Absences for Commissioners Adofoadom, Champion, Koeppel and Lazer-Smith (4/5 meeting). Commissioner Adofoadom: Approved; Commissioner Champion: Approved; Commissioner Koeppel: Approved; Commissioner Lazer-Smith: Approved.
