1. Call to Order and Roll Call: Commissioner Lantz called the meeting to order at 5:00p.m. Commissioners Present: Commissioners Baires, Copi, Hall, Jackson, Kwong, Lantz, Lauterborn, Lazer-Smith, Moir, Mourning, Rodriguez, White, and Williams Commissioners Absent: Commissioners Chang, Der, Herzallah, and McLaughlin Staff Present: Colleen Montoya, Ron S. McCan, and Ayoka Turner.
2. Motion to approve agenda: There was a motion to approve the agenda. Motion Approved.
3. Staff Report:
- National League of Cities Conference – Promoting Youth Participation in Local Government on Saturday, November 13 in San Jose. The Youth Commission is doing two workshops - Commissioners are needed to present.
- On Tuesday, November 9th, the San Francisco Diplomacy Council will be visiting the Youth Commission. Representatives from 15 different countries, including Algeria, Thailand, Uganda, Pakistan, and Iraq will be here to learn about the role youth play in local government.
- YouthWorks wants to bring their group of youth leaders to talk to the Youth Commission about their ideas regarding school budget advocacy.
- Reminder: Youth Recognition Day will be held on Tuesday, December 14th at 3:30 pm!
- Don’t forget to VOTE tomorrow, November 3rd.
4. Officer Report:
Chair – Commissioner Lantz asked everyone to remember to be respectful of invited speakers at our meetings.
Community Affairs Officer - Commissioner Williams asked everyone to give her outreach numbers after presentations.
Operations Officer – Commissioner Mourning would like to set up check-in meetings with all Commissioners regarding their experience this term.
Government Affairs Officer – Commissioner Jackson reminded Commissioners to inform other Commissioners when they are meeting with Supervisors and other elected officials in case there are any other Commissioners interested in speaking with them on the issue.
Media & Public Relations Officer – Commissioner White gave a report on the YouthVote Press Conference.

6. Consent Calendar There were no items on the Consent Calendar.
7. Legislation Introduced There was no Legislation Introduced.
8. Old Business
- Discussion and possible action re: Referral from the Board of Supervisors, File 041307: Ordinance amending the San Francisco Health Code by adding Article 19 I, encompassing Sections 1009.80 et seq., to prohibit smoking on any unenclosed area of property in the City and County of San Francisco that is open to the public under the jurisdiction of the Recreation and Park Commission or any other City department if the property is a park, square, garden, playground, sport or playing field, pier, or other property used for recreational purposes. Jennifer Entine Matz, Legislative Aide to Supervisor Alioto-Pier presented this item and answered questions for the Commissioners. There was a motion to approve this item. MOTION FAILED. 7 in favor. 6 opposed.
9. New Business
- Discussion and possible action re: Presentation by Young Workers United regarding their Appeal for Justice and sick day legislation. Members of Young Workers United presented this item and spoke of the employment conditions at the Cheesecake Factory, and asked the Commission to support their Appeal for Justice and Sick Day Legislation. There was a motion to approve this item. MOTION APPROVED. Unanimous.
- Discussion and possible action re: Memorandum of understanding between the San Francisco Police Department and the San Francisco Unified School District regarding the Student Resource Officer Program. Lieutenant Colleen Fatooh, SFPD, Presented this item and answered questions from Commissioners. There was a motion to move this item to the Youth Justice Committee. MOTION APPROVED. Unanimous.
- Discussion re: Gang Resistance Education and Training (GREAT) Grant and the COPS in Schools (CIS) Grant. Lieutenant Colleen Fatooh, SFPD, presented this item and answered questions from Commissioners
- Discussion and possible action re: Resolution urging the Mayor and the Board of Supervisors to Proclaim November 15-19, 2004 International Education Week in the City and County of San Francisco [Commissioner Rodriguez]. There was a motion to approve this item. MOTION APPROVED. Unanimous.
- Discussion re: YouthVote 2004 Results. Colleen reviewed the results of YouthVote 2004.
- Discussion and possible action re: Approval of Absences for Commissioners Baires (9/7 & 10/18 meetings) and Hall (10/18 meeting). Commissioner Baires: Excused (both); Commissioner Hall: Excused.
