- Call to Order and Roll Call: Commissioner Mourning called the meeting to order at 5:00 p.m. Commissioners Present: Commissioners Baires, Copi, Der, Jackson, Kwong, Lauterborn, McLaughlin, Mourning, Rodriguez, and White Commissioners Absent: Commissioners Chang, Herzallah, Hall, Lantz, Lazer-Smith, Moir, Williams Staff Present: Colleen Montoya
- Motion to approve agenda: There was a motion to approve the agenda. MOTION APPROVED.
- Motion to approve minutes of January18, 2005: An amendment was made to add Commissioner Chang to the list of Commissioners Present. There was a motion to approve the minutes. MOTION APPROVED
- Committee Report:
Youth Justice Committee – The Committee gave an update on the status of the hiring process of the new Chief Probation Officer for the Juvenile Probation Department
Public Health and Housing Committee – The Committee discussed potential and upcoming projects, including advocacy regarding the housing needs of transitional and emancipated youth.
Youth Recreation and Services Committee – The Committee reported on its effort to assess the impact of budget cuts on Recreation Center and youth-serving organizations in San Francisco.
Youth Employment Committee – The Committee had no report.
Executive Committee – The Committee had no report.
- Officer Report:
Chair – Commissioner Lantz was absent from the meeting.
Community Affairs Officer - Commissioner Williams was absent from the meeting.
Operations Officer – Commissioner Mourning had no report.
Government Affairs Officer – Commissioner Jackson discussed his involvement in an upcoming hearing/press conference regarding State legislation concerning employee break policy.
Media & Public Relations Officer – Commissioner White researched recent Youth media articles and presented a brief synopsis to the Commission.

- Old Business
- Referral from the Board of Supervisors, File 041488: Ordinance adding Article 10.2 to the San Francisco Police Code, regulating businesses that rent computer time to patrons by prohibiting minors from using game controllers or renting computer time for purposes of gaming during certain times, requiring supervision, regulating waiting lists, posting hours of operation, and providing for a penalty. Presentation by Jaynry Mak, Office of Supervisor Fiona Ma. Discussion followed. There was a motion by Commissioner Rodriguez to support the new revised version of File 041488. Seconded by Commissioner Jackson. MOTION APPROVED 10-0.
- Presentation by Ted Lowenberg, Chair, Skateboarding Task Force, on File 041745: Ordinance amending the San Francisco Traffic Code by amending section 100 (Ord. No. 300-98) so that it no longer applies to skateboard riders; repealing a second section 100 (Ord. No. 385-98); repealing sections 100.1 through 100.6, which established a pilot program regulating roller and in-line skaters that has now expired; and adding a new section 100.1, regulating the riding of skateboards in San Francisco. Mr. Lowenberg announced that the item would be in the Board of Supervisors Land Use Committee on Wednesday, February 9 at 1:00 pm.
- Discussion re: Youth Commission Budget Advocacy for the 2005/06 Fiscal Year, including how the Commission will involve youth in the budget process. The next Budget Committee meeting was announced for Wednesday, February 9 at 6:00 pm.
10. New Business
- Presentation by Lorne Needle, Cole Church, Anthony Garcia, and Cecilia Ramirez, Youth Leadership Institute, on Youth Initiated Projects Grant Board’s Funding Decisions
- Presentation by Rev. Arnold Townsend, President, San Francisco Elections Commission
- Discussion re: Youth Commission’s Report on Sexual Assault and Harassment by Commissioner Peter Lauterborn. Commissioner Lauterborn asked commissioners to provide him with feedback about the report by Monday, February 14, 2005.
- Report back on the Youth Commission Mid-Year Retreat held on Saturday, January 22, 2005 provided by Commissioner Mourning.
- Approval of Absence for Commissioner Baires (1/18 meeting) Approved, Commissioner Rodriguez (1/18 meeting) Approved, Commissioner Lazer-Smith (1/18 meeting) was continued to the next meeting. Commissioner Baires announced that he would be resigning from the Commission for personal reasons. Staff and Commissioners thanked Commissioner Baires for his service.
