1. Call to Order and Roll Call: Commissioner Lantz called the meeting to order at 5:00 p.m. Commissioners Present: Commissioners Chang, Copi, Der, Herzallah, Lantz, Lazer-Smith, Lauterborn, McLaughlin, Moir, Mourning, Rodriguez, White, Williams Commissioners Absent: Commissioners Hall, Jackson, Kwong Staff Present: Colleen Montoya, Ron S. McCan, Ayoka Turner
2. Motion to approve agenda: There was a motion to approve the agenda. MOTION APPROVED.
3. Motion to approve minutes of February 22, 2005: MOTION APPROVED
4. Committee Report:
Youth Justice Committee – The committee updated the full commission on the hiring of Bill Sifferman as the new Chief Probation Officer for the Juvenile Probation Department
Public Health and Housing Committee – The committee is working on the creation of the Transitional Housing Task Force.
Youth Recreation and Services Committee – The committee reported that they received a letter regarding the creation of a BMX park in San Francisco. Members of the committee also attended a meeting regarding the creation of a dog park near the baseball fields in Golden Gate Park. Students at Washington High School are against this initiative due to the use of this field for home games.
Youth Employment Committee – The committee meeting was cancelled due to the Bomb Threat at City Hall. They are continuing to work on a hearing.
Executive Committee – The committee had no report.
5. Officer Report:
Chair – Commissioner Lantz reported that he has been appointed to the Mayor’s Policy Advisory Board for DCYF. He also reported on the Mayor’s Press Conference regarding the 3% initiative.
Community Affairs Officer - Commissioner Williams reported that she is working to set up presentations and workshops at schools and community organizations.
Operations Officer – Commissioner Mourning reported on the Mayor’s visit to Lowell High School.
Government Affairs Officer – Commissioner Jackson was absent.
Media & Public Relations Officer – Commissioner White reminded the Commissioners that the Youth Commission has a table at the Young Women’s Health Conference.

There was no legislation on the Consent Calendar
8. Legislation Introduced
- Resolution urging the Mayor to ordain a Transitional Youth Task Force [Commissioner Lauterborn]. Commissioner Lauterborn introduced this item. Michelle Byrnes from Housing for Emancipated Youth (HEY) spoke on this item.
9. Old Business
- Discussion and possible action re: Youth Commission Budget Advocacy for the 2005/06 Fiscal Year, including how the Commission will involve youth in the budget process. The budget committee discussed the Rec Center closures. They also came up with a list of questions for Department Presentations regarding their cuts.
10. New Business
- Discussion and possible action re: Presentation by Jennifer Olson, Transportation for a livable City, on the Muni Class Pass Program. Jennifer Olson spoke about the Class Pass program, and answered questions from the Commissioners. There was a motion to support the Class Pass program. MOTION APPROVED.
- Discussion re: Student Advisory Council/Youth Commission Joint Committee and the Civic Action Innovation Fund. Commissioner Mourning gave a report on the SAC/Youth Commission Joint Committee, and told Commissioners about the Civic Action Innovation Fund Grant Applications.
- Discussion re: Report back on the Board of Supervisors Hearing on the Increase of Young People at Youth Guidance Center. Commissioner Copi gave a report back on the Hearing held by the Board of Supervisors.
- Discussion and possible action re: Approval of Absence for Commissioner Herzallah (2/7, 2/22 meeting), Hall (2/7, 2/22 meeting), and Williams (2/7, 2/22 meeting). Commissioner Herzallah: 2/7 Excused; 2/22 Not Excused. Commissioner Williams: 2/7 Excused; 2/22 Excused.
