San Francisco Full Commission Meeting

  1. Call to Order: 5:40 p.m.

    Roll Call: PRESENT: Jacky Kwong, Antonio Ayala, Shadi Elkarra, Krystal Kiremit, Julie Gramlich, Luciana Carvalho, Cassandra James, Iqra Anjum, Sam Rubin, Christine Revelo, Anthony Pico, Anthony Albert, Kenny Gong, Kemi Shamonda. ABSENT: Marc Lowe, Rachel Antrobus, Brandon Franklin STAFF: Kevin Liao and Diana Pang PUBLIC: Minesh Goyal (Mayor's Office); Tanaya Macheel (HSS Committee member)

  2. Approval of Agenda: Cancellation of Youth Justice Report; Cancellation of updates from YEFAB and Youth Empowerment Planning Summit. James motions to approve the agenda; Rubin seconds the motion. Unanimously approved.
  3. Approval of Minutes: Approved.
  4. Staff Report:

    Liao stressed the following dates: for YMAC Kick-Off and MUNI Hearing.Liao also commended Youth Justice, and for involvement at JROTC hearing for the Board of Education.Pang referred to It's A Date pocketbook directory for the calendar of events occurring in the next two weeks. She stressed Commissioner attendance on the training dates, and for pow-wow agenda submissions. Pang commended Commissioners who were involved in PSA, MUNI hearing, and Algerian Delegation.

  1. Chair: Agenda Inclusion

    Please email Iqra Anjum at iqra@berkeley.edu the language of the agenda request item by Tuesday before the Monday meeting in order to be considered for the meeting agenda.

  2. Operations

    Presented the attendance log up until 11/06/2006. The presentation of the attendance log will only occur on an as-needed basis, that is, when Commissioner tardies and absences appear to be problematic. Per our passage of the attendance memo, on attendance File #061175, training days will be honored as regular full commission meetings and attendance is required. She also reminded us that the meeting time is changed to 5:30pm.

  3. Media – Public Service Announcement

Provided on an update of the TV PSA – Elkarra performed the voice-over and wrapped up production with BAYCAT.

  3. Legislation Introduced–File #061565 – Reducing the cost of MUNI adult fast passes for 18-24 year olds. Introduced by McGoldrick and referred to the City Operations and Neighborhood Services.

    Motion: Gong motions the YC to support File #061565; Rubin seconds the motion. Roll Call: (YES: Kwong, Ayala, Elkarra, Kiremit, Gramlich, Luciana, James, Anjum, Rubin, Pico, Albert, Gong, Shamonda) Unanimously approved. Motion passed.

    MUNI HEARING/NEXT STEPS: Anjum elaborated on a MUNI hearing plan – including media and outreach strategies and asked that Commissioners sign up their community contacts and conduct personal outreach.

    Outreach Team: Kwong; Ayala; Kiremit; Gramlich; Carvalho; James; Rubin; Revelo; Albert; Gong; Shamonda. Meeting Time: Monday, November 27th, room 345, 6:30pm.

  1. Update: Youth Empowerment Fund Advisory Board (YEFAB) - cancelled.
  2. Update: Transitional Youth Task Force (Rubin) TYTF is concentrating on FOCUS GROUPS. The Training Day dedicated to this on Monday, November 30th, 5:30pm will be viewed as second mixer, as well. Attendance is mandatory. .
  3. Check-In: CSAP Allocation Plan: December 15th, 2006

Agreement: Committee Chairs will be responsible to delegate tasks within committees; send and forward it to Chair and Staff and we will compile the feedback to send to DCYF. Communicate within committees.

  1. Possible Partnership: YFEST 07:

    Motion to endorse and co-sponsor YFEST 2007, Gong motions, James seconds.

    Unanimously endorsed. Iqra and Antrobus will be sitting in as point people on the advisory meeting and planning meetings. YFEST will not take up the bulk of our full commission meetings. Any interested Commissioners may also participate.

  2. File #061478 – Violence Prevention Programming into JPD, DCYF for 06-07

    Motion to support File #061478 and with revision – Gong motions, Kiremit seconds

    Unanimously supports file #061478.

    Assigned to Youth Justice committee, written statement or public comment by Youth Justice for December 6th, Budget & Finance Cmte, 1pm

    Commissioner Pico opposes the reallocation of Title IV-E (Foster Care) to JPD. He feels that there is already too much reallocation of such funds to different projects that does not serve in the best interests of foster care youth.

  3. Endorsement: Sunnydale Peace March: Motion to endorse and support the Sunnydale Peace March – Gramlich motions; Kiremit seconds. Motion unanimously passed.

C.L.A.E.R, is sponsoring a peace march and rally to brnig in the new year into peace: Friday, December 15, 2006, 6pm. There will be performances and a resource fair afterward.
