  1. Call to Order: 5:45 p.m.

    Roll Call:

    PRESENT: Full Commission Presence.   3. Approval of Minutes:

    12/18 Minutes: Approved, with amendments to Gramlich as representative of D2, and not D1, and that Pico did not leave early. Motion to approve, Albert, 2nd, Gong. Unanimously passed. Approved.

  4. Report/Check-in from the Mayor's Office
  • Trisha Prashad wants to be a resource and broker for the YC. She asked all Commissioners to email questions that the Mayor's Office can be of assistance to, to trisha.prashad@sfgov.org at least one week before every Full Commission meeting.

  1. Staff Report – Look at compiled staff notes!

    Diana will set up youth civic engagement meeting and interviews with NY State Dept's sponsorship of international youth journalists for Tuesday, March 13th, 5pm, and asked for names of those interested in being a part of SFUSD's Superintendent search.

    Kevin reported on Coleman's Youth and Family budget staff person is soon hired, and we will be connecting our budget advocacy efforts with him/her.

  1. Chair (Anjum)– Bay Area Youth Commissions – will talk in between Monday, Feb. 12th committee pow-wow on the progress and updates.
  1. Public Comment on Items not on the Agenda–Bruce Wolfe commented that youth input is need at hearing on City's Wi-Fi Google/Earthlink Project/ Digital Inclusion Project, Wednesday, February 7th, 3pm, at Budget and Finance meeting in the Chambers.

  1. Youth Empowerment Fund

    Commissioner Gramlich reported that the YEFAB group will not be meeting this week and will be conducting site visits in the coming weeks for the Youth Organizing grantees' 1 year cycle.

  2. Transitional Youth Task Force

    Commissioner Rubin updated the on the TYTF focus group "Youth Speak Out!" report, and the next YAT meeting for working out recommendations is Thursday, February 8, 2007, 4:30pm.

  3. Youth Empowerment Summit/Next Steps: Commissioner Ayala reported that the

    meeting debrief has been postponed until mid-February.

  4. Ad-Hoc Joint SAC/YC Education Committee: Commissioners Revelo, James, and Kiremit attended the meeting and reported back. Discussion surrounding issues (foster care, MUNI safety and affordability, school nutrition, Superintendent Search and Prop H) and suggestions (agenda setting together, inclusion on violence prevention conversation), were made to improve intergroup productivity and communication.   5. Update: Budget Advocacy 07-08. Commissioner Anjum reminded everyone to submit committee budget priorities by Friday, February 16, 2007 to staff and Chair. Committee Chairs Gong, James, Kwong, and Elkarra briefly updated Commissioners on the progress.

Discussion/possible endorsement: #070080 [Prohibiting mobile catering trucks from operating near public schools] Ordinance amending the San Francisco Police Code to prohibit operators of mobile catering vehicles from selling within 1500 feet of a public middle school, junior high school, or high school. Supervisors Elsbernd, Maxwell presented. ASSIGNED UNDER 30 DAY RULE to City and School District Select Committee.
  • Libby Albert (DCYF), Dana Woldow and Caroline Grannan (SFUSD School Nutrition and Physical Activities Committee), Alfredo Sabillon, Aimee Ligawang and Phillip Pak (Balboa HS students) presented support of ordinance, answered Commissioner questions, and provided an overview of school nutritional services in SFUSD. Commissioners raised concerns such as: survey sample size, overall effectiveness in response to childhood/adolescent health; the inclusion/exclusion of charter schools; actual quality and nutritional value of food offered at schools; the proposed distance of 1500 feet; student choice, and access.
  • Action: Motion to endorse File #070080 – ADOPTED/PASSED.
  • Motion – Albert; Second: Kwong. 11 Yayes (Lowe, Gramlich, Gong, Shamonda, Macheel, Anjum, James, Rubin, Albert, Kiremit, Elkarra); 6 Nays (Pico, Revelo, Kwong, Franklin, Carvalho, Ayala); 0 Abstention.

Discussion/possible endorsement: File #070119 [Urging the San Francisco Unified School District to re-evaluate their proposed FY 2007-2008 Prop H spending plan] Resolution urging the San Francisco Unified School District (SFUSD) to reevaluate their proposed FY 2007-2008 Prop H spending plan in order to consider substantially increasing the amount of in-kind services requested.

  • ACTION: Motion to endorse File #070119 – NO POSITION/ABSTENTION/Tabled.

Commissioner James motions; Carvalho seconds. 4 ayes (Kwong, Lowe, Rubin, Kiremit); 4 nays (Anjum, James, Franklin, Carvalho); 9 abstentions (Pico, Revelo, Gramlich, Shamonda, Gong, Macheel, Ayala, Elkarra).

    ACTION: Motion to approve Commissioner Pico's leave of 1 month effective from February 5th, 2007 to March 6th, 2007. – PASSED/ADOPTED.

  2. Outreach Game plan/Letters of Support for MUNI Hearing 2/8
    The second and final hearing for discounted MUNI fast passes for 18-24 year olds will be Thursday, February 08, 2007, 4pm.

    Action: Outreach and attend for pubic comment and submit/solicit letters of support.

  3. Update/feedback: DCYF/MTA/YC Youth Transportation Meeting 3/5
  • September Jarrett presented and asked for Youth Commission's endorsement, and participation in the outreach, planning, and facilitation for a MUNI hearing to make services more youth-friendly. Monday, March 5th, 6pm-7:30pm, SFSDU Downtown Campus, 835 Market Street (at Powell), Room 673 (6th floor).
  • ACTION: Motion to endorse and sponsor DCYF/MTA Youth Transportation Meeting. APPROVED/PASSED.
    Commissioner Gong motions; Commissioner James seconds.

  • Commissioners Anjum, Carvalho, Gong, Kiremit, Shamonda, and James volunteered to sit on the planning meetings. September will set up meeting with commissioners and present again during full commission meeting on Tuesday, February 20th.

    Shamonda: announced that contact from San Jose Youth Commission and Upward Bound are offering internships and would like to meet with YC to discuss collaboration.

    Carvalho: passed around a youth petition to cut all war funds and end the war in Iraq.

    Gong: provided service event to aid homeless hunger; asked for volunteers to pass out pastries after meeting

    Albert: commented on placement of cell phones during meetings

    James and Shamonda, on behalf of Youth Justice Committee, present Black History Month at YMCA's Golden Gate Ave. on Feb. 21st, 6:30pm.

    Staff and commissioners commended the growth and intelligent discourse evident in meeting.
