3. Mayor's Office Report

  • Trisha will confirm with the Mayor's Office of Scheduling that Monday, March 3rd, 4:30pm meeting is secured by the end of this week.

4. Officer Reports

  • James resigns as Vice-Chair and Operations and will transfer from youth justice to youth employment committee effective February 19, 2008.

  • Staff agendize Vice-Chair/Operations elections in the next YC full meetings.

  • Quesada: Nick News is coming on the week of Feb. 25th to interview HS YC'ers about YouthVOTE. Possible Dates; Monday, 2/25 @ 5 at Committee meetings; Wed, 2/27 at RACs meeting; Thurs. 2/28 at 5:30pm at Joint Ed Cmte. Staff shall email Nick News on times.

  • Quesada: Philadelphia Enquirer news interview on Monday, 3/17 in the afternoon, and during full YC meeting. Staff get back on times.

5. Staff Report

Lauterborn:

  • YE has a change of staff – Lauterborn

  • YE budget recommendations will be submitted by the end of this week to honor FBC deadline.

  • Submit YC website feedback – dream big – by Monday, March 3rd to Peter.

Pang:

  • YouthSpeaks has grant money to hold youth issues and art venues bi-monthly. HHSS will be exploring if this can serve as YC mini teach-ins and/or "State of the Youth" addresses. Any committees that would like to get more info, contact Diana.

  • Staff agendize "State of Youth" for YouthSpeaks as steering committee item.

  • Schedule one-on-one check-in with key staff. Encourage all YCers and staff to look at cross system and interest collaborations

  • Ask staff for letters of recommendations if and when needed.

  • TAY – SF – please contact Diana, Rachel, and/or Cassandra if you signed up for more information

  • YEFAB: will have another movement building event in late March, early April. The intent and the location of event is TBA.
  • TAY-SF: If interested in being involved with the TYTF recs, please contact Cassandra. YAT has a meeting this Friday, from 4-6pm at DCYF.
  • JAC: Defer to Kevin if you have any questions and would like to get involved. The JAC is being trained and preparing to work out orientation in the following months.

YouthVOTE/Joint Ed Cmte Report:

  • YouthVOTE meeting, Thursday, March 6th, 5pm, TBA
  • Staff should reserve room 278
  • Next steps, analysis of statistics and voting patterns, focus groups, school site specific plans/issues will be planned. Email Peter if you have questions on design of curriculum (i.e. worksheets) for the forthcoming meetings.
  • FBC recommendations due Friday, 2/22. Staff will forward all YC approved and endorsed recommendations.
  • Tsibulskaya moves to endorse DGO 7.01. Frierson seconds. Role Call: 9 Yays, 0 Nayes, 0 Abstentions. Motion carries.
  • Still awaiting Police Commission hearing date. Staff will inform Commissioners when date is cleared.
  • Rainy Day Reserve update: Likely that SFUSD will receive $30.6M from City's reserve to alleviate $40M deficit. The Mayor, and Select Committee members of BOS and BoE expressed support. Prop H funds will cover $6.2M from the third third. The intended goal is to protect staff positions and to prevent any layoffs. Larger issue and long-term strategy is for SFUSD to look at how to protect education when another budget deficit hits.
  • Luciana will schedule a meeting for YC interested in being facilitators for Tues. 3/4 after 2:30pm for C.N.A.
  • DCYF Community Needs Assessment YOUTH meeting, Wednesday, 3/12, @ 4-5:30pm, Downtown CCSF Campus. 4th and Mission.
  • Staff should check in if time is correct. What expectations, aside from facilitating, does DCYF have for YC?

  • Staff shall alert members of the Board of Supervisors of our decision before the full board meeting on Tuesday, February 26th, 1pm. No public comment/testimonial is necessary from YC, as it has been moved out of BOS committees. (Unless it is a special order, there public comment is not conducted at full board meetings)

  • Frierson moves to endorse budget recommendations, Tsilbulskaya seconds. Motion carries 9 Yayes, 0 Nays
  • Staff shall draft memos and send it out to full YC for the budget recommendations in time for Mayor's budget meeting on March 3rd.
  • Franklin/James – Youth Justice shall submit final numbers to Kevin for budget proposal.
  • ANjum/Peter – YE recommendations will be done by the end of this week and included in the final memo to the Mayor by March 3rd.
  • Committees MUST PRIORITIZE
  • RACs/Quesada/Liao - Skateboarding numbers must be calculated correctly.

  • James moves to support File 0708-002; Quesada seconds. Motion Carries – 9 Yays, 0 Nays.
  • BOS lobbying is needed. Quesada, Carvalho, James, Tsibulskaya, etc. will work with Lauterborn to communicate with BOS.

Many decision making bodies, including the SFUSD SAC, BoE, and BOS will likely be making similar statements.
